If you think someone you know is being held or forced to work in an online scam operation abroad, treat it as a possible human-trafficking emergency. Contact their home-country embassy or consulate and ask it to coordinate safely with authorities where the person is believed to be. Preserve identifying details, messages, threats and location clues. Do not arrange a private extraction, urge a sudden escape or assume that paying a ransom will secure their release.

Keep confirmed facts separate from guesses, and tell officials what you know without waiting for every detail to be verified. The right local reporting channel and available help depend on the country and the person’s nationality.

What should you do first?

Start two tracks as soon as you reasonably suspect confinement or forced work: establish a clear record of what is known, and contact the person’s home-country consular service. Ask the embassy or consulate for urgent assistance and guidance on making a safe report to local authorities. If there is an immediate threat, such as a message indicating imminent harm, make that urgency explicit to the consular officer and the relevant official reporting channel.

There is no single international hotline or guaranteed rescue procedure established for every country. Use the official government website of the person’s country to find its emergency consular contact for the country where the person may be. The FBI’s guidance is specifically for U.S. victims: contact the nearest U.S. Embassy. People of other nationalities should contact their own government’s consular service.

  1. Write down the known facts. Record the person’s identity, last known location and time, travel route, current contact details, and any known recruiter or employer information.
  2. Preserve original evidence. Keep messages, files, photographs, voice notes, social account details, job ads, threats and payment demands in their original form where possible.
  3. Contact the person’s embassy or consulate. Say plainly that you fear the person may be a trafficking victim forced into online fraud. Ask what information it needs and how to report safely to local authorities.
  4. Follow up through official channels. Ask which police or trafficking-reporting route is appropriate, and whether a report should also be made in your own country.
  5. Keep communication with the person low-risk. Ask only practical questions if it appears safe to do so. Do not ask them to confront anyone or attempt an escape.

Do not wait until you have proof of trafficking to make an initial report. Be transparent about what is confirmed, what is reported by someone else, and what you are inferring. This lets officials assess the information without turning an uncertain detail into a false certainty.

What information should you give officials?

Useful details can help officials distinguish the person from others, assess where to make inquiries and understand the risk. The U.S. State Department’s 2024 report on Cambodia describes cases in which local officials acted after embassy officials supplied information about a potential victim’s identity and location. That is a Cambodia-specific account, not a promise of action or outcome elsewhere.

  • Identity: full name, nationality, date of birth if known, languages, recent photograph and distinguishing details.
  • How to reach them: phone numbers, messaging accounts, social-media handles, email addresses and the names of accounts used by recruiters or employers.
  • Where and when: last known location, local time of last contact, nearby landmarks or place names, and any known change in location.
  • Travel and recruitment: route, travel dates, job advertisement, promised role or pay, recruiter and employer names, and contact details.
  • Evidence of control or danger: messages about restricted movement, a missing passport, threats, violence, debt, forced work, failed escape attempts or a demand for money.
  • Source and confidence: who provided each detail, when they provided it, and whether it is verified, second-hand or an estimate.

Keep a simple chronology: date and time, what happened, who communicated it, and what evidence exists. Save copies in a secure place without deleting the originals. If you have a screenshot, retain the underlying message or file as well when possible. Avoid editing, annotating or publicly posting evidence in ways that could expose the person or other workers.

Who should you contact?

The person’s home-country embassy or consulate

Find the emergency contact through an official government website, not through a number sent by an unknown person or an unverified social-media account. Explain the suspected trafficking and forced criminality, provide the facts you have, and ask how the mission can coordinate with authorities in the country of concern. Ask how to submit additional evidence and how to reach the consular team again if the person contacts you or the situation changes.

Consular officials may be able to communicate with local authorities or provide guidance, but their role and practical options differ by country. Do not interpret acknowledgment of a report as confirmation that officials have located the person or can immediately remove them from a site.

Police and trafficking-reporting channels

Ask the embassy which local authority can safely receive information, especially if contacting local police directly could create risks. You can also ask whether a report should be made in the person’s home country. Reporting systems are country-specific: for example, Singapore’s Ministry of Home Affairs lists police and labour-trafficking reporting routes and describes support that may be available to eligible victims. Its contact routes are for Singapore, not general international hotlines.

For U.S. cases, the FBI’s May 22, 2023 public-service announcement advises contacting the nearest U.S. Embassy and includes U.S.-specific reporting guidance. Do not treat U.S. channels as substitutes for another nationality’s consular service, or assume a particular U.S. reporting route applies to someone elsewhere.

What to say when you report

Lead with the person’s name and nationality, why you suspect they may be unable to leave, where they may be, and whether there is an immediate threat. Say when you last had direct contact. Then offer the chronology and evidence. If a location is uncertain, label it as an estimate and explain its source. Ask for a reference number or a named point of contact if the agency provides one; record the date, time and details of each official conversation.

How can you keep contact with your loved one safer?

If the person can still message or call, assume their communications may be observed unless you have a reason to know otherwise. Keep the tone calm and avoid language that could alarm someone monitoring the exchange. Ask only questions that could help officials assess safety and location, and only when the person appears able to answer without added risk.

Practical questions may include whether they can communicate freely, what country or nearby landmark they can identify, whether they have their passport, and whether a call or message may be monitored. Do not ask them to name other workers, describe security arrangements, confront a guard, secretly gather evidence, or follow a plan to flee. Do not promise that an embassy can extract them immediately. Let officials advise what information can safely be requested next.

  • Shows on the go: Take your TV to-go when traveling—without needing to log into someone else’s device.

