Black Frieza ranks first among the antagonists in this editorial ranking: in the Dragon Ball Super manga’s Granolah arc, he defeats Gas with one strike and leaves Ultra Instinct Goku and Ultra Ego Vegeta helpless. That is a striking arc-specific comparison, not an official, all-continuity power scale. Dragon Ball’s official sources do not publish a definitive ranking of its villains.
This list compares the strongest demonstrated versions of 35 major antagonists and adversaries across the main Dragon Ball story, selected theatrical films and Dragon Ball GT. Those continuities are not one shared timeline, so the placements are an editorial synthesis rather than a claim that every character fought under comparable conditions. Some entries are antagonists rather than unambiguously evil villains; the list uses “villain” broadly for a major opponent in the story.
How to read this ranking
The order weighs demonstrated combat outcomes, the character’s strongest shown form, control and stamina, special abilities, and who they fought. A peak form that is unstable or difficult to use is not automatically equivalent to power a character can bring to every fight. Temporary titles and story claims—such as “strongest warrior in the universe”—apply to their stated point and circumstances, not to a permanent measurement across the franchise.
The main continuity here includes Dragon Ball, Dragon Ball Z and Dragon Ball Super, including the Dragon Ball Super films Broly and Super Hero. Dragon Ball GT and earlier theatrical films are included as clearly labeled separate continuities. Their characters cannot be placed on a single canon timeline with manga and Super anime characters; lower positions for those versions are especially approximate. Game-exclusive characters and transformations are excluded.

The official Dragon Ball site’s Granolah arc retrospective is the basis for the recent manga comparisons below; its Broly feature describes the movie forms and Gogeta fight, its Jiren feature compares him with Belmod, and its Great Supreme Kai feature explains Moro’s magic. None of those features endorses this list. Fan votes and popularity polls are not combat measurements: the official Secret Battle Hour champion was chosen through social-media likes and retweets, while the Goku battle poll records preferred fights.
Ranks 1–10: The highest demonstrated threats
1. Black Frieza — Dragon Ball Super manga
Frieza’s Black form is the clearest recent benchmark in this ranking. The official Granolah arc retrospective says he trained for ten years in another dimension, defeated Gas with one strike, and left Ultra Instinct Goku and Ultra Ego Vegeta helpless. Those events establish dominance over the fighters present at that point in the arc; they do not certify him as the strongest being across every era, medium or continuity.
2. Gas — Dragon Ball Super manga
Gas’s wish made him the strongest warrior in the universe under the Granolah arc’s circumstances, but it came at a severe cost to his lifespan. His strength rose as the story progressed, and Frieza ultimately ended the confrontation with one blow. The wish’s title and its cost are essential context, not a timeless comparison with every Dragon Ball character.
3. Moro — Dragon Ball Super manga
Moro combines physical threat with magic and life-energy absorption, so raw striking power alone understates the danger he poses. The official Dragon Ball site says he destroyed countless worlds and that the Great Supreme Kai sacrificed most of his godly power to seal Moro’s magic. That history makes his abilities and the conditions for containing him as important as his strongest combat showing.

4. Broly — Dragon Ball Super: Broly
This film’s Broly can use Great Ape power in his regular body, then reach Super Saiyan and Super Saiyan Full Power. The official character feature calls the last form’s potential far greater than Super Saiyan, but potential is not the same as reliable control: Broly’s loss of control and his eventual defeat by Gogeta shape how that ceiling should be read.
5. Fused Zamasu — Dragon Ball Super anime and manga
Fused Zamasu brings together Goku Black’s Saiyan power and Zamasu’s immortality. His fusion makes him a catastrophic opponent, but the fight’s unusual circumstances and the instability of his later state complicate a clean comparison with fighters who win through ordinary combat. The anime and manga depict the arc differently, so this placement refers broadly to the fused antagonist, not a claim that every version’s sequence is identical.
6. Cell Max — Dragon Ball Super: Super Hero
Cell Max is a giant, overwhelmingly powerful bio-android, but his incomplete activation leaves him without the intelligence and control of the original Cell. His destructive force makes him one of the film era’s top threats; his limited judgment keeps him below more composed opponents who can adapt and use their abilities deliberately.

7. Goku Black — Dragon Ball Super anime and manga
Goku Black’s stolen Saiyan body lets him grow stronger through battle and access Super Saiyan Rosé. Unlike a single overwhelming burst, his threat compounds as he fights. He ranks below the fused form because Zamasu’s immortality and their combined power make Fused Zamasu a distinct escalation.

