‘The Regime’ Review: Kate Winslet Gets Trumpian in Toothless HBO Satire

Kate Winslet makes HBO’s The Regime funny and unsettling, but its sharp palace farce does not always become equally sharp political satire.

Kate Winslet makes Elena Vernham a magnetic comic creation: imperious, needy and unsettlingly volatile. But HBO’s six-episode The Regime has a harder time making its political satire as vivid as its central performance. It begins with sharp, absurd palace comedy, then darkens into consequences that its jokes cannot quite absorb. The result is lively and often funny, but less pointed than its premise promises.

What is The Regime about?

HBO’s limited series takes place in an unnamed, fictional European country, where Elena Vernham (Winslet) rules as chancellor. The story begins with her fear that mold is harming her health. Herbert Zubak (Matthias Schoenaerts), a military officer, is brought into the palace to measure humidity; he soon becomes much more than a household functionary. His growing influence over Elena reshapes both their relationship and the political order around them.

That setup gives the series a compact satirical engine: a ruler’s private anxieties become matters of state, while people around her learn to treat every whim as policy. Elena is not presented as a documentary portrait of a named leader, and the country is not a disguised account of one identifiable state. The “Trumpian” comparison is an interpretive lens, particularly for the blunt, self-regarding quality of some of Elena’s rhetoric—not a claim that she is a direct stand-in for Donald Trump.

Does Kate Winslet make Elena funny, frightening, or both?

Both, and the tension between those qualities is the series’ strongest source of energy. Winslet plays Elena as a ruler who can turn a petty grievance into a palace emergency, then demand emotional reassurance from the people expected to obey her. Her comic precision makes the character’s vanity and fragility entertaining without making them harmless. The laughter catches in the throat because the people around Elena have to live with the consequences of indulging her.

Winslet described the part to the Associated Press as a departure from her comfort zone: “I’ve never read a script like this before. I’ve never laughed so much at the material that was in front of me, as we did every single day, and I really just felt this was an exciting, challenging, terrifying opportunity for me to step totally out of my comfort zone.” That mix of exhilaration and apprehension suits the performance. Elena’s strangeness is not a layer of eccentricity pasted over a conventional strongwoman; it is the source of her authority and her danger.

Elena and Herbert carry the comedy

Schoenaerts gives Herbert an imposing physical presence that plays against his increasingly intimate role as Elena’s confidant. Their bond is funny because it is so awkwardly mismatched, and unnerving because closeness to the ruler offers him power as well as exposure. The Washington Post’s Lili Loofbourow praises the escalating, codependent chemistry between them, and it is easy to see why: their scenes have a charge that the wider political story does not always sustain.

The risk is that this central relationship becomes the show’s most developed dramatic idea. The palace’s other figures and the political structures they serve often function more as pieces in Elena and Herbert’s volatile arrangement than as people whose interests could complicate it. The series has room to suggest a broader system of opportunism and fear, but it rarely gives that system equal dramatic life.

What does the satire expose about authoritarian rule?

At its best, The Regime shows how authoritarian power can be maintained through small acts of accommodation. A leader’s eccentricity becomes a test of loyalty; advisers and attendants anticipate what she wants; personal access starts to matter as much as formal office. The absurdity is not that Elena’s concerns are trivial in isolation, but that her position turns them into everyone else’s urgent business.

The series also gestures toward larger subjects: capitalism, far-right hypocrisy and imperialism. TIME critic Judy Berman praises the performances and production design while finding the political commentary underdeveloped. That judgment gets at the show’s central imbalance. It has visual confidence and a memorable ruler, but its observations about power do not always add up to a clear, sustained argument about how a regime operates beyond the palace’s immediate orbit.

Creator Will Tracy told the Washington Post: “It’s an imaginary country, but it hopefully feels as though it’s taking place within a geopolitical reality that we would recognize, and that it says something about how foreign policy works and how these regimes thrive and operate.” The intention is legible: fiction can evoke recognizable political habits without naming a real country. Yet evocation has a cost when the satire repeatedly approaches real-world targets and then retreats from specificity. The result can feel less like a deliberately broad portrait than a joke unwilling to identify what, exactly, it is attacking.

Does the tonal shift preserve the comedy’s force?

Not consistently. The early material has a nimble farcical rhythm: Elena’s anxieties, the rituals that form around them and Herbert’s strange ascent all produce comic escalation. But the story grows darker and more consequential, and the comedy does not always evolve with it. Loofbourow argues that the series becomes too dark to sustain its comic mode; the tonal shift can make the humor feel less like a way of understanding power and more like a style left behind by the plot.

That friction is not automatically a flaw. A satire about authoritarianism should be able to make its audience laugh and then confront the harm behind the joke. Here, though, the change in stakes does not reliably deepen the satire. The show’s comic absurdity exposes the grotesque intimacy of palace rule, but it is less effective when asked to carry political consequences that remain only loosely specified.

Verdict: a showcase for Winslet, a blunter satire

The Regime is worth watching for Winslet’s audacious comic performance and the unpredictable chemistry she builds with Schoenaerts. It is most assured when it stays close to Elena’s palace, where vanity, fear and access make for sharp farce. Its broader political ambitions are less successful: the fictional setting avoids turning the series into a direct portrait of a real leader, but also leaves its critique of contemporary power short of the precision its premise invites. The headline’s “toothless” verdict is persuasive as a criticism of the satire’s reach, not a neutral description of the series or an uncontested fact.

HBO described The Regime as a six-episode dark comedy about life inside a modern authoritarian regime as it begins to unravel. Will Tracy wrote the series; Stephen Frears directed episodes 101, 102 and 104, and Jessica Hobbs directed episodes 103, 105 and 106. HBO announced a U.S. premiere for March 3, 2024.
