After the Summit War, Garp moved away from the front lines to train younger Marines. That shift matters when comparing versions of the character: his historic reputation, his later role as a mentor, and a specific moment in the story are not interchangeable measures of present combat strength. His record makes him an exceptional vice admiral; it does not establish that all vice admirals are close to his level.

The profile also notes his continuing pursuit of Luffy. Taken together, these details establish Smoker as an active Marine leader with a distinctive ability and a persistent personal objective. They do not show that he outranks every other vice admiral in combat.
