What is Top Secret! about?
Nick Rivers, an American rock star, is invited to perform at a cultural festival in East Germany. How did the filmmakers arrive at the story?
The film’s plot was developed as an original story, not adapted from an existing movie chosen for parody. The filmmakers initially considered a World War II premise, but Jim Abrahams said Nazi Germany was “not especially funny,” as recounted by the AFI Catalog from a Screen International article dated October 1, 1983. The team shifted to Cold War East Germany, where it could combine satire of authoritarian government with its interest in rock-and-roll films.

AFI describes the project as the trio’s first original story, developed with co-writer Martyn Burke. Abrahams said in a May 7, 1984 Hollywood Reporter article that the screenplay took a year to complete. The AFI Catalog’s entry for the film records the production history and credits.
