What did the video say?
In a report published on December 13, 2020, Scroll said a social-media video identified its speaker as Ragini Tiwari. Scroll transcribed her as warning that if the farmers’ protests were not cleared by December 16 or 17, she would create Jafrabad again. The publication reproduced this line:

“If the government does not free us from the farmers’ movement in Delhi then Ragini Tiwari will once again create Jafrabad and whatever happens the Centre, state government and Delhi police will be responsible.”
Scroll also reproduced the Hindi phrase “Hum toh nipat hi lenge kisan aandolan se, main khali kara hi dungi,” translating it as “We will deal with the farmers’ protests. I will clear them.” These are Scroll’s transcriptions and translation; the original social-media upload was not independently authenticated in the reporting reviewed here. Scroll’s December 2020 report described the farmers as protesting at Delhi entry points and demanding repeal of three central farm laws. Tiwari’s claim, reported there, that a conspiracy was behind the movement is an allegation, not an established fact.

Why did she refer to Jafrabad?
Jafrabad is a locality in North East Delhi. Scroll described Tiwari’s reference as invoking the anti-CAA protest and ensuing communal violence in February 2020. Scroll reported that the violence left at least 53 people dead; that figure is attributed to the publication and is not independently cross-checked here.
Scroll recounted Tiwari’s appearances in Facebook Live videos and at Maujpur during the February protests. It also reported allegations about her conduct during the violence, while noting that she was not named in the riot charge-sheets it reviewed. Those reports do not establish criminal responsibility on her part.
Who was Ragini Tiwari?
Contemporary reports used both the names Ragini Tiwari and Janki Behen. The Indian Express described her as a “self-proclaimed Hindutva leader”; that is the newspaper’s characterization, not proof of formal party membership or a party position. Scroll reported that Tiwari said in a February 2020 interview that she was not a member of any political party.

The Indian Express reported that Delhi Police registered an FIR at Jafrabad police station under IPC Section 153, which its report described as wantonly giving provocation with intent to cause a riot. The report said the FIR followed a complaint by a police personnel alleging that the video provoked people and threatened violence. An FIR is a procedural step; it is not a conviction or a finding of guilt.

In a follow-up published on January 21, 2021, The Indian Express reported that police intended to summon Tiwari for questioning and that she was in Bihar when the video was uploaded. The newspaper quoted her as saying, “I am in Bihar and I am going to stay here till April because my father-in-law isn’t well.” The contemporaneous report describes what police and Tiwari reportedly said at the time; it does not establish what happened later.
The reports cited here do not establish the FIR’s final disposition or any subsequent proceedings. The Indian Express’s report on the FIR and its January 2021 follow-up provide the contemporaneous account, but neither supports a claim that the case ended in conviction, acquittal, closure, or a continuing prosecution.
