What does “Who watches the watchmen?” mean?
At its simplest, the question asks who oversees the people who protect, govern, or police others. It points to a problem of accountability: a guardian may have the power to act in the public’s name, but who checks that person’s judgment, methods, and consequences?

The wording is commonly linked to Juvenal’s Latin question, “Quis custodiet ipsos custodes?”—usually translated as “Who watches the watchmen?” or “Who guards the guards themselves?” The familiar contemporary meaning is broader than the ancient passage.
What was Juvenal asking?
The Latin question is associated with Juvenal’s Satires, Satire VI, lines 347–348. In that satirical passage, the concern is whether guards assigned to watch women can themselves be trusted. It is not a modern argument about constitutional checks and balances.

Over time, the line came to be used more broadly as a question about oversight: if someone is given authority to guard or govern others, what prevents that authority from being abused? That later interpretation explains its relevance to institutions and public power today. It is more accurate to describe the phrase as associated with Juvenal’s Latin than to say he coined the exact English wording.
What does the question mean in Watchmen?
In Alan Moore and Dave Gibbons’s graphic novel, the question is aimed at masked vigilantes who use force while claiming to protect the public. The slogan appears as protest against figures who seem to stand above the law. A scholarly study of the title’s context notes that the question recurs as graffiti.

Writer Alan Moore summed up the idea this way: “They’re watching out for us, who’s watching out for them?” The question applies to the heroes as well as to conventional authorities: who can challenge their motives, methods, and impact?
The title does not simply declare that every hero is corrupt, nor is it only a slogan about surveillance. It leaves readers with an open problem: can anyone be trusted with power without meaningful oversight? The graphic novel’s wider interest in power and the idea of the “superman” makes that question more complicated than a simple division between good guardians and bad ones.

How has the phrase been used in politics?
The phrase’s later political use is illustrated by the Tower Commission report on the Iran-Contra affair, published in 1987. The Latin question served as the epigraph to Appendix B, applying the old wording to the oversight of state power.
The distinction matters: Juvenal’s immediate subject was different, but later writers and institutions have reused the question to ask how powerful actors should be held to account.

Why does the question endure?
The question remains useful because it exposes a tension built into authority: people may need guardians, but guardians can also make consequential decisions without the consent or scrutiny of those they affect. “Who watches the watchmen?” does not supply a single answer. It asks what oversight should look like—and whether the people entrusted to protect others are accountable in practice.
The 2019 HBO series Watchmen revisits the graphic novel’s themes and symbols as a continuation and remix. Where it is currently available to stream can vary, and availability is not established here.
