DC’s published material cited here does not establish an official ranking of the 20 most dangerous Superman villains. It does support an editorial comparison of four major threats: Darkseid, Lex Luthor, Brainiac and Mongul. The order below is my judgment, not a DC-issued list; the available sources do not support responsibly assigning places 5 through 20.
How this ranking works
Danger is not just a measure of who might win a fistfight. This comparison weighs demonstrated danger to Superman, the scale of potential harm, the ability to bypass his usual advantages, an adversary’s reach and resources, and whether the threat can return or adapt. Those are editorial criteria, not an official DC formula. Stories and character interpretations vary across continuities, so the order is not a universal power scale.

The four threats the cited DC material supports
1. Darkseid: an existential threat
Darkseid ranks first here because the danger described by DC extends beyond Superman’s survival to the freedom of minds across the universe. In its March 16, 2021 feature, DC describes him as a powerful telepath who wields Omega Beams and seeks the Anti-Life Equation, which could extinguish free will throughout the universe. That is a broader potential harm than a threat confined to Superman or a single world. DC’s description is an editorial characterization; it is not a claim that Darkseid has the same abilities or outcome in every continuity. DC’s overview of the New Gods.
2. Lex Luthor: the strategic and political danger
Lex ranks just below Darkseid because his threat is not principally a contest of physical strength. DC’s official profile identifies him as a genius and billionaire industrialist, and lists his intellect, wealth and political influence among his advantages. The profile says he has come closer to defeating Superman more times than any other adversary. It calls him, from Superman and the Justice League’s perspective, “the most dangerous man alive”—a character-profile judgment, not an empirical ranking of every Superman villain. That distinction matters: a villain does not need to overpower Superman directly to create serious danger. Luthor’s resources and influence give him ways to make the conflict strategic as well as personal. His place in this ranking reflects those documented advantages, not a claim that he would win a direct fight against every opponent below him.
3. Brainiac: a recurring threat with the means to prevail
DC’s April 3, 2025 account of Superman and Lex’s team-ups describes Brainiac’s attack in the “Panic in the Sky” storyline and says Warworld gave Brainiac the firepower needed for victory. It also recounts Superman and Lex fighting Brainiac and Brainiac Queen in “House of Brainiac.” Those examples make Brainiac a credible, recurring danger and show how resources can change the stakes. They do not establish a definitive ranking across all Superman stories, which is why this placement is editorial. DC’s account of Superman and Lex’s team-ups.
4. Mongul: direct force with interstellar reach
DC’s listing for Superman #20 calls Mongul one of Superman’s “biggest and baddest” villains and describes him as intending to destroy Superman and the United Planets. The issue went on sale February 12, 2020. That description establishes a threat with both a direct target and a much wider political scale, though it does not compare Mongul’s danger with every other villain in a fixed ranking. Why this is not an official 20-place list
DC’s cited character and story material describes particular villains and events; it does not publish an ordered list of 20 Superman enemies by danger. The evidence here is strongest for the four entries above. Other names—including Doomsday, Bizarro and Mr. Mxyzptlk—may belong in a broader discussion, but the linked material does not provide the comparative threat assessments needed to place them accurately. A numbered list that filled out 20 positions anyway would present editorial guesswork as though it were source-backed fact.

DC’s own stories also resist treating enmity as a permanent, simple measure of danger. Its 2025 feature describes occasions when Superman and Lex Luthor have been forced to work together against larger threats. A villain’s threat can be severe without making every encounter or relationship identical. DC’s examples of their team-ups.

On the evidence cited, Darkseid poses the broadest existential danger, Lex Luthor the best-documented strategic and political one, Brainiac a recurring threat whose resources have enabled victory, and Mongul a direct threat with interstellar ambitions. Their positions compare different kinds of danger; they should not be read as an official DC verdict or a universal answer to who would win in a fight.
