What a Kamala Harris Presidency Would Mean for Women: Her 2024 Proposals

Harris’s 2024 campaign and the Democratic platform outlined priorities on reproductive rights, workplace equality and family care. They were proposals, not guaranteed outcomes.

Kamala Harris did not become president in 2024, so there is no Harris presidency to measure. Her 2024 campaign and the Democratic Party platform do show what her administration might have pursued: restoring federal abortion protections, expanding care and leave, and strengthening workplace and pay-equity policies. Those were proposals, not guaranteed outcomes; major changes would have depended on Congress, the courts and how agencies implemented the law.

What did Harris propose on reproductive rights?

Restoring abortion protections was central to Harris’s 2024 campaign. The 2024 Democratic Party platform said that, with a Democratic Congress, the party would pass national legislation restoring Roe v. Wade’s protections. It also backed stronger contraception access, protection for in vitro fertilization (IVF), and repeal of the Hyde Amendment, which restricts federal funding for abortion in many circumstances.

PolitiFact’s 2024 review reported that Harris promised to eliminate the Senate filibuster to restore Roe’s protections. That was a campaign promise, not a power a president could exercise alone: changing Senate procedure would require support from senators, and passing national legislation would require votes in Congress. Courts and later legislation could also affect how durable any statutory protections were.

The May 2024 White House fact sheet described Biden-Harris administration actions after the Supreme Court’s Dobbs decision, including executive actions involving abortion and contraception access, medication abortion, and emergency care. Those actions provide context for the administration Harris served in as vice president; they do not establish what legal conditions or results a later Harris administration would have faced.

What might have changed at work and on pay?

Harris’s record combined campaign proposals with positions in the Democratic platform and laws enacted during the Biden administration. Those categories matter: not every policy associated with the administration was a new Harris campaign promise.

Minimum wage and workplace fairness The National Women’s Law Center Action Fund’s 2024 candidate guide assessed Harris as supporting workplace fairness, pay equity and a higher minimum wage. An advocacy group’s assessment of a candidate, rather than a government record.

The campaign agenda stated that “women who work full time, year round are paid just 82 cents, on average, for every dollar paid to men.” That is the figure printed in the Harris campaign document, not an independently established current estimate. The same agenda cited a 2017 analysis estimating that equal pay would cut the poverty rate for children with a working mother in half, lifting 2.5 million children out of poverty. That figure is an estimate cited by the campaign, not an evaluation of the proposed reporting and fines policy.

What did she propose for childcare, leave and families?

The NWLC Action Fund’s 2024 guide recorded Harris’s support for increasing families’ access to childcare and elder care. Her campaign’s children’s agenda also proposed paid family and medical leave, paid sick days and fair scheduling. These materials state goals, but do not establish a final funding plan, eligibility rules, enacted benefits or the number of families who would have received support.

What do employment statistics from the Biden-Harris years show?

A May 2024 White House fact sheet reported that women’s working-age labor-force participation had reached its highest recorded level since 1948 and that annual women’s unemployment in 2023 was the lowest in decades. These are administration-reported figures that describe conditions during the Biden-Harris administration. They do not show that Harris’s individual policy choices caused those outcomes, or predict what would have happened under a Harris presidency.

What role would the federal government’s gender-equality work have played?

The Biden-Harris administration’s May 2024 fact sheet described the White House Gender Policy Council and a national gender-equality strategy. These provide context for the administration’s approach, but do not establish what a Harris administration would have retained, changed or implemented.

In December 2024, the Associated Press reported that the incoming Trump administration had not announced whether it would keep the council; the article also described Project 2025’s recommendation to rescind the order that established it. That is reporting about the 2024 transition, not evidence of the council’s status in 2026.

What would determine whether proposals became policy?

The campaign record identifies priorities, not a forecast of results. A president can direct some executive-branch activity within existing legal authority, as the Biden-Harris administration’s actions described in the White House fact sheet illustrate. But national abortion protections, changes to statutory programs and durable funding would require congressional action. Courts could shape how policies were applied, while agencies would have to implement whatever laws and rules were adopted.

The cited campaign documents do not establish how many proposals would have passed, what final legislation would have contained, or the size of its effects. The clearest answer is therefore a conditional one: a Harris presidency would have pursued the stated priorities, but the actual effect on women would have depended on political and legal decisions beyond the campaign’s control.
