Nico Robin takes the top spot, narrowly ahead of Nami: Robin’s transformation and connection to the series’ central mysteries give her the strongest overall case, while Nami’s agency, defining dream, and indispensable role make her a close second. This is a subjective ranking, not an official result. I weigh character development, consequential choices, story and thematic importance, a distinctive role or goal, and memorable relationships and scenes. Strength, design, popularity, and personal favorite status are different measures.
The 35 best female characters in One Piece
The order reflects that storytelling rubric, not a poll. The list focuses on characters presented as women in the story; it is not a claim that every reader will draw the category or ranking identically.
-
Nico Robin
Robin’s journey from an isolated survivor who expects betrayal to a trusted member of the Straw Hats is one of the series’ richest character arcs. Her pursuit of the true history also makes her personal goal central to the larger mystery, giving her both emotional and thematic weight.
-
Nami
Nami’s skill is practical and consequential: the crew depends on her weather reading and navigation. Her dream of drawing a map of the world gives her an ambition distinct from the crew’s fighters, while the story of her village’s liberation by Luffy gives her recruitment lasting emotional force.

-
Nefertari Vivi
Vivi’s importance comes from choosing responsibility over safety. She enters the story under an assumed identity to protect her country, then risks everything to stop a civil war. Her bond with the Straw Hats gives that political struggle a personal center.
-
Big Mom (Charlotte Linlin)
Linlin is a terrifying antagonist whose appetite for family, power, and an imagined ideal of coexistence collide with the harm she inflicts. Her scale, history, and the strange domestic world she builds make her one of the series’ most distinctive forces.
-
Charlotte Pudding
Pudding’s shifting presentation initially makes her difficult to read, but her feelings and choices complicate the role she has been assigned. Her relationship with Sanji turns a political marriage plot into a character story about rejection, self-image, and tenderness.

-
Yamato
Yamato’s desire to live by Oden’s example drives both a strong sense of identity and a consequential attachment to Wano’s future. The character’s boldness and conflict with Kaido make that desire more than a costume or catchphrase.
-
Kozuki Hiyori
Hiyori survives a violent political upheaval by adapting to the life available to her, while keeping her loyalty to Wano intact. Her composure, patience, and role in the country’s reckoning give her a quieter but meaningful form of agency.

-
Vinsmoke Reiju
Reiju stands apart from her siblings because she retains empathy in a family that treats it as weakness. Her decisions around Sanji show the cost of that difference, and her controlled, perceptive presence makes her a memorable counterpoint to the Vinsmoke household.
-
Rebecca
Rebecca’s story is shaped by the demands of a public spectacle and the private history behind it. Her determination to protect the people she loves matters more than her skill in the arena, and her bond with Kyros gives the Dressrosa conflict its tenderest thread.

Perona’s gloomy theatrics and unusual powers make her instantly recognizable, but her appeal also lies in the unexpected relationships she forms. Her odd-couple time with Zoro and Mihawk gives the story welcome comic texture without reducing her to a gag.
-
Dr. Kureha
Kureha’s sharp tongue, eccentricity, and medical expertise make her a formidable presence on Drum Island. Her mentorship of Chopper is especially important: she helps him imagine a future in which his difference can be a strength.

How this ranking differs from popularity
A ranking of writing and story contribution is not a popularity chart. In Toei Animation’s 2026 WT100 midterm announcement, Nami placed fourth overall; that is a midterm position across the poll, not a final result or a female-character ranking. Toei said the final top 30 would receive new Oda-drawn illustrations for merchandise, the top 50 new ONE PIECE Card Game cards, and the top 15 anime eyecatches planned for 2027. Those were announced future rewards, not releases already available.
For comparison, Japanese entertainment site ciatr’s article on female characters reports that the 2021 global character poll had 1,174 entrants and more than 12 million votes, and uses that poll as the basis for its own ordering. Its top five were Nami, Nico Robin, Boa Hancock, Carrot, and Yamato. That is one published poll-based ranking, not an official answer to which character is best-written.
Where to explore the characters further
The manga is the source material for these arcs; the official One Piece series page is a starting point for readers looking to explore it. For a game adaptation, Bandai Namco’s ONE PIECE ODYSSEY feature describes Nami and Robin among the playable crew members and explains that players can switch crew members to explore familiar locations using character-specific actions.
