This article uses a deliberately small, transparent selection rather than claiming a data-derived ranking: it names only films established in the cited rankings, and distinguishes poor ratings from the pleasure of an entertainingly bad watch.
What “worst” means in a holiday-movie list
A low critic score, a weak audience response and a viewer’s dislike are related but different judgments. A ratings-based list combines measured responses according to chosen rules; an editorial list reflects selection and taste. Neither makes “worst” an objective verdict, and the order or size of one publisher’s list does not establish a universal canon.

Holiday eligibility also involves judgment. A film may use a holiday as its setting, theme or plot engine, but the connection can be more or less central. 24/7 Tempo says it used editorial discretion to remove movies it considered insufficiently related to holidays. Its approach illustrates why different lists can include different titles even when they consult ratings.
Why published lists do not agree
24/7 Tempo published a 40-film ranking in 2020, while Work & Money’s page, updated in 2024, presents 50 films. These are different lists, not two versions of a fixed set of 28.

| Publisher and list | Scope | Selection or ranking basis |
|---|---|---|
| 24/7 Tempo (2020) | 40 films | Its stated index combines Rotten Tomatoes critic ratings with a vote-weighted average of Rotten Tomatoes and IMDb user ratings; it also applied editorial discretion to holiday relevance. |
| Work & Money (updated 2024) | 50 films | An editorial ranking with film details and commentary; the page places Jack Frost (1997) at number 28. |
24/7 Tempo’s 2020 eligibility rules required at least 5,000 Rotten Tomatoes user ratings, 10 approved Tomatometer critic reviews and 10,000 IMDb user ratings. It says it averaged Rotten Tomatoes and IMDb user ratings with vote weighting, then averaged that combined user rating with the Rotten Tomatoes critic rating. Those thresholds and calculations describe that publisher’s method, not an objective standard or the method behind every worst-movie list.
Two documented entries—and what their rankings establish
Saving Christmas (2014)
24/7 Tempo named Kirk Cameron’s Saving Christmas the top film in its 2020 ranking. At the time, the article reported zero positive Rotten Tomatoes critic reviews and 30% audience approval. Those are figures reported by that article, not verified current scores; ratings can change. The ranking establishes how the film fared under that publisher’s criteria at that time, not that every viewer will dislike it.

Jack Frost (1997)
Work & Money places Jack Frost (1997) at number 28 in its 50-film list and describes it as a “so-bad-it’s-good” movie. That position belongs to Work & Money’s ranking only. The description also points to a different kind of recommendation: some viewers may enjoy a poorly rated movie precisely as an ironic or cult viewing experience.
How to use a worst holiday movies list
- Check whose judgment you are reading. Critic response, audience response and editorial commentary are not interchangeable.
- Look at the selection rules. Rating thresholds and decisions about how much a holiday must matter can change which films qualify.
- Read the ranking in context. A position in a 40- or 50-film list is not a universal score, and it does not define an unresearched 28-film canon.
- Decide what kind of viewing you want. A movie judged poorly may still work as a playful, ironic watch; that is an entertainment judgment, not a measured rating.
What are the worst holiday movies of all time?
There is no single supported answer or definitive set of 28. The available rankings document two different approaches and identify Saving Christmas as 24/7 Tempo’s top entry and Jack Frost (1997) as Work & Money’s number 28. Treat those positions as source-specific, time-bound judgments—not a complete, objectively settled list.
