If you cannot make your next microloan payment in Cambodia, contact your lender as soon as you can—ideally before the due date. Explain what has changed, state what you can realistically pay and when, and ask the lender to review a revised repayment schedule or another form of assistance. Request any offer in writing and keep your agreement, receipts, messages, and copies of your requests. A lender may consider relief, but the available sources do not establish that every borrower is entitled to it or will be approved.
What to do first
Act promptly and keep the conversation specific. A lender cannot assess a workable alternative if it does not know that your repayment capacity has changed. You do not need to promise an amount you cannot afford just to avoid an uncomfortable conversation. Instead, explain the change and give a realistic picture of what you can pay without making the situation worse.
- Check your loan documents. Find the repayment dates, installment amount, interest and fee terms, late-payment provisions, and any collateral terms. Keep the signed agreement and any later written changes together.
- Work out a realistic payment amount. Consider the income you expect, essential household and work expenses, and other obligations due before the next installment. This is a practical way to make a credible request, not a formula that guarantees the lender will accept it.
- Contact the lender through a channel you can document. Explain what has changed, when you expect the difficulty to begin, and what amount and timing you believe you can manage. Keep a copy of a written message or note the date, time, and substance of a phone conversation.
- Ask for a review in writing. Ask whether the lender will consider changing installment timing or amount, deferring payments, restructuring the loan, adjusting interest, or waiving penalties. These are possible forms of assistance identified in the sources; they are not guaranteed options for every account.
LICADHO’s May 2026 Debtor’s Rights Leaflet identifies negotiation and assistance with repayment as options borrowers can raise with a microfinance institution. That supports asking for a review, but it does not establish a universal approval standard, a right to a particular concession, or a deadline by which a lender must agree.
How to make a useful repayment request
A short, factual request is more useful than a broad promise to “pay soon.” State the problem, propose an amount and date you believe are manageable, and ask the lender to respond with the terms it is willing to consider. If the cause is temporary, say when you expect your income or circumstances to change; if you do not know, do not invent a recovery date.

- Describe the change affecting repayment, such as a drop in income or an unexpected expense, without claiming the lender must accept a particular explanation.
- Give a specific amount and proposed date if you can do so reliably. If you cannot yet estimate either, say what information you are waiting for and ask how to submit an updated proposal.
- Ask which forms of relief the lender can consider and whether interest, fees, or penalties continue during any revised period.
- Ask for the response and any proposed terms in writing before relying on them.
- Keep the tone calm and factual. Record the date, channel, and name or role of the person you spoke with when available.
Do not agree to a payment plan simply because it sounds easier in the moment. Compare it with what you can actually afford after essential expenses. A missed promise can leave you with the original difficulty and a new dispute over the revised arrangement.
Compare a proposed concession before accepting it
“Restructuring,” “deferred repayment,” and an interest adjustment can change different parts of a loan. Ask what the specific proposal means for your account rather than assuming that a pause or lower installment reduces the total amount you owe. The following questions are practical comparison points, not an official National Bank of Cambodia checklist.
| What to compare | Question to ask | Why it matters |
|---|---|---|
| Installment amount | What will I owe on each payment date under the revised schedule? | A smaller installment may be easier to manage, but you need to know whether it changes the total repayment or only spreads it over time. |
| Dates and duration | When is the next payment due, and how long does the revised schedule last? | A deferral changes timing. Confirm whether the regular schedule resumes later and when. |
| Total amount payable | What is the total amount I will pay if I follow the proposal? | A revised schedule may affect how much is due overall. Ask for the amount, not only the next installment. |
| Interest and fees | Does interest continue during a deferral? Are any fees being added, changed, or waived? | The sources identify interest adjustments as a possible relief form, but do not establish how a particular lender will calculate a particular offer. |
| Penalties | Are existing penalties waived, and what happens if a revised payment is late? | The NBC’s 2023 complaint categories included concessions and penalty waivers; that does not mean a waiver will be offered in an individual case. |
| Collateral terms | Does the proposal change any collateral condition or the lender’s stated next steps? | Do not infer that a new schedule changes collateral terms unless the written agreement says so. |
| Written confirmation | Can I have the full revised schedule and terms in writing before I accept? | A written record makes it easier to know what was agreed and to show the terms if there is a later disagreement. |
Read the revised agreement carefully and keep a copy. If a term is unclear, ask the lender to explain it in writing before signing or making a decision based on it. The available sources do not provide a standard form, a mandatory disclosure checklist, or a universal right to have every proposed concession accepted.
Do not let a shortfall turn into a more dangerous one
Be cautious about taking another loan to cover the installment, selling an asset that produces income, or agreeing to transfer land under pressure. A new loan can add another repayment obligation without resolving the original shortfall. Selling a productive asset can reduce the income you need to repay any debt. These are risks to consider, not claims that every borrower who borrows again or sells an asset will face the same outcome.

