New media—here, internet-based media, especially social platforms and digitally distributed political content—has changed who can speak in politics, how messages spread, and what information different people encounter. It can help people communicate, organize and participate, but it can also make political information harder to scrutinize and give governments new tools for censorship and surveillance. Evidence does not support a universal verdict that it either saves or damages democracy: effects vary by country, platform, political conditions and the outcome being measured.
What changed when politics moved online?
Internet and social media lowered barriers to publishing and sharing political content. A campaign, organization or individual can communicate directly with an audience rather than relying solely on traditional media to carry a message. Digital channels can circulate content quickly, help supporters organize, and allow people to express political views.
Those same features alter the information environment. Political content may come from parties, news organizations, public institutions, advocacy groups, individual users or anonymous accounts. Platforms also shape what people see through their distribution and curation systems. As a result, political communication is not simply faster or more plentiful: it is produced by more actors and reaches audiences through systems that can make visibility unequal.
A review by Zhuravskaya, Petrova and Enikolopov in the Annual Review of Economics (2020) describes effects across voting, protest, attitudes toward government, polarization, politicians’ behavior and the circulation of information. The authors also emphasize open questions about how the internet and social media shape politics in both democracies and autocracies.

How can social media support political participation?
Direct communication and civic expression
Digital channels give political actors ways to address supporters and the public directly. Citizens and civic groups can publish commentary, share political information and express views without needing access to a traditional broadcast or print outlet. This expands opportunities for civic voice, though it does not guarantee that a message will reach a broad audience or be accurate.
Mobilization and organization
Online communication can help people find others with shared interests, circulate calls to action and coordinate political activity. Internet and social media have been used for political mobilization and expression. Whether that translates into participation, changes political attitudes or affects voting depends on the setting; the existence of a platform or campaign message alone does not establish an effect on an election outcome.
More access, not necessarily equal influence
Lower publication barriers mean more people can contribute to political discussion, but access to a publishing tool is not the same as equal visibility, influence or accountability. Messages compete for attention, and platform distribution can shape which reach audiences. A larger volume of political content can create opportunities for engagement while making it harder to judge the reliability and provenance of what circulates.

How do platforms influence elections?
Campaigns and other political actors can use digital platforms to communicate with supporters, circulate messages rapidly and target advertising to particular audiences. Targeting can make campaign communication more relevant to a small audience, but it can also mean that different groups see different political appeals. When messages are not broadly visible, citizens, journalists and researchers may have less ability to compare claims or scrutinize who paid to deliver them.
Canada’s 2019 federal election offers a specific example, not a universal measure of online campaigning. Elections Canada’s 2020 discussion paper cited a study that found 44,725 political and partisan ads in Facebook’s ad registry during the general-election period. That figure concerns the registry study and Facebook in that Canadian election context; it does not count all platforms, all political communication, or ads in other elections.
Elections Canada also described practical limits to public scrutiny: platform ad registries were difficult to search together, and the public did not have practical access to all organic political content. An ad registry can help identify sponsors, but it cannot by itself reveal every unpaid political message or provide a complete view of how content was targeted and distributed. As Elections Canada put it in 2020, “Transparency of the electoral process promotes the accountability of political actors.”

Does social media cause political polarization or weaken trust?
There is no single answer that applies to every country, platform or measure. A worldwide systematic review published in Nature Human Behaviour in 2023 examined both causal and correlational evidence on digital media and democracy. It found mixed outcomes, including detrimental associations with political and institutional trust. An association does not by itself prove that digital media caused the measured change; the reviewed studies use different designs and address different political settings.
The review also discussed a proposed pathway involving the “news-finds-me” belief: people who feel that important news will reach them through their networks or feeds may be less likely to seek news directly, which can be associated with reduced political knowledge. This is a possible mechanism identified in reviewed evidence, not an inevitable result for every social media user.

A finding about one outcome or country should not automatically be extended to another.

How does online misinformation affect political trust?
Political misinformation can make it harder for people to form judgments from accurate information, and correction is difficult. Jerit and Zhao’s 2020 review in the Annual Review of Political Science defines misinformation as confidently held incorrect factual belief. That definition does not require an intention to deceive. Disinformation, by contrast, refers to deliberate deception; the two terms should not be treated as interchangeable.
Claims about election administration need particular care. Elections Canada’s 2020 discussion paper noted false or misleading claims about the integrity of electoral processes and described possible harm to public trust. It also distinguished unsupported distrust from legitimate scrutiny of election administration. Criticism of an institution is not misinformation merely because it challenges that institution; the relevant question is whether a factual claim is supported by evidence.
When a claim about voting procedures, ballots or election results circulates online, check whether it can be traced to primary documentation or a responsible election authority. Separate a documented problem from an allegation, and distinguish questions or criticism from claims presented as established fact.

How can digital media be used by authoritarian governments?
Internet and social media are not inherently democratic tools. The same communication infrastructure that helps people organize and express political views can also be used by authoritarian regimes for censorship, surveillance and propaganda. The political consequences therefore depend partly on who controls the channels, how platforms operate, and what freedoms and institutions exist in a country.
This is one reason a global claim about “social media’s effect on democracy” can mislead: the same technology can create opportunities for civic communication in one setting and strengthen control over information in another. The 2020 review by Zhuravskaya, Petrova and Enikolopov explicitly frames unanswered questions across democracies and autocracies.
How should readers evaluate political claims online?
- Check the claim’s original source. For voting-process information, consult election officials and primary election materials rather than relying only on reposts or screenshots.
- Separate evidence from interpretation. Identify what is documented, what is alleged and what conclusion the author draws from it.
- Look for the sponsor and audience. For paid campaign content, inspect available ad registries while remembering that registries may be fragmented and do not cover all organic political messaging.
- Be cautious with cross-platform claims. A finding about one service, country or election does not establish the same effect elsewhere.
- Ask what kind of evidence supports an effect. A correlation between media use and trust, knowledge or participation is not automatically proof that media use caused the outcome.
These checks do not settle every disagreement, but they help distinguish verifiable information from unsupported claims and keep a platform-specific finding from being mistaken for a universal political rule.
