Frieza is the clearest pick for the most evil anime villain ever if the main measures are destruction on a planetary scale, genocide, and deliberate domination. Griffith, Johan Liebert, Bondrewd, and Junko Enoshima stand out for different kinds of cruelty, betrayal, and psychological harm. There is no canon score for evil, so this ranking makes its criteria explicit and separates a published top 20 from ten additional editorial placements.
How this ranking measures evil
“Most evil” is a judgment, not a validated statistic: no source establishes a universal measure of villainous evil. This ranking weighs six factors: scale of harm, cruelty toward innocents, manipulation and betrayal, ideological motivation, personal agency, and lasting narrative impact. It uses WatchMojo’s published Top 20 Most Evil Anime Villains as a comparison point for places 1–20; Kaminari likewise treats such rankings as subjective. Places 21–30 are editorial extensions, not placements from a published top-30 list.
The ranking is about the harm and choices attributed to each character, not simply screen time, popularity, or how well-written a villain is. Some entries reveal major plot turns.
Who are the 30 most evil anime villains?
1. Frieza — Dragon Ball
Frieza is the strongest top pick when scale and intentional domination carry the most weight. The WatchMojo list puts him first, pointing to his destruction of planets as the defining measure of his threat.

2. Father — Fullmetal Alchemist: Brotherhood
Father’s pursuit of godhood comes at the cost of an entire civilization. The scale of that sacrifice, combined with the ambition behind it, places him just below Frieza.
3. Dio Brando — JoJo’s Bizarre Adventure
Dio’s repeated betrayal, murder, and drive to dominate make him a persistent, personally motivated threat. He ranks high for combining direct cruelty with manipulation.
4. The Major — Hellsing Ultimate
The Major treats total war as an end in itself. That willingness to make mass violence the point, rather than a cost of some larger goal, puts him among the most extreme entries.
5. Ainz Ooal Gown — Overlord
Ainz’s use of torture, conquest, and mass killing makes him a powerful contender on the scale-of-harm axis. His ranking reflects the breadth of his actions rather than a claim that he is motivated by the same impulses as every villain above him.

Griffith’s betrayal of his comrades and sexual violence after his transformation make his placement especially high for intimate, personal cruelty. His impact is not reducible to a body count.
7. Junko Enoshima — Danganronpa: The Animation
Junko engineers killing games in pursuit of despair. The deliberate use of fear and coerced violence makes her one of the list’s strongest examples of psychological cruelty.
8. Kaido — One Piece
Kaido’s rule in Wano is built on domination and war. He ranks as a major force of oppression, though this list places several more personally manipulative or ideologically extreme figures above him.
9. The Chairman — Kaiji
The Chairman takes pleasure in gambling systems that maim or kill people driven into desperation. His evil is rooted in exploiting vulnerability as entertainment.

10. All For One — My Hero Academia
All For One is a criminal mastermind who exploits and corrupts others. His manipulation gives his harm a reach beyond the violence he carries out directly.
11. Ryou/Devilman — Devilman Crybaby
Ryou provokes mass paranoia and apocalyptic violence. The scale of the resulting harm earns this character a place above villains whose cruelty is more concentrated on individual victims.

Charles is a dictator willing to sacrifice family and suppress free will. His position reflects both the reach of his authority and the coercive nature of his aims.
13. Johan Liebert — Monster
Johan manipulates people toward murder and suicide. He is among the ranking’s most disturbing psychological threats, even though the list places larger-scale destroyers higher.

18. Vassago Casals/PoH — Sword Art Online
PoH takes pleasure in killing targets in virtual worlds. The entry earns its place through that enjoyment of lethal violence, rather than through a claim that every virtual-world antagonist is equivalent.
19. Fyodor Dostoevsky — Bungo Stray Dogs
Fyodor uses manipulation and intellect to cause mass harm. His rank recognizes the reach of his schemes while placing him below villains whose cruelty or destruction is more direct and extreme.
20. Tetta Kisaki — Tokyo Revengers
Kisaki orchestrates deaths and treats people as pawns. His actions are deeply destructive, but the list’s final published top-20 placement reflects a narrower reach than the villains ranked above him.
21. Makima — Chainsaw Man
This editorial extension includes Makima for the combination of control and harm that makes her a compelling candidate in discussions of anime evil. Kaminari also names her among highly evil characters; her placement here is not part of WatchMojo’s numbered top 20.
22. Esdeath — Akame ga Kill!
Esdeath’s sadistic militarism makes cruelty part of how she exercises power. Kaminari names her among highly evil characters, and this extension gives that combination a place just outside the first 20.
23. Ragyo Kiryuin — Kill la Kill
Ragyo’s coercive exploitation and abuse make her a high-tier extension to the ranking. Kaminari places her near its top tier; her inclusion here broadens the list beyond WatchMojo’s numbered entries.
24. Rize Kamishiro — Tokyo Ghoul
Rize is included as a predatory, fear-inducing antagonist. This lower extension reflects her place in discussions of evil characters without treating her as a consensus pick above the ranking’s larger-scale threats.
25. Shou Tucker — Fullmetal Alchemist
Tucker’s human experimentation and intimate betrayal earn him a place despite a more limited overall footprint. Screen time is not the criterion: the ranking accounts for the character of the harm, not how long a villain appears.

26. Sukuna — Jujutsu Kaisen
Sukuna’s deliberate slaughter and contempt for human life make him a fitting editorial placement. The cited published lists do not number him, so this position is the article’s judgment rather than an established ranking.
27. Orochimaru — Naruto
Orochimaru’s experimentation, body theft, and manipulation put him among the ranking’s most relentless violators of other people’s autonomy. This is an editorial placement, not a numbered position from the cited lists.
28. Light Yagami/Kira — Death Note
Light’s mass killing is justified through his own self-appointed judgment. He is morally complex rather than a simple “pure evil” case, but the destructive reach of his choices merits inclusion.
29. Shigaraki Tomura — My Hero Academia
Shigaraki’s large-scale destruction is inseparable from the manipulation by All For One identified in this ranking. That tragedy-inflected context matters, but it does not erase the harm behind his placement.
30. Hisoka Morow — Hunter × Hunter
Hisoka is a borderline inclusion rather than a pure-evil consensus pick. His predatory violence and pleasure in lethal conflict make him a plausible final entry, while his fit is less clear-cut than that of the villains above him.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is Frieza more evil than Griffith?
On scale of harm and intentional domination, Frieza is the clearer choice. Griffith rates especially highly for betrayal and personal cruelty. The answer changes with the weighting: this ranking gives greater priority to scale when choosing its top spot, while still treating cruelty toward individuals as a major measure of evil.
Which villains are pure evil, and which are the most depraved?
“Pure evil” and “best-written villain” are different judgments. A villain can be narratively rich without causing the greatest harm, and a high ranking for cruelty does not automatically make a character the most destructive. Frieza is the clearest choice here for scale; Griffith, Johan, Bondrewd, and Junko stand out for betrayal or psychological cruelty. Those distinctions are why a single list cannot settle every reader’s idea of depravity.