Golden Frieza briefly overwhelms Super Saiyan Blue Goku, but the form’s stamina drain becomes decisive when Frieza cannot finish the fight quickly. This is a useful example of why a peak transformation and the ability to sustain it are separate ranking factors. The later Black form is a different, much stronger benchmark.
9. Majin Buu — Super Buu form, Dragon Ball Z
Super Buu combines immense strength with regeneration, absorption and the ability to alter opponents through magic. Those options make him more versatile than an opponent whose only advantage is a high level of force. His absorption changes his capabilities further, so the exact version matters in any direct matchup.
10. Majin Buu — Kid Buu form, Dragon Ball Z
Kid Buu is less calculating than Super Buu, but his regeneration, speed and relentless destruction make him an exceptionally dangerous opponent. This entry ranks a form of the same character separately because the title asks for 35 villains and Buu’s forms present notably different combat profiles; it should not be read as a separate person or a claim that Kid Buu is stronger than every absorbed form.
Ranks 11–20: Powerful foes with limits or special conditions
11. Perfect Cell — Dragon Ball Z
Perfect Cell is a composed fighter with regeneration and abilities inherited from the warriors whose cells created him. He demonstrates extraordinary power in the Cell Games, but the story’s later threats surpass him. This entry refers to his Perfect form, not Cell Max, who is a different creation in a different film.

Jiren is a Tournament of Power adversary, not a conventional villain. The official Dragon Ball feature says he surpasses Universe 11’s God of Destruction, Belmod, and recounts his exchanges with Goku, Vegeta, Frieza and Android 17. Those battles make him one of the tournament’s strongest fighters, but tournament rules, team tactics and the specific circumstances of each clash matter when interpreting the results.
13. Majin Vegeta — Dragon Ball Z
Majin Vegeta accepts Babidi’s power to regain an edge in his battle with Goku. The boost makes him a top-tier opponent in the Buu saga, but it does not erase the gap between him and the saga’s later forms of Buu. His willingness to fight without restraint is a tactical advantage, not proof of unlimited power.

14. Piccolo Jr. — Dragon Ball
Piccolo Jr. is a formidable martial artist and strategist at the end of the original Dragon Ball, with technique and composure that set him apart from many earlier antagonists. Later developments in the franchise leave this version far behind the top entries.
15. Dabura — Dragon Ball Z
Dabura combines substantial fighting ability with magic, including a petrifying spit that can end a fight if it lands. His threat is therefore not captured by strength alone. The Buu saga’s strongest fighters ultimately exceed him, but his unusual ability makes him more dangerous than a straightforward power comparison suggests.

16. Majin Buu — Good Buu form, Dragon Ball Z
After the separation of Buu’s opposing sides, the gentler Good Buu is much less vicious than Kid Buu. He retains formidable strength and regeneration, but his personality and willingness to fight make him a different practical threat from the more destructive forms listed above.
17. Android 17 — Dragon Ball Z
Android 17 begins as an antagonist and later becomes an ally; this rank concerns his original Z-era role, not his much later Tournament of Power showing. His seemingly inexhaustible stamina is a major advantage in that earlier story, although later versions of several characters outclass him.
18. Android 18 — Dragon Ball Z
Android 18 is a dangerous Z-era opponent with strong combat ability and the stamina advantage shared by the androids. She is not a villain throughout the franchise, and her later character arc is outside the version ranked here.
19. Majin Buu — Evil Buu form, Dragon Ball Z
Evil Buu is the darker half that emerges when Buu’s nature splits. His transformation leads directly to Super Buu, whose greater range of abilities earns the higher placement. Ranking this stage separately highlights the escalation, not a separate villain unrelated to Buu.
20. Captain Ginyu — Dragon Ball Z
Ginyu’s body-change technique can overturn a fight that he might otherwise lose, making him unusually dangerous for his level of direct combat power. The ability depends on landing under the right conditions, and the results of his attempts show that it is not a guaranteed win.

