If someone may be in immediate danger, contact emergency services in the country where they are. Otherwise, report your concern promptly to local police or the relevant trafficking authority and ask a specialist trafficking hotline or support service for guidance. Do not confront a recruiter, visit a suspected compound or attempt a private rescue: it may put the person and you at greater risk.
First, separate an emergency from a report that can be made safely
If there is immediate danger
Call the local emergency number or police in the place where the person is now. Give the dispatcher the person’s location if known, what makes the situation urgent, and any immediate threat or medical need. If you are not in that country, contact its police or emergency service through an official channel, or ask your own police or trafficking authority how to route the information.
Use emergency services if you have reason to believe there is an urgent threat or the person needs emergency help. Do not wait to assemble a complete account or prove trafficking before reporting. Share what you know, including uncertainty about the person’s exact location, and let responders assess what action is appropriate.
If there is no immediate emergency
Report the concern to local law enforcement or the national trafficking-reporting authority, and contact a specialist trafficking hotline or support organization for advice. A hotline can help you think through safe next steps; it does not replace emergency services when someone faces imminent harm. Reporting routes and numbers differ by country, so use the channel for the country where the person is located.

When you make a report, distinguish direct observations from information another person shared with you. Explain when and how you learned each important detail. You do not need to decide whether the situation legally qualifies as trafficking; your role is to pass on a reasonable concern to people equipped to assess it.
Do not confront suspected traffickers or try to get the person out yourself
The U.S. Department of State warns: “It may be unsafe to attempt to rescue a trafficking victim.” A bystander cannot know how a trafficker might react or retaliate against the person or the person trying to help. Do not go to a compound, arrange a pickup, threaten or alert a recruiter, or make promises about extraction. Share what you already know with authorities and let trained responders assess the risk.
Be careful about contacting the person, too. If you already have a safe, ordinary channel of communication, do not ask them to take conspicuous actions, send sensitive details, or confront anyone on your behalf. Messages or calls could be monitored. Ask a trafficking specialist or authority whether and how contact is safe before sending anything that could expose the concern.
Do not try to verify the situation by contacting a recruiter, posing as an applicant, or traveling to a suspected worksite. The information you need for an initial report may already be in messages, travel details, or facts you have personally observed. Trying to obtain more can alert suspected traffickers or expose the person and you to danger.

Report facts you already have; do not investigate
A useful report is specific and factual. You do not need to prove trafficking or identify every person involved. Give authorities information you already possess, distinguish what you directly know from what someone else told you, and say when and how you learned it.
- The person’s full name, other names used, age if known, and safe contact details.
- Their last known location, travel route, destination, and dates of departure or arrival.
- The job advertisement, recruiter or agency details, company name, and any claimed work location.
- Relevant phone numbers, messaging or social-media account handles, email addresses, and URLs.
- Messages about restrictions, threats, debts, confiscated documents or phones, or pressure to commit fraud.
- Whether the person is a child, has an urgent health need, or has escaped and needs immediate support.
Preserve original emails, texts, and communication logs. Do not edit the messages or delete the accounts they came from; tell investigators how and when you received them. The FBI advises victims to retain communications for law-enforcement review. Do not impersonate the person, try to access their accounts, contact alleged traffickers for more information, or put yourself or the person at risk to gather proof.

If you have a copy of a job advertisement or messages from a recruiter, retain the original material and note where it came from. Avoid circulating sensitive details publicly or posting the person’s identity online. The appropriate authority can tell you how to provide material securely. Do not treat online activity that appears to be fraud as proof that the person is acting voluntarily.
Choose the reporting channel for the person’s location and situation
These examples are country-specific, not worldwide hotlines. For a country not listed, look up its official emergency number and national trafficking-reporting route. If the person is abroad, contact the embassy or consulate of their own country as appropriate; a consular office can advise its nationals, but it is not a substitute for local emergency response.
The person’s current location determines where to seek immediate help and usually where to make the local report. Their nationality may determine which embassy or consulate can provide consular support. These channels serve different purposes: emergency services address an urgent threat, local police or trafficking authorities receive reports, and specialist services can advise on victim support.
United States
The U.S. National Human Trafficking Hotline is 1-888-373-7888. The State Department advises alerting law enforcement immediately if the person remains in a trafficking situation. The FBI also accepts tips at 1-800-CALL-FBI or tips.fbi.gov. For suspected false job advertisements linked to Southeast Asian scam compounds, report the recruitment concern to the FBI’s Internet Crime Complaint Center at ic3.gov. A U.S. victim abroad should contact the nearest U.S. Embassy.
These are distinct routes: the trafficking hotline offers specialist guidance, law enforcement handles an urgent or criminal report, and IC3 is a route for suspected internet crime or fraudulent recruitment connected to scam compounds. Do not delay contacting emergency services while deciding which reporting route is most appropriate.
Singapore
Singapore’s Ministry of Home Affairs lists 999 for immediate police assistance, a trafficking-report email route, and 6438 5122 for labor-related cases. Consult the Ministry’s current Report Human Trafficking page for the email address and current instructions. Foreign victims may request consular support from their home country’s embassy.

