Why viewers connect Victor Aguilar and Victor Zsasz
The obvious link is the name Victor. That resemblance is enough to inspire a fan theory, but the sources available do not confirm that Aguilar is Zsasz, that he is meant to become Zsasz, or that the two characters share an origin.

DC’s coverage places Vic Aguilar among Oswald’s young associates in The Penguin. Men’s Health reports that Aguilar is an original character for the series, rather than an established DC Comics character. That is secondary reporting, not an official creator statement. What the Zsasz theory can—and cannot—claim
It is fair to describe “Is Vic becoming Zsasz?” as a fan theory based on the shared first name. It is not accurate to present that theory as canon. The reviewed material offers no attributable creator statement confirming or denying a future connection, and a character’s role as Oz’s young associate is not evidence of a concealed identity.

What is confirmed about Vic’s place in DC stories?

The distinction matters: a character can be part of a DC adaptation without already being an established comics character. Neither his first name nor his proximity to Oswald supplies the missing evidence for a Zsasz identity.
