WebRTC is usually the better fit when viewers need to interact with a live stream with very little delay. HLS is usually the better fit for one-to-many distribution, adaptive playback, and delivery through standard web servers and CDNs. If you want HLS-style distribution with reduced delay, consider Low-Latency HLS (LL-HLS). None of these labels guarantees a particular end-to-end delay or audience size: those depend on the complete implementation and operating conditions.
What WebRTC and HLS mean
WebRTC: real-time communication APIs
WebRTC is a set of browser APIs for sending and receiving media and application data between browsers or devices that implement the real-time protocols. The W3C Recommendation defines APIs; it does not prescribe one complete architecture for broadcasting a stream to an audience. W3C’s WebRTC Recommendation, dated March 13, 2025, is the relevant standards reference.
HLS: HTTP-based media delivery
HTTP Live Streaming (HLS) delivers media using playlists and segments over HTTP. Apple describes it as suitable for live and on-demand playback through ordinary web servers and content delivery networks (CDNs). Its delivery model can use familiar HTTP infrastructure. Apple Developer’s HLS documentation and its HLS overview describe the format and delivery approach.
LL-HLS: lower delay within the HLS model
Low-Latency HLS is Apple’s option for reducing delay while retaining HLS’s HTTP-based delivery model. Its existence matters: low latency is not exclusive to WebRTC, and the term does not imply one fixed delay in every deployment. See Apple’s guide to enabling Low-Latency HLS.

For HLS’s adaptive playback approach, Apple says: “HLS is designed for reliability and dynamically adapts to network conditions by optimizing playback for the available speed of wired and wireless connections.” The statement is from Apple Developer.
Which protocol should you choose?
Choose WebRTC for interaction
WebRTC is a natural candidate if viewers need to talk back, collaborate, control a remote experience, or otherwise react to the stream with minimal delay. The important requirement is interaction, not simply that a video is live.

Choose HLS for broad distribution and viewing
HLS is a natural candidate when you need one-to-many delivery, playback that adapts among alternate bitrates as network conditions change, or compatibility with existing HTTP/CDN infrastructure. Its support for both live and on-demand content can also make it a fit when the same delivery approach serves different viewing modes.
Consider LL-HLS when you want HLS delivery with less delay
If the HLS distribution model fits but conventional HLS delay is too high for your use case, evaluate LL-HLS. It narrows the delay tradeoff without changing the broad category of delivery to WebRTC-style endpoint communication.

What to validate before committing
A protocol name is not a performance guarantee. Test the complete system against the actual viewing experience you need, including:
- Latency target: Define how quickly a viewer must see an event or have a response reach the stream. Measure end-to-end behavior in the intended deployment rather than assuming a universal protocol figure.
- Audience and infrastructure: Confirm that the delivery architecture fits the expected scale. Neither protocol label alone establishes a guaranteed audience ceiling.
- Devices and players: Check the actual browsers, operating systems, devices, and player implementations your audience uses, including non-Apple HLS playback where relevant.
- Network variation: Test on the connections viewers are likely to have. HLS documents alternate bitrate selection; the result still depends on the stream, player, and delivery setup.
- Interaction needs: Establish whether viewers merely watch, or must communicate, collaborate, or control something in real time.
Is there a universal latency or audience-size winner?
No general figure or audience limit is established for either protocol. End-to-end delay and capacity depend on implementation and operating conditions, so a number from one deployment should not be treated as a guarantee for another. The IETF’s RFC 9317, Operational Considerations for Streaming Media, discusses low-latency streaming qualitatively; it does not establish one universal comparison number for WebRTC and HLS. Use measurements from the system you intend to run.