Ranks 21–30: Earlier saga and film antagonists
21. Nappa — Dragon Ball Z
Nappa is a devastating Saiyan Saga opponent who overwhelms Earth’s defenders before Goku arrives. His strength and durability are formidable for that point in the story, but his defeat by Goku shows the gap between him and the saga’s leading fighter.
22. Piccolo Daimao — Dragon Ball
King Piccolo’s mastery of combat and ability to produce powerful offspring make him a major threat in the original series. He ranks below Piccolo Jr. here because the younger incarnation is the stronger opponent shown at the end of their conflict.
23. Android 19 — Dragon Ball Z
Android 19 can absorb energy through his hands, giving him a dangerous advantage against opponents who rely on energy attacks. His effectiveness depends on contact and matchup, and he is far less capable once those advantages are countered.
24. Zarbon — Dragon Ball Z
Zarbon’s transformed state gives him a substantial increase in physical power, making him one of Frieza’s more formidable soldiers. His pride and overconfidence matter: he misjudges how quickly a rival can improve after surviving a battle.
25. Dodoria — Dragon Ball Z
Dodoria is a physically powerful member of Frieza’s forces and a dangerous opponent for the heroes at that stage. His position reflects his role in the Namek conflict rather than a direct measurement against characters from separate timelines or films.
26. Dr. Gero — Dragon Ball Z
Dr. Gero is dangerous because his scientific work creates stronger opponents, and his Android 19 body can absorb energy. As a direct fighter, however, he is less capable than the later androids he built.
27. Mercenary Tao — Dragon Ball
Tao is one of the original series’ most lethal martial artists, using technique and willingness to kill to threaten Goku at a relatively early point in the story. Later antagonists benefit from much greater demonstrated power, placing Tao well below them.

28. Tambourine — Dragon Ball
Piccolo Daimao’s offspring Tambourine is a dangerous fighter in the original Dragon Ball and a serious threat to the young Goku. His rank reflects that early-series context; he is not comparable in demonstrated power to the franchise’s later transformations.
29. Cooler — Dragon Ball Z theatrical films
Cooler is Frieza’s brother in the Z theatrical-film continuity, where he reaches a transformation beyond Frieza’s forms shown at the time. These films are separate from the main Dragon Ball Super manga and anime continuity, so this placement is a broad cross-continuity estimate rather than a canon timeline comparison.
30. Broly — Dragon Ball Z theatrical films
This is the original Z-film version of Broly, not the character introduced in Dragon Ball Super: Broly at rank four. The older films depict an exceptionally powerful Legendary Super Saiyan, but they belong to a separate continuity and should not be merged with the later film’s version.
Ranks 31–35: Separate-film and GT threats
31. Janemba — Dragon Ball Z theatrical film Fusion Reborn
Janemba distorts space and attacks with unusual, unpredictable techniques, making him more than a conventional brawler. His film-only story is outside the main continuity, and the placement is approximate when set beside manga and Super anime characters.
32. Hirudegarn — Dragon Ball Z theatrical film Wrath of the Dragon
Hirudegarn’s enormous size, destructive strength and ability to evade ordinary attacks make him a formidable film antagonist. The film’s circumstances and the methods used to defeat him complicate direct comparisons with fighters from the main story.
33. Baby Vegeta — Dragon Ball GT
Baby takes over Vegeta’s body and uses the Saiyan’s power as part of his plan to control and transform others. This entry refers to his strongest GT-era state, not ordinary Vegeta, and GT is a separate continuity from Dragon Ball Super.
34. Omega Shenron — Dragon Ball GT
Omega Shenron is the culmination of GT’s Shadow Dragon conflict, wielding the accumulated negative energy of the Dragon Balls. His high placement among GT antagonists reflects that story’s final escalation; it does not establish how he would rank against Super manga characters.
35. Garlic Jr. — Dragon Ball Z theatrical film continuity
Garlic Jr. uses supernatural abilities and the Dead Zone to threaten the heroes, but his film version is far below the franchise’s later high-end fighters in demonstrated combat power. The related anime material has its own continuity complications, so this entry refers to the theatrical-film incarnation rather than treating every appearance as a single canon sequence.
What the ranking can—and cannot—settle
The clearest high-end evidence in the recent story comes from specific fights: Black Frieza’s defeat of Gas and his display against Goku and Vegeta; Broly’s escalating film forms and loss of control; Jiren’s Tournament of Power record; and Moro’s combination of physical power and magic. Granolah and Gas both receive wishes to become the strongest warrior in the universe, each with a severe lifespan cost, but those claims depend on the sequence and conditions of the Granolah arc. They are not an independently measured ranking across Dragon Ball.
There is no published statistic in the cited official material that objectively compares all these villains’ combat strength. A popularity vote measures audience participation or preferred fights, not who would win. The list is therefore most useful as a guide to demonstrated threats within their own stories, with the widest uncertainty where separate films or GT are compared to the main continuity.