If contact stops, preserve the last exchange and tell officials when it ended. A sudden silence may be frightening, but it does not by itself establish what happened. Avoid repeatedly calling or sending messages that might reveal concern to someone controlling the person’s phone.

What if someone demands ransom or threatens the family?

Save the demand, sender details, account names, payment instructions, deadlines, threats and any video or other files. Note when and how each item arrived. Share it with the consular and law-enforcement contacts and ask how to proceed. Do not delete threatening content, forward it widely or post it publicly.

The UN Human Rights Office reported on February 20, 2026, that traffickers have used abuse shown on video calls to pressure relatives into making extortionate ransom payments. A demand may be designed to frighten family members into acting quickly. Payment does not establish that the person will be released, and the sources available here do not support a universal rule that families should either pay or refuse. Make the decision with guidance from the relevant officials rather than on an assumption that payment guarantees safety.

Do not negotiate alone if you can avoid it, and do not send money simply because a caller claims to represent an authority or rescue service. Verify any supposed official contact independently using the government’s published channels, and tell your existing official contact about new callers or instructions.

Why not plan a private rescue or tell them to escape?

Urgency matters, but an improvised extraction or escape plan can expose the person and others to greater danger. The UN Human Rights Office’s February 2026 report describes severe physical and sexual abuse, failed escape attempts and punishment following a failed rescue attempt. A family member outside the country may not know who controls the site, whether communications are monitored, or what might happen if a plan is discovered.

For the same reason, do not travel to a suspected compound to confront a recruiter or guards, hire unverified intermediaries, or share a proposed operation online. Give evidence and location clues to officials who can assess the situation and coordinate with local authorities. An official report is not a guarantee of immediate rescue, but it is safer than treating an uncertain location or a coercive demand as a basis for a private operation.

How should urgency and uncertainty be handled?

Report promptly even when the location is incomplete. A possible landmark, recruiter account or route can still be useful if its limits are clear. Tell officials what is directly known and what is unconfirmed. Update them if the person sends a new location, says they are being moved, reports an injury or gives a deadline tied to a threat.

Keep these two situations distinct when explaining the case:

  • An immediate threat: report the specific threat, deadline, injury or indication of imminent movement at once through the embassy’s emergency contact and the official channel it recommends.
  • A missing-person or confinement concern without a stated immediate threat: make the report promptly, provide the timeline and identifying information, and ask which authority should take the next step.

Do not present an estimate as a confirmed location simply to make a report sound more urgent. Conversely, do not delay reporting because you lack a street address or independent confirmation. Officials need both the details and an honest account of how reliable each detail is.

What is known about scam compounds and their locations?

False online job advertisements can promise high salaries, paid travel, benefits, room and board, and legitimate work. The FBI’s May 2023 guidance warns that the actual work or location may differ from what was promised; traffickers may confiscate passports, use or threaten violence, and impose travel or housing debt. These warning signs can help explain why a person who initially traveled voluntarily may later be unable to leave.

Scam operations are not confined to one country. In its February 2026 release, the UN Human Rights Office said the operations are fluid and concentrated largely in the Mekong region, while also appearing in Pacific Island countries, South Asia, Gulf States, West Africa and the Americas. Survivors interviewed for the report had been trafficked into centres in Cambodia, Laos, Myanmar, the Philippines and the United Arab Emirates between 2021 and 2025. A suspected location outside familiar Southeast Asian hubs does not make the concern implausible, and conditions reported at one compound should not be assumed to describe another.

The same UN release says nearly three-quarters of scam operations are in the Mekong region, a figure attributed to satellite imagery and on-ground reports. It describes hundreds of thousands of people trafficked from dozens of countries; this is a broad account of scale, not a precise victim count with a single defined denominator. These regional figures provide context, not evidence about any individual person’s location or circumstances.

What help may be needed after release?

Getting out of a compound is not the end of the response. Ask officials about immediate safety, a place to stay, medical assessment, interpretation, counselling, legal advice, travel or immigration documents, and safe return. The right support depends on the person’s needs, nationality, location and local eligibility rules.

Singapore’s Ministry of Home Affairs lists shelter, medical care, counselling, interpreters, basic necessities and consular support for foreign victims among possible services, subject to eligibility. That example should not be taken as a promise that the same services are available in another country. Ask the responsible officials what support exists locally and whether the person needs help reaching it safely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There may also be concern that someone forced to commit online fraud will be treated only as an offender. UN High Commissioner for Human Rights Volker Türk said: “Effective responses need to be centred in human rights law and standards. Crucially, that means explicitly recognizing forced criminality within anti-trafficking laws and regulations and guaranteeing the non-punishment principle for victims of trafficking.” The UN’s position underlines the importance of identifying coercion and trafficking when authorities assess a person’s actions. It does not determine how a particular case will be handled under local law, so ask for appropriate legal advice and interpretation.

The UN Human Rights Office also warns of reprisals and re-trafficking risks and calls for safe, timely, coordinated rescue and rehabilitation. Before a return or onward journey, ask officials how to reduce the chance that the person will be pressured, targeted again or left without support.

What should family members avoid?

  • Do not attempt a private extraction or encourage an unplanned escape.
  • Do not assume that paying a ransom guarantees release; preserve demands and consult officials.
  • Do not publish the person’s location, private messages, identity documents or other workers’ details.
  • Do not confront recruiters or use unverified intermediaries claiming they can arrange a rescue.
  • Do not turn estimates or second-hand reports into statements of fact.
  • Do not stop at a single report if there is new information; send updates through the official contact handling the case.

These precautions are not reasons to stay passive. They help preserve information and reduce the chance that an action taken in fear will increase danger for the person or others.
