There is no official top-10 Dragon Ball combat-strength ranking established by the sources discussed here. In a 2025 interview about Dragon Ball Super Volume 24, creator Toyotarou leaves the relative standing of Goku, Vegeta, Gohan, Piccolo and Broly unresolved, and includes Black Frieza in the power-level discussion without ranking him. So a numbered “official 10 strongest” list would claim more than the evidence supports. Here’s what the official material does establish—and where interpretation begins.
Why “the official top 10” is misleading
The Dragon Ball official site’s DRAGON BALL THE ONE event was a worldwide character popularity poll, not a test or ranking of combat strength. Its announcement described 212 characters competing for the number-one popularity spot, and the results named Son Goku the winner. That tells readers whom voters favored; it does not establish that Goku is canonically the strongest fighter, or provide a strength ranking for the other characters.
The distinction matters because popularity and power answer different questions. A character can win a fan poll without the result saying anything about who would win a fight. The poll therefore cannot supply the missing official top ten.
What Toyotarou says about the strongest fighters
In an official interview published around the release of Dragon Ball Super Volume 24, Toyotarou discusses Orange Piccolo and Beast Gohan, then raises the unresolved comparison among Goku, Vegeta, Gohan, Piccolo and Broly. The interview does not give those five a numbered order or say that they are the only characters who belong in a broader strength discussion.

A Vegeta victory does not settle the overall question
The interview discusses a scene in which Vegeta beats Goku, but treats that scene as insufficient to establish who is strongest overall. A fight result is evidence about that encounter and its circumstances; it is not, by itself, a definitive ranking of every fighter or every form. Toyotarou says he drew the showdown on Beerus’s planet after asking Akira Toriyama about the very question of who was strongest.
Black Frieza is part of the discussion, not a ranked entry
Toyotarou also says, “there’s Black Frieza, who’s also part of the power level conversation.” That makes Black Frieza relevant to any discussion of the strongest characters, but the interview gives him no ordered placement. Being named in the conversation is not the same as being placed above or below the other candidates.

The descriptions of Beerus and Whis come from specific story summaries, not a single ranking that compares every god, attendant and mortal fighter under identical conditions. Mixing those characters into one ordered list without explaining the scope would make the ranking look more certain than the sources allow.
Why the manga and film comparisons need context
The Volume 24 interview says the manga includes material not in the Dragon Ball Super: Super Hero movie, including the Goku–Gohan showdown. That matters when readers compare versions of a story: a manga scene and a film scene are not automatically interchangeable evidence for one all-continuity ranking. The interview also places the Goku–Gohan material alongside the unresolved strength question; it does not publish a definitive hierarchy based on the showdown.

Any carefully labeled fan ranking would need to state whether it covers the manga, anime, films or some combination, and whether it compares characters in particular forms or under particular circumstances. The sources above do not settle those choices or provide an ordered top ten across them.

- Beerus and Whis require a clearly defined scope. The cited official features recount particular story events; they do not create a current, universal hierarchy.
For readers who want to examine the manga material behind the Goku–Gohan comparison, Toyotarou’s interview identifies Dragon Ball Super Volume 24 as containing a showdown not in the Super Hero movie. That makes the volume relevant reading, but it should not be mistaken for an official answer to who ranks first.
