The Waterfront is inspired by creator Kevin Williamson’s account of his family history, but it is not a literal retelling of his family’s life. Williamson says his fisherman father turned to running drugs by boat after local fishing work declined, was caught and served time. The fictional Buckley family, its crime syndicate and the town of Havenport are inventions for the drama.
What is the true story behind The Waterfront?
In a June 19, 2025 interview with Netflix Tudum, creator and showrunner Kevin Williamson said the series draws on his experience growing up in a fishing family in coastal North Carolina. He described his father as a fisherman whose work became harder to sustain as the region’s fishing industry declined in the 1980s.

According to Williamson, his father could no longer support the family through fishing alone and agreed to use his trawler to run drugs. Williamson said his father was caught, served his time and got out. These details are Williamson’s account of his family history; the cited official sources do not independently verify the biography.
Williamson described the series as looking back on his life growing up, but that personal starting point does not make the show a documentary. It gives the drama a family and economic backdrop rooted in his experience, while the central characters and criminal plot are fictional.

Which parts are real, and which are fictional?
| Element | What is established |
|---|---|
| Inspiration | Williamson says his family’s experience and his upbringing in a fishing community inspired the series. |
| His father | In Williamson’s account, his father was a fisherman who used his trawler to run drugs, was caught and served time. |
| The Buckleys | Netflix describes the Buckleys as a fictional family. They are not the Williamson family. |
| Harlan Buckley and the syndicate | Fictional. Williamson specifically distinguished his father from a key member of an organized crime syndicate like Harlan. |
| Havenport | Fictional. The story is set in coastal North Carolina, but Havenport is not identified as a real town. |
| Wilmington and Southport | Real North Carolina towns listed by Netflix as filming locations; they should not be confused with the fictional Havenport. |
Williamson stressed that his father was “a very, very good man” and “wasn’t a key member of an organized crime syndicate.” That distinction matters: the show turns a personal memory about financial pressure and a fisherman’s criminal choice into a larger fictional family-crime drama. Netflix’s series guide calls the Buckleys fictional, and the Netflix Media Center describes the series as inspired by true events.
Where does the real North Carolina connection fit?
The series is set against the backdrop of coastal North Carolina, but its in-story town, Havenport, is fictional. Netflix lists Wilmington and Southport as filming locations. In the Tudum interview, Williamson walked along Southport’s waterfront and pointed out places familiar from his life and earlier productions. The real geography helps ground the setting; it does not mean the fictional Buckleys lived in those towns.

Are the show’s drug figures real?
No. Netflix Tudum’s 2025 trailer coverage gives the fictional Buckley family stakes of needing $2 million in less than three months and dealing with $10 million worth of cocaine and opiates. Those figures belong to the show’s plot. They are not statistics about Williamson’s family or real-world drug trafficking.

Netflix lists The Waterfront as an eight-episode, TV-MA drama created by Kevin Williamson. Its premise centers on the fictional Buckleys’ struggling North Carolina fishing business and the dangerous steps family members take to try to save it. The first-person family inspiration is real as Williamson described it; the Buckleys’ specific business, relationships and crime story are scripted fiction.
