Akhand Bharat has existed as a modern political and civilizational idea, but the sources cited here do not establish a single historical state that continuously ruled the territories shown on contemporary advocacy maps. Nor do they establish that India and its neighbors are likely to become one sovereign state. The answer depends on what “one” means: cultural connection, regional cooperation, confederation, or a change in sovereignty are different claims.
What does “Akhand Bharat” mean?
“Akhand Bharat,” often rendered as “Undivided India,” is not tied to one universally demonstrated map in the sources discussed here. Speakers may use it to express civilizational kinship, imagine a historically connected subcontinent, advocate a future political union, or combine those ideas. The territories meant can vary, so a map offered by one advocate should not be treated as the definition for everyone.
That ambiguity matters because the term can make several distinct claims sound like one. A shared cultural or geographical conception does not, by itself, show that a single government ruled the same territory continuously. And a political aspiration is not evidence that current states have agreed to unite.
Was there ever one historical state covering the modern maps?
The sources cited here do not establish a continuous sovereign state with the boundaries depicted in contemporary Akhand Bharat advocacy maps. That is narrower than saying that no empire, kingdom, religious network, trade system, or cultural tradition ever crossed boundaries that exist today. It means those kinds of historical connection should not be mistaken for proof of uninterrupted rule by one state over a fixed modern territory.

Historical geography is not the same as sovereignty
A region can be understood as connected through culture, pilgrimage, language, commerce, or political imagination without having been governed as one state. Historical polities also had changing borders and forms of authority; a modern map, with its precisely drawn national boundaries, cannot simply be projected backward as proof of a continuous state.
What a historical claim would need to establish
To show that a particular map represents one historical state, an argument would need to specify the period, territory, and meaning of “ruled,” then support those claims with evidence of political administration and sovereignty. Cultural continuity or an ideal of unity can be historically important, but it answers a different question.

How did Akhand Bharat become a modern political idea?
The Indian Express traces post-Partition advocacy for reuniting India to the early years after Partition. Its historical account reports that the Bharatiya Jana Sangh, the BJP’s predecessor, passed a resolution at a Delhi meeting on August 17, 1965, referring to Akhand Bharat and the future unification of India and Pakistan. That is evidence of a modern political program; it is not evidence that the countries involved shared that program.
The same reporting recounts a 2015 statement by RSS leader Ram Madhav. As quoted by The Indian Express from his interview with Al Jazeera, he said: “The RSS still believes that one day these parts, which have for historical reasons separated only 60 years ago, will again, through popular goodwill, come together and Akhand Bharat will be created.” This is Madhav’s attributed statement, not a current policy statement by the Indian government or proof of agreement by neighboring states.

The RSS’s own 2025 page presents Mohan Bhagwat’s remarks under the heading “Bharat is Akhand (Undivided) and a Hindu Rashtra.” That page shows how the organization frames the idea. It is not neutral evidence about ancient borders or an indication of the positions of governments in other countries.
What does India’s Constitution say about changing borders?
Article 1(1) of the Constitution of India states: “India, that is Bharat, shall be a Union of States.” The constitutional text describes India’s territory as comprising states, union territories, and territories that may be acquired. It also provides for Parliament to admit or establish new states within the constitutional framework.

Those provisions explain India’s constitutional structure; they should not be read as a provision that, by itself, authorizes the merger of Pakistan, Bangladesh, or another independent neighboring state into India. Incorporating another sovereign country would raise questions beyond the domestic process for admitting or establishing a state. The constitutional text cited here does not establish that such a merger could occur without the affected state’s consent or other legal processes.

In the broad sense of cultural ties or closer regional cooperation, forms of connection can exist without changing national borders. The Observer Research Foundation discusses alternatives such as a confederation or “strategic unity” of the subcontinent. These formulations describe possibilities distinct from a single sovereign state; the analysis does not establish an existing agreement or a political plan accepted by the states concerned.

What can a book examining the question clarify?
A serious examination has to keep the evidence categories separate: historical and cultural geography, actual political administration, modern nationalist advocacy, and present constitutional law. It should also state which territories and populations a particular use of “Akhand Bharat” includes. Without those distinctions, a claim about cultural belonging can be mistaken for a claim about past sovereignty, and an aspiration can be mistaken for a likely political outcome.
The most defensible conclusion is that Akhand Bharat is a real modern idea with varied meanings, while the evidence cited here does not prove a continuous historical state matching its contemporary maps. A cooperative regional future is conceptually different from a single state; the latter cannot be responsibly forecast from these sources.