Recognize possible coercion without treating clues as proof
Scam compounds can involve trafficking for forced criminality: people may be recruited through deceptive job offers, moved across borders, and compelled to carry out online fraud. UNODC’s 2023 regional report describes possible signs of control such as restricted movement, confiscated identity documents or phones, threats, arbitrary fines or debt, and physical abuse after arrival. Practices vary by place and may change over time.
An apparently ordinary recruitment or travel process does not rule out later exploitation. A person may be treated well during recruitment and transfer, then face coercion after arrival. Likewise, no single sign proves trafficking. Report a reasonable concern and let trained authorities assess it rather than confronting the person or suspected recruiter.
Online fraud activity does not, by itself, establish that a person is acting freely. Someone may be forced to participate and may need protection as well as investigation. UNODC and the European Commission describe scam centres as a complex threat involving trafficking, cybercrime, fraud, financial crime, and organized crime. Their 2026 notice estimates scam losses in East and South-East Asia at US$18 billion to US$37 billion in 2023; that is a regional estimate of scam losses, not a count of trafficking victims or a global total.
If the person is abroad, involve the right consular channel
When a person is in another country, local authorities are generally the immediate route for emergency response and a local trafficking report. Their own country’s embassy or consulate may help with consular support and explain available assistance. In the United States, the FBI specifically advises U.S. victims abroad to contact the nearest U.S. Embassy. In Singapore, foreign victims may request help from their home-country embassy; for Filipinos overseas, the Philippine Commission on Women advises contacting the embassy or consulate responsible for the location.

Tell the authority or consular office where the person is believed to be, what their nationality is, and whether there is an urgent danger. If you do not know which office has jurisdiction, ask the relevant government’s official consular service rather than sending sensitive information to an unverified contact. Do not assume that an embassy replaces local police or emergency responders where the person is located.
For a child, report through child-protection channels too
If the person may be under 18, tell law enforcement and the trafficking-reporting service that they are a child. FBI guidance directs suspected child-trafficking reports to the National Center for Missing & Exploited Children’s CyberTipline or 1-800-THE-LOST. Use emergency services first if there is an immediate threat.
If the person has escaped or can be reached safely
Ask a specialist trafficking support service or relevant authority to help connect them with shelter, medical care, legal assistance, and other support. Let the person decide what they are ready to share, and avoid pressuring them to recount events publicly or to investigate their own case. Preserve relevant communications and pass them to investigators through the recommended channel.
If the person is communicating with you safely, focus on listening and helping them reach trained support rather than asking them to collect evidence or give a public account. They may need several forms of assistance; the appropriate service can help identify next steps. If an immediate threat emerges, contact emergency services in the country where they are.

Should I contact the person or try to get them out?
Do not attempt a private rescue, visit a compound, arrange a pickup, or confront a recruiter. The State Department warns that attempting a rescue may be unsafe because you cannot know how a trafficker might react or retaliate. If you already have a safe, ordinary way to communicate, do not ask the person to take conspicuous actions or send sensitive details; consult a trafficking specialist or authority about whether contact is safe.
Who do I call if someone was lured overseas by a fake job?
Contact the police or trafficking authority where the person is now, and consider the specialist reporting route in that jurisdiction. If the person is in immediate danger, use that country’s emergency number. Their own embassy or consulate may provide consular support; for a U.S. victim abroad, the FBI advises contacting the nearest U.S. Embassy. Numbers and procedures vary by country, so do not treat a hotline listed for another country as a global number.
What information should I give authorities?
Provide what you already know: the person’s identity and safe contact details, last known location, travel dates or route, job advertisement and recruiter details, company name, relevant phone numbers or account handles, and any known threats, restrictions, debts, or confiscated documents. Preserve original messages and communication logs. Clearly separate what you witnessed from what someone else told you, and do not risk gathering more evidence.
What if the person is a child or has escaped?
Tell authorities and the trafficking-reporting service that the person may be under 18. FBI guidance directs suspected child-trafficking reports to the National Center for Missing & Exploited Children’s CyberTipline or 1-800-THE-LOST. If the person has escaped, ask a specialist trafficking support service or relevant authority about shelter, medical care, legal assistance, and other needs; do not pressure them to recount events publicly.
