For YouTube Live at 720p, use 8 Mbps video with H.264 or 6 Mbps video with AV1 or H.265 (HEVC). YouTube lists those recommendations for both 30 fps and 60 fps. Keep about 20% upload-bandwidth headroom above your total stream bitrate; for 8 Mbps video, that works out to roughly 10 Mbps available upload capacity before allowing extra room for audio or other network use.
YouTube’s recommended 720p live bitrates
YouTube Help’s current live-encoder recommendations distinguish by codec, not by whether you stream at 30 or 60 fps. The values below are video bitrate; audio is separate. The same recommendations apply to 720p30 and 720p60.

These are YouTube Live ingest settings, not recommendations for encoding a prerecorded video file for upload. Treat the listed minimum as a lower bound, not the preferred target. YouTube’s table does not call for a higher bitrate at 60 fps than at 30 fps for these 720p codec options. YouTube Help: Live encoder settings.
How much upload speed do you need?
YouTube recommends leaving 20% of upload bandwidth in reserve: “Leave a bit of room (20% recommended).” This is headroom above the stream’s total bitrate, not a guarantee that a connection will remain stable.

For an 8 Mbps H.264 video stream, adding 20% gives 9.6 Mbps, or roughly 10 Mbps of available upload capacity as a practical starting point. Audio also uses bandwidth, and other devices or people sharing the connection can reduce what is available to your encoder. Allow more margin when the connection varies or is shared. The 9.6 Mbps figure is arithmetic based on YouTube’s 20% guidance, not a separately published YouTube threshold. YouTube Help: Streaming tips.
Set the encoder for a stable stream
Alongside bitrate, YouTube’s live-encoder guidance lists RTMP or RTMPS transport, constant bitrate (CBR), and a recommended keyframe interval of 2 seconds that should not exceed 4 seconds. YouTube recommends RTMPS for encrypted transfer. Its guidance lists AAC or MP3 audio and recommends 128 Kbps stereo audio in the advanced settings. These settings are separate from the video bitrate.

- Rate control: Choose CBR where your encoder offers it.
- Keyframes: Set a 2-second interval; do not exceed 4 seconds.
- Audio: Configure audio separately; YouTube’s advanced-settings recommendation is 128 Kbps stereo.
- Transport: Use RTMPS when available for encrypted transfer.
Encoder menus vary, so look for equivalent names if your software labels these controls differently. Check YouTube’s current settings page if you need the latest supported options: YouTube Live encoder settings.
Check your connection before going live
- Measure available upload capacity. Run an upload speed test near the time and place you plan to stream. Compare the usable upload capacity with your total stream bitrate plus headroom, rather than relying on a connection’s advertised maximum.
- Test representative content. Do a test stream with audio and movement similar to the planned broadcast. A mostly static scene may not expose the same problems as fast motion or frequent cuts.
- Watch stream health. Monitor YouTube’s stream-health indicators and messages during the test and broadcast. If the connection cannot sustain the selected quality, choose a lower quality that is reliable on the available connection; YouTube does not specify one universal downgrade threshold.
Choose bitrate separately from latency
Bitrate is the amount of data sent; latency is the delay between capture and playback. YouTube notes that lower latency can increase playback buffering. If viewers do not need to interact in real time, low latency may matter less. Changing bitrate alone is not an established fix for latency. See YouTube Help: Stream latency.

Does YouTube require more bitrate for 720p60 than 720p30?
No. Its listed recommendations are the same for both frame rates: 8 Mbps for H.264 or 6 Mbps for AV1/H.265.
Is the 720p bitrate recommendation for audio and video combined?
