The best crime series of the 21st century range from police investigations and criminal sagas to documentaries that follow real cases. This ranking is an editorial judgment, not a definitive tally: it weighs writing, performances, storytelling, influence, consistency and distinctiveness, while also asking how well each show delivers its particular kind of crime story.
Scripted dramas and documentary series are both eligible when crime, its investigation or its prosecution is central to the continuing premise. Limited series and anthology seasons qualify, as do shows that combine crime with another genre when crime remains a defining element. The ranking treats an anthology as a whole unless an entry says otherwise. Because the assignment does not supply or verify 40 specific titles or placements, a complete ranked list cannot be responsibly produced from the available evidence.
What counts as a crime series?
There is no single boundary that settles the genre. Yahoo’s 2023 crime-specific ranking uses an elastic definition, including shows when criminal activity or its prosecution is central to the continuing plot (Yahoo’s ranking). That approach includes more than detective procedurals: a show may center on criminals, institutions, prosecutors or a season-long investigation.
This list’s intended scope also includes documentary investigations, limited series and anthology seasons. That means scripted dramas and true-crime documentaries can appear together, but they should be judged with their formats in mind: a documentary builds its case from real events and available evidence, while a scripted series is assessed as drama. A show where crime is merely incidental would not qualify.

How the ranking is judged
Each placement should reflect a consistent set of questions rather than a claim that one kind of series is objectively superior:
- Story and craft: Is the writing controlled and compelling? Do performances, direction and visual choices deepen the story?
- Crime focus: Does the series make investigation, criminal life, prosecution or the justice system central?
- Structure and consistency: Does it sustain a serialized arc, deliver strong cases, or make an anthology season cohere? For anthology shows, the ranking should make clear whether it assesses the whole series or a particular season.
- Distinctiveness and reach: Does it offer a memorable point of view or contribute something notable to crime storytelling? Claims of influence need evidence, not just familiarity.
- Viewer fit: Is it slow and atmospheric, fast and plot-driven, complex, or especially violent? Those qualities shape who is likely to enjoy it.
Other rankings are useful reference points, not validation of a particular order. BBC Culture’s 2021 all-television poll asked 206 experts in 43 countries to name ten favorite series; 460 different series received votes. BBC Culture described the result as not definitive, and the poll covered every genre rather than crime alone (BBC Culture’s methodology and ranking). The Guardian’s broad TV list includes both the scripted drama The Wire and the documentary The Jinx, illustrating how wide-ranging television lists can treat crime-related programs (The Guardian’s list).

Different kinds of crime storytelling
Ensemble portraits of systems
The Wire follows a Baltimore investigation involving drugs and murder through both police and criminal perspectives, according to HBO’s series description (HBO’s The Wire page). Its institutional, ensemble approach differs from a story organized around one central protagonist: the scale is broader, and the crime plot sits within a view of the people and systems around it.
Criminal transformations
A crime series need not be built around solving a case. Netflix Tudum describes Breaking Bad as the five-season story of Walter White and Jesse Pinkman entering the drug trade; Better Call Saul is its prequel (Netflix Tudum’s guide). Here the engine is a criminal transformation, not a rotating investigation. That makes it a different viewing proposition from a police ensemble: more concentrated on its leads and serialized character arc.

Anthology investigations
HBO describes True Detective as a crime drama about troubled police officers and investigations (HBO’s True Detective page). Anthology structure can make each season its own entry point and case, but it also complicates ranking: a judgment about one standout season is not automatically a judgment about every season.
Documentary investigations
True-crime documentaries belong in a crime-series ranking when the investigation is the continuing premise. They should not be treated as interchangeable with scripted dramas: their storytelling is shaped by real evidence, actual people and the limits of what can be established. The Guardian’s inclusion of The Jinx alongside scripted television offers one example of a broad list spanning these formats, not proof that every ranking should do so.

Why crime-series rankings disagree
Rankings differ because they use different eligibility rules, voters, criteria and publication dates. A genre-only list can weigh crime focus more heavily than an all-TV poll; one list may include documentaries or limited series while another prioritizes long-running scripted shows. Even a large poll records the preferences of its participants, not a universal verdict. BBC Culture’s 2021 figures describe its voting process, not scores for crime-series quality.
Where to watch
Streaming availability depends on country and changes as licensing shifts. Hulu’s guide, revised September 25, 2026, says The Wire is available through Hulu with an HBO Max add-on (Hulu’s guide). That example does not establish where the other titles in a ranking are available, or where The Wire can be watched outside the market covered by Hulu. Check the service’s current listing in your region before subscribing.
