Yes. In Marvel Studios’ The Fantastic Four: First Steps, Julia Garner plays the Silver Surfer, identified in Kevin Feige’s official interview as Shalla-Bal. That is this film’s interpretation—not evidence that every Marvel continuity has replaced other Silver Surfer identities.
Who is the Silver Surfer in The Fantastic Four: First Steps?
Julia Garner plays the Silver Surfer in the film. In a Walt Disney Company interview, Marvel Studios president Kevin Feige refers to Shalla-Bal in a line attributed to Garner’s character, grounding the identity in official studio material. Feige’s interview describes Galactus as “as necessary as the stars,” quoting what he says Shalla-Bal says in the movie.
Marvel’s official listing and Disney’s film page identify Garner with the Silver Surfer; Disney describes the character as Galactus’ enigmatic Herald. Marvel’s film listing and Disney’s film page provide the studio framing.
Is Shalla-Bal now the Silver Surfer in every Marvel story?
No such conclusion follows from this casting. Disney identifies The Fantastic Four: First Steps as an alternate-universe story set on Earth-828. The film’s Shalla-Bal is therefore a version for this movie; the available official material does not establish a universal change across Marvel’s other continuities.

Feige described the alternate-universe approach as an opportunity to establish the Fantastic Four “on their own, in an alternate universe.” The Walt Disney Company interview places that explanation in the context of the film’s introduction of the team.
What role does the Silver Surfer play in the story?
The film is set in a 1960s-inspired, retro-futuristic world on Earth-828. Disney’s cast feature says the story begins four years after Reed Richards, Sue Storm, Johnny Storm, and Ben Grimm are exposed to cosmic rays. They are the Fantastic Four, and the arrival of Galactus puts Earth—and Reed and Sue’s son Franklin—in danger.

- Marvel Universe 3 3/4" Series 1 Action Figure Silver Surfer
As Galactus’ Herald, the Silver Surfer is tied to that threat. Feige’s description presents Galactus not simply as a conventional evil mastermind, but as a constant force; his quoted line about Shalla-Bal’s words reflects that framing. See Disney’s cast and story feature.
How does the film fit into the Fantastic Four’s history?
The Walt Disney Company’s Feige feature says Fantastic Four #1, created by Stan Lee and Jack Kirby, was released in 1961. The article describes the team as having appeared in hundreds of comic-book issues by the time it was published and frames their MCU arrival as 64 years after that debut. Those figures provide franchise context; they do not establish a full publication history for Shalla-Bal or settle how the character is portrayed in every comic continuity.
