Spoilers for Seasons 2 and 3. Grace Penn becomes president at the end of The Diplomat Season 2, after Kate and Hal discover that Penn—not the British officials they first suspect—originated the plan behind the attack on a British warship. Season 3 then raises the stakes: Penn names Hal vice president, the role he had been preparing Kate to seek.
What happens at the end of The Diplomat Season 2?
Kate Wyler’s investigation initially points toward British Prime Minister Nicol Trowbridge and his former adviser Margaret Roylin as the people behind the attack on the British warship. She eventually learns that the plan originated with U.S. Vice President Grace Penn. Penn wanted to halt the Scottish independence movement and advance U.S. diplomatic interests. The operation was meant to provoke outrage without causing deaths, but British personnel were killed. Netflix’s finale recap describes how that discovery turns the question into one of American responsibility.

Kate and Hal understand that Penn cannot simply remain in office without consequences, but revealing the truth could trigger a political crisis. They plan to tell the Secretary of Defense. Hal instead calls President William Rayburn directly. Rayburn reacts badly and dies during the call. Hal tells Kate, “He died, Katie,” as the Secret Service rushes toward Penn. The season ends with Penn becoming president. TheWrap’s interview with the creator and cast also recounts Hal’s call and the succession.
Why does the finale make Penn president?
Creator, showrunner, and executive producer Debora Cahn explained that the twist is designed to intensify the consequences of Kate’s discovery. “You give her more power,” Cahn said. “You put her in a situation where she’s elevated to president.” The revelation does not remove Penn from the center of the crisis; it puts her in charge of the administration Kate and Hal must navigate.

That shift makes the cliffhanger a moral and political dilemma rather than a simple question of whether Kate can take Penn’s job. Kate and Hal know the president’s role in a deadly attack, but disclosing it could destabilize the government. Cahn’s comments in Netflix’s finale explainer frame the escalation around that new imbalance of power.
Why was Kate considering the vice presidency?
Kate’s interest in the vice presidency is tied to what she sees as a responsibility to the country. In TheWrap’s interview, Cahn describes Kate’s view that the office needs to be occupied by someone other than the person then holding it. Keri Russell characterizes Kate’s concern as loyalty to the country and fear that an unfit person could take power.

What does Season 3 confirm?
Season 2 ends with Penn’s succession to the presidency; it does not reveal who will become vice president. Netflix’s Season 3 feature confirms the next development: Penn selects Hal as vice president, the position for which he had been preparing Kate.
Cahn has described status reversals as a recurring interest in the series. This one sharpens the conflict among Kate’s ambition and readiness, Hal’s sudden proximity to power, and the couple’s knowledge of Penn’s actions. Hal’s appointment is a Season 3 consequence of the cliffhanger, not part of the Season 2 finale itself.

The cliffhanger’s key consequences
