How this One Piece crew ranking works
One Piece does not publish an authoritative power table for pirate crews. This ranking weighs four factors: the captain or top combatant’s demonstrated ceiling, the depth of senior fighters, the crew’s numbers and subordinate fleet, and its coordination and results. Those factors are editorial criteria, not canon statistics with fixed weights.
The entries use each crew’s strongest clearly depicted incarnation. A crew’s allies count only when identified as part of its force; temporary coalition members are not silently added to a crew’s headcount. Bounties are treated as signals of perceived threat, not as combat scores. ComicBook.com’s 2026 Straw Hat bounty ranking notes that bounties reflect more than fighting ability: Robin’s, for example, is tied in part to her ability to read Poneglyphs.
1. Whitebeard Pirates
Why they rank first
At their peak, the Whitebeard Pirates have the strongest documented combination of a top-tier captain, substantial officer depth, and organizational scale in this comparison. ONE PIECE.com’s 2021 feature describes the crew as about 1,600 members across 16 divisions, led by Whitebeard. It says division commanders could contend with top Marine officers and Warlords. That breadth makes this more than a ranking based on one captain’s reputation.

The same feature describes subordinate pirate crews joining Whitebeard’s Marineford rescue force. Those allies add to the scale of the force assembled for that operation, but are distinct from the roughly 1,600-member core crew. Whitebeard’s bounty was 5,046,000,000 berries in the figure the feature identifies with manga chapter 957 and anime episode 958; it is a historical notoriety marker, not a direct measure of battle strength.
What the ranking does—and does not—claim
This placement refers to Whitebeard at his strongest, not the elderly, ill Whitebeard at Marineford. It also recognizes his crew’s documented organization without treating every allied pirate as a permanent member. On the available evidence, the Whitebeard Pirates are the clearest choice for the strongest complete pirate organization among the crews ranked here.

2. Straw Hat Pirates
Why they rank second
The Straw Hats have the strongest documented recent collective result in this comparison, but their most consequential victory came as part of an alliance. ONE PIECE.com’s Wano story summary describes about 5,400 forces assembling for the Onigashima raid. That force included the Straw Hat, Heart, and Kid Pirates alongside allied samurai and mink forces. The summary credits the alliance with defeating Kaido and Big Mom, and says Luffy became one of the Four Emperors afterward. The 5,400 figure belongs to the coalition, not to the Straw Hats alone.
The official ONE PIECE.com crew profile lists ten Straw Hats, from Luffy through Jinbe, and a combined bounty of 8,816,001,000 berries. Its listed individual bounties include Luffy at 3,000,000,000; Zoro at 1,111,000,000; Jinbe at 1,100,000,000; Sanji at 1,032,000,000; and Robin at 930,000,000 berries. These figures make the crew’s notoriety concrete, but they do not establish that it would defeat another crew in a direct fight.

Why they are not first here
The Straw Hats’ record demonstrates exceptional results and strong top-end fighters. The evidence cited here does not show the same scale of core organization or established subordinate fleet as the Whitebeard Pirates. Their Wano achievement is impressive precisely as an alliance feat; assigning the coalition’s full strength to Luffy’s crew would overstate what it proves.
3. Blackbeard Pirates
What the official profile establishes
The official ONE PIECE.com profile identifies Marshall D. Teach as captain of the Blackbeard Pirates, gives him a bounty of 3,996,000,000 berries, and notes that he was formerly a member of the Whitebeard Pirates. That makes the crew a major comparison point, particularly because its captain’s bounty is exceptionally high.

Why this is the least certain placement
The available official profile establishes Teach’s leadership and personal bounty, but it does not provide a total crew bounty, a complete strength assessment, or comparable figures for the crew’s overall organization. Bounty alone cannot fill those gaps. Third place is therefore a cautious editorial slot among the crews with evidence in this comparison—not a claim that the Blackbeard Pirates have been conclusively measured against every other major crew.

The Heart and Kid Pirates are named among the crews in the Onigashima force, but the roughly 5,400 participants included allied samurai and mink forces as well. The Wano summary supports treating the raid as a major coalition achievement; it does not isolate either pirate crew’s headcount or establish a separate strength ranking for them. They are therefore not assigned individual positions here.

What the ranking says about bounties
Bounties help describe how the World Government perceives a character’s threat, but they are not a clean way to sort crews by fighting strength. Robin’s 930,000,000-berry bounty is one clear example: ComicBook.com’s 2026 discussion notes that her ability to read Poneglyphs is relevant to her bounty. A crew total can be a useful notoriety snapshot, but it cannot account for combat matchups, leadership, coordination, or the difference between core members and allies.
