The Five Elders, or Gorōsei, are the World Government’s five highest-ranking public authorities, each associated with a political portfolio. During the Egghead-era roster, they were Jaygarcia Saturn, Marcus Mars, Topman Warcury, Ethanbaron V. Nusjuro, and Shepherd Ju Peter. A later lineup replaces Saturn with Figarland Garling. The official character profiles establish the names and portfolios; the detailed creature forms and Haki claims below come from a secondary reference and should be read as reported manga abilities, not official character-sheet specifications.
Who are the Five Elders?
The Five Elders are five senior Celestial Dragons who publicly sit at the top of the World Government’s authority structure. Their Japanese name is Gorōsei. Each is linked to a “Warrior God” portfolio, giving the group a political division of responsibility as well as a shared position of power. The official ONE PIECE.com profile for Saturn and the corresponding profiles for the other four identify them as members of the Five Elders and state their portfolios.

The title refers to the council, not to a fixed set of five people for all time. That distinction matters after Egghead: Saturn belongs to the earlier lineup, while a secondary account of the succession says Figarland Garling takes his place. The same secondary overview says the Elders are secretly subordinate to Imu, a major plot revelation rather than part of their public-facing role.

The official character pages support the five original names and portfolios: Saturn, Mars, Warcury, Nusjuro, and Ju Peter. The successor and the assignment of Saturn’s portfolio to Garling are claims from the secondary Five Elders overview, not confirmation from those official profiles.
What forms and Devil Fruit powers are attributed to them?
The secondary overview’s abilities section reports that the original five can take on monstrous creature forms and associates them with Mythical Zoan-type abilities. It identifies the forms by creature, but says the complete Devil Fruit model names have not been disclosed in that account. A creature identification is therefore not a confirmed full fruit name, and it should not be expanded into one by guesswork.

The secondary account describes these forms as awakened, but the official character profiles cited above do not confirm that specific claim. It does not provide a corresponding creature form for Garling in the power passage, so Saturn’s reported form should not be transferred to his successor.
What Haki and other abilities are reported?
The secondary abilities account reports strong Haki among the Elders, but it is not a complete or final inventory of their abilities. It attributes Observation Haki to every Elder except Garling; says Nusjuro has all three Haki types; and reports Supreme King Haki demonstrations by Warcury, Mars, and the former Saturn. It also describes unusual durability and great physical scale in their transformed forms. These are reported demonstrations from that secondary account, not specifications established by the official profiles.

Later manga revelations, as summarized by the same secondary overview, connect the Elders to Imu through communication and transportation using magic circles, immortality, and a power to control or kill Elders bound by a covenant. These details carry major plot spoilers, and the account is secondary; the manga is ongoing, so this should not be treated as an exhaustive statement of how the abilities work or what every Elder can do.
How does Saturn’s replacement change the roster?
For Egghead-era events, count Saturn among the Five Elders. For the later lineup described in the secondary overview, count Garling in his place: Mars, Warcury, Nusjuro, Ju Peter, and Garling. This is a succession, not a sixth Elder joining an unchanged council. The evidence for the transition comes from the secondary overview; the official Garling profile cited here establishes his role as Commander of the Knights of God but does not itself label him an Elder.

For readers interested in collectibles, ONE PIECE.com lists a Bandai Spirits World Collectable Figure Five Elders set with an approximate height of 7 cm and a release beginning June 4, 2025: official Five Elders figure-set listing. A separate official listing documents a Jaygarcia Saturn Ichiban Kuji figure, approximately 13 cm tall, released June 13, 2025: official Saturn figure listing.
