They returned to Italy for a second show in Milan on 22 July. The band’s official Italian lineup did not include Zak Starkey, but its announcement gave no reason for his absence.
Who played drums for The Who in Italy without Zak Starkey?
The Who’s official 19 July 2025 Italy announcement named Scott Devours on drums for the Italian dates. The lineup also included Pete Townshend and Roger Daltrey, with Simon Townshend on guitar, mandolin and vocals; Loren Gold on keyboards and backing vocals; Jon Button on bass; and John Hogg on backing vocals.
The announcement confirms Devours’s drum credit for these shows, but does not say why Starkey was absent. The Who’s separate 19 April 2025 news post quoted Pete Townshend saying, “He’s not being asked to step down from The Who.” That was a statement about the public situation in April; it does not explain the July Italian lineup.

What does “The Song Is Over” refer to?
The tour name comes from “The Song Is Over,” a track on The Who’s 1971 album Who’s Next. Live Nation Italia explained that connection in its 21 May 2025 announcement. The title is therefore a reference to the song and album, not the name of a separate recording of the Italian concerts.

In its 21 May 2025 notice, Live Nation Italia described the two Italian concerts as the only European dates announced at that time. That wording records what had been announced then; it should not be read as a claim about every later schedule change.

The promoter also billed the 2025 run as a farewell tour and said Daltrey and Townshend had announced it as their last tour. That is the historical framing of the 2025 announcement, not evidence by itself of the band’s current retirement or touring plans.
The Who’s official touring-band biography separately says Devours was announced as drummer for the 2025 North American Farewell Tour. That North American credit is distinct from the Italian lineup, which is documented in the band’s July Italy announcement.