LICADHO’s May 2026 leaflet states, “No one can force you to sell land outside the legal system to repay debt.” It also says borrowers have a right to fair treatment, respect, and dignity in lending and collection. Attribute those statements to LICADHO’s leaflet; they should not be expanded into a claim about every collateral arrangement or the details of a court or enforcement process.
One borrower account described by LICADHO concerned a person who took private loans to repay a microloan and later sought restructuring assistance from the NBC. It is an example of why stacking debt can be risky, not evidence that this is common among Cambodian borrowers. If someone is pressuring you to sign documents, transfer collateral, or sell land, seek independent help before agreeing. Do not sign a document you do not understand or treat a verbal assurance as a substitute for written terms.
What to do about abusive or coercive collection
A lender contacting you about an overdue payment is not, by itself, proof of unlawful conduct. Focus on the specific behavior that concerns you—such as threats, coercion, or pressure to sell land outside the legal system—and preserve evidence rather than relying only on a general description of the dispute.
- Save messages, letters, payment notices, and other communications. Note dates and times of calls or visits and what was said, as accurately as you can.
- Keep loan documents, payment receipts, and any revised offer or agreement in the same record. If another person witnessed an interaction, note that fact.
- Tell the lender in writing which conduct concerns you and ask for a response or a way to continue discussing repayment without that conduct.
- If the behavior continues or you cannot resolve the issue, ask the National Bank of Cambodia (NBC) how to submit a complaint and what evidence it needs.
LICADHO’s leaflet gives the borrower-facing rights language above. The NBC’s 2023 supervision report describes hotline-based complaint handling, and current sources also identify the NBC complaint and inquiry channel and the Financial Consumer Protection Center as national resources. The material available for this article does not establish current phone numbers, addresses, eligibility rules, or filing steps for those channels. Verify those details through the relevant organization’s current official information before sending personal documents or relying on a contact number.

How complaints and wider support fit into the picture
The NBC’s complaint record
The National Bank of Cambodia reported receiving 578 complaints and inquiries in 2023. It reported that 565 were resolved, six were pending, and seven were in court proceedings. Common matters included early payoff and collateral withdrawal, credit-report changes, concessions, penalty waivers, informal financial services, and financial crimes involving digital platforms. These figures cover the NBC’s reported complaints and inquiries; they are not a count of microloan complaints, and they do not predict how the NBC will handle an individual case.
The report is useful evidence that the NBC has handled consumer complaints through a hotline-based system. It is not enough to establish that a particular current number still works, that every complaint type is accepted, or that a complaint automatically changes repayment terms. Ask the NBC or the named resource directly about its current procedure, what documents to provide, and whether your issue falls within its remit.
Financial Consumer Protection Center and mediation
The Financial Consumer Protection Center is identified as a national resource, but the available material does not provide verified current contact details or clarify whether it accepts every kind of microloan dispute. Check its current official information before making a referral. An IFC Board statement also identifies mediation under the National Authority for Alternative Dispute Resolution in the context of support for a defined group of complainants. That reference is not evidence that mediation is automatically available to every borrower or that it replaces the lender’s own complaint process.
What policy proposals do—and do not—mean for an individual borrower
A 2024 NBC-UN consultation identified stronger complaint channels, independent debt counseling and mediation, and regulation of restructuring and refinancing as priorities or proposed work. Those priorities should not be read as proof that an independent counselor is available nationwide, that a new system has been fully implemented, or that borrowers have an automatic right to restructuring. For immediate help, confirm what service exists and what it can do now rather than relying on a policy proposal.

How to understand the IFC and CAO case context
On June 24, 2026, the IFC Board approved a special management action plan responding to a Compliance Advisor Ombudsman (CAO) investigation concerning IFC investments in six Cambodian financial institutions. The Board statement describes support for 18 complainants, including possible loan restructuring, deferred repayments, or interest adjustments, and referral to existing national resources. These measures concern a defined group of complainants; they are not a promise that other borrowers will receive the same remedies.
The CAO case page reported the matter under monitoring when accessed. Separately, in July 2026, the CAO reported that the IFC Board had directed suspension of ongoing CAO financial-consumer-protection microfinance cases pending policy discussion. This is institutional accountability context, not an ordinary borrower complaint route. A borrower seeking help with an individual loan should not assume that filing with or following the case will produce a personal repayment concession.
IFC’s 2026 Board statement also said its clients in Cambodia reached more than 400,000 microenterprises and 1.7 million farmers. Those are sector-reach figures, not counts of borrowers in distress or people eligible for relief.
A practical record to keep
Keeping a clear file can make a negotiation or complaint easier to explain. It also helps you compare what the lender originally required with any new offer. Save copies rather than handing over your only originals.

What the available evidence does not establish
There is no basis here to promise approval of restructuring, deferred payments, lower interest, penalty waivers, or mediation for every borrower. LICADHO identifies negotiation and repayment assistance; the IFC action concerns 18 complainants; and the NBC-UN consultation describes priorities and proposed work. Those are different kinds of evidence and should not be treated as equivalent guarantees.
The available material also does not supply verified current hotline numbers, a complete complaint filing sequence, or a standard legal procedure for every type of collateral. Confirm current contact details directly with the NBC and other named organizations. If the dispute involves a legal demand, a threatened transfer, or documents you do not understand, get qualified independent advice where available before acting.
