Sunrise on the Reaping follows a young Haymitch Abernathy, and its official Scholastic reading guide confirms several familiar characters in the prequel’s story: Effie Trinket, Plutarch Heavensbee, Beetee Latier and Wiress. The guide also names Drusilla Sickle and Maysilee Donner, but those are not established there as returning characters from earlier books. This is a verified list, not a complete cast roster.
Where Sunrise on the Reaping fits in the series
The prequel takes place 24 years before the events of The Hunger Games, on the morning of the Fiftieth Hunger Games, also known as the Second Quarter Quell. For this special Games, twice the usual number of tributes are selected. The story follows Haymitch in District 12 before he is taken to the Capitol. Suzanne Collins has said that writing from young Haymitch’s perspective gave her room to explore his earlier journey.
Established Hunger Games characters confirmed in the prequel’s context
Scholastic’s official reading guide explicitly discusses the following characters in relation to Sunrise on the Reaping. It confirms their connection to the novel, but it is a discussion guide rather than an exhaustive character index.

The guide describes Maysilee as someone Haymitch encounters and allies with. That supports her role in Sunrise on the Reaping, but not a claim that she is a returning character from an earlier book.

No exhaustive roster is established by the official materials cited here. Scholastic’s guide is useful for confirming relationships and story details, but it does not claim to list every character who appears. So Effie, Plutarch, Beetee and Wiress are verified returns, with Haymitch as the prequel’s central character; the available guide cannot certify that these are the only returning characters in the novel.
Do not use the announced film cast as a substitute for a book-character list. Casting information is about the adaptation and does not establish the full novel cast or prove that every actor-listed role appears in the same way in the book.
