An OTT app is an application that delivers video over the internet to viewers on supported devices, rather than through a traditional cable or broadcast channel. For a video creator, building one means choosing where the app will be available, how viewers will find and watch it, and how the service will earn money. OTT describes the delivery method; a branded app is one possible product and distribution choice.
What “OTT app” means
OTT stands for “over the top”: video reaches viewers through an internet connection and an app or service on a supported screen. Roku describes OTT as a way for content publishers to distribute and monetize programming through apps. The term does not prescribe one device, business model, or publishing process; those depend on the platforms the publisher chooses to support. For creators, an OTT app commonly means a branded service that packages video for connected TVs, phones, tablets, or other supported devices. The app is the viewer-facing product; the videos, delivery infrastructure, platform distribution, and payment or advertising arrangements are separate parts of making that product work.
What a creator should decide before building
Which viewers and devices matter
Decide whether your priority is reaching people on an established video service or offering a branded viewing experience on selected devices. Supporting more platforms can expand where viewers can watch, but each platform can bring separate development, certification, maintenance, and publishing obligations. A branded app also requires a plan for bringing viewers to it; being available in an app store does not itself establish an audience.

How viewers will pay—or whether they will
There is no single OTT business model. Roku’s app categories include free, live TV, advertising-supported video on demand (AVOD), subscription video on demand (SVOD), transactional video on demand (TVOD), TV everywhere (TVE), and virtual multichannel video programming distributor (vMVPD). Roku says a single app can offer one or more monetization options, but it must meet the requirements for every option it uses. Roku’s certification criteria describe these categories and requirements.
In practical terms, creators may consider free access, advertising, recurring subscriptions, one-time purchases, or a combination. The right choice depends on the content and audience, as well as the platform’s rules. Do not assume that an arrangement permitted on one service will also be permitted on another.

How much control and operational work you want
A branded app gives you a distinct place to present your programming and offers, but it also makes you responsible for the work of getting that app built, distributed, maintained, and discovered. Using an established service can make it easier to meet viewers where they already watch, while leaving the creator subject to that service’s policies and eligibility rules. The available platform information does not establish a like-for-like cost or audience comparison, so weigh your own development needs and audience plans rather than relying on a universal cost claim.

These are different distribution choices, not mutually exclusive definitions of OTT. A creator can assess whether the reach and rules of an established platform fit the goal, whether a branded app justifies its publishing work, or whether both routes serve different parts of the audience.

What publishing on Roku specifically involves
Roku’s process is an example of platform-specific app distribution, not a checklist for every OTT service. Its guide for a subscription app describes obtaining a Roku device, enrolling in the developer program, entering a distribution agreement, and enrolling in the payout program. Roku’s “Creating an SVOD app: First steps” guide sets out those initial steps. The guide names a Roku device, but does not establish a particular model as a universal requirement for OTT development.
Roku also imposes requirements tied to the monetization model. Its terms say paid apps must use Roku Pay for subscriptions and one-time purchases. Read the current distribution terms and certification requirements for the app type you intend to publish; do not assume that another platform uses the same payment rules. Roku reports that its certification criteria were last updated in April 2026. Check the current criteria when planning a launch.

Roku advertising terms are not industry-wide benchmarks
Roku’s developer documentation describes a default arrangement in which 30% of ad inventory is sent to Roku and the publisher controls the remaining 70%. It also describes a separate Sales Representation Program for apps that meet both 5,000 new installs and 50,000 streaming hours over the last calendar month; meeting those thresholds does not guarantee selection. These are Roku program terms reported by Roku Developer and accessed in 2026, not general OTT revenue or advertising benchmarks. Verify the current agreement before forecasting income. Apple’s Video Partner Program is not a general shortcut for any creator app. Apple says eligible apps must primarily deliver the provider’s own premium video subscription service, be available on iOS and tvOS, support Live Tune-In for live content, integrate with Universal Search, Siri, and the Apple TV app where available, and support AirPlay. Those conditions make the program relevant to a provider with a qualifying subscription service, not necessarily a creator who simply wants to upload videos to an app. Apple reported that over 130 premium subscription video entertainment providers had signed on as of 2025. How to choose a path
- Define the viewing experience. List the content you will offer, the screens your audience uses, and whether you need an on-demand catalog, live programming, or both.
- Choose the distribution route. Compare the audience access of an established platform with the development and discovery work of a branded app. If you want an app on a specific platform, start with that platform’s current onboarding and certification rules.
- Match monetization to the content and rules. Decide whether access is free, ad-supported, subscription-based, transactional, or a combination. Confirm that each platform supports the model and learn its payment and advertising terms before projecting revenue.
- Check geography and eligibility. Confirm where the app or program is available and whether your service and account qualify. Program availability and platform requirements are not established as universal across countries.
- Budget for the whole service. Account for app development, distribution work, maintenance, content operations, and the effort needed to attract viewers. The cited platform information does not establish a comparable total cost across the routes.
What an OTT app is not
“OTT” does not mean that every app works on every television or phone, that a creator automatically owns a direct customer relationship, or that a particular monetization model is permitted everywhere. Nor does publishing an app by itself guarantee discovery or revenue. Confirm supported devices, geographic reach, certification steps, eligibility, and payment terms with each platform you plan to use.
