It is not a video or audio codec. Defined by ISO/IEC 13818-1, Transport Stream is designed for uses where transmission errors are likely and can carry multiple programs with independent time bases.
What MPEG-TS does
Think of MPEG-TS as an outer layer around encoded media. A video codec compresses pictures; an audio codec compresses sound. The MPEG-2 systems layer organizes those compressed streams and associated signaling so a receiver can identify components, synchronize playback, and manage decoder buffers. ISO describes these systems-layer functions in ISO/IEC 13818-1.
The name can be misleading: an MPEG-TS file does not, by its extension alone, tell you which video or audio codecs it contains. Codec choice is distinct from the transport format.
How Transport Stream compares with Program Stream
ISO/IEC 13818-1 describes both Transport Stream and Program Stream as ways to multiplex audio and video. Their intended program organization and transmission conditions differ:

This is a description of suitability, not a guarantee: choosing Transport Stream does not by itself ensure error correction or uninterrupted delivery.
How streams are identified and signaled
Transport Stream includes signaling that helps a receiver discover a program and its components. In the W3C Media Source Extensions byte-stream format, a Transport Stream initialization segment consists of one Program Association Table (PAT) and one Program Map Table (PMT). That specification describes a particular web-media context, not a universal rule for every MPEG-TS application: W3C MPEG-2 TS Byte Stream Format.

Requirements can also depend on the application profile. For DVB broadcasting applications based on MPEG-2 Transport Stream, ETSI’s TS 101 154 V2.2.1 recommends repeating PAT and PMT with a maximum interval of 100 ms. Treat that as a DVB-specific recommendation, not a universal timing requirement for every transport stream.

Broadcasting
DVB specifications provide a broadcast application context for MPEG-2 Transport Stream. The format’s support for multiple programs and signaling makes it suitable for organizing components in that kind of transmission system.

Web media
The W3C Media Source Extensions registry defines an MPEG-2 TS byte-stream format for media applications. Its initialization-segment definition shows how a web-media implementation can use transport-stream signaling when preparing a stream for processing.
Which format should you use?
The right choice depends on the delivery environment and application requirements, not just the media codecs. Transport Stream is the more fitting of the two when the system needs multiple programs with independent time bases or is intended for conditions where errors are likely. Program Stream is the option ISO describes as generally more appropriate in almost error-free environments. In either case, check the profile or platform requirements: application-specific rules may govern signaling and repetition intervals.

What the format name does not tell you
- It does not identify the codecs. MPEG-TS is the systems/container layer, not a mandate to use one particular video or audio compression format.
- It does not promise error-free playback. ISO describes its suitability for error-prone environments, not a guarantee that transmission errors will be corrected.
- It does not imply one universal configuration. Implementations and profiles can specify additional signaling behavior, as the DVB recommendation illustrates.
