There is no recognized authority that officially ranks heroes across unrelated anime universes. This is an editorial ranking, not a franchise-wide ruling: anime worlds use different power systems, and published lists disagree over who belongs at the top. The goal here is to make the comparison’s rules clear—and to explain why a definitive 25-character order cannot be supported by the available evidence.
Why there is no official cross-anime ranking
“Strongest” has no shared measurement across anime series. One story may emphasize physical force, another supernatural abilities, and another tactical skill or powers that alter the rules of a fight. No recognized cross-franchise body sets a common scale or publishes an official table covering them all.
Existing lists are editorial choices or community votes, not a universal verdict. For example, OtakuKart’s July 16, 2026 list of 18 strongest anime main characters places Goku first, while TheShot’s February 21, 2025 ranking places Saitama first and Goku second. That disagreement reflects different selection and comparison choices; it does not establish that either order is official.
How to compare strength across different stories
A useful ranking needs to say what it counts. The following criteria make the comparison more legible without pretending that characters from unrelated fictional worlds share a precise power scale:

- Demonstrated combat performance: Give more weight to what a character actually does in a fight than to reputation or an untested claim.
- Ability breadth and limits: Consider unusual, magical, or tactical abilities alongside direct fighting power, while accounting for restrictions and demonstrated weaknesses.
- Scale shown in the story: Compare the opponents defeated and effects produced, rather than treating a dramatic description as proof of an unlimited capacity.
- Story version: Specify the point in a character’s story being considered. A character’s capabilities can change over time, so a ranking without a version or cutoff is ambiguous.
These are comparison principles, not a scoring formula validated across anime. A list that values direct combat more heavily can differ from one that rewards versatility or unusual powers. Popularity, cultural impact, and moral heroism are separate qualities; they should not quietly affect a ranking presented as one of combat strength.
What the existing rankings show—and do not show
Editorial lists make different choices
OtakuKart’s list uses Goku, Naruto Uzumaki, and Ichigo as examples of protagonists who grow powerful in their own universes. It also notes that Saitama’s official Hero Association rank does not measure combat ability alone. An in-universe organizational rank is not the same thing as a cross-series assessment of fighting strength.

TheShot’s article describes Saitama’s routine as 100 push-ups, 100 squats, 100 sit-ups, and a 10 km run each day for three years. That is a claim made in a secondary ranking article, not independent evidence for how to measure Saitama against characters from other series.
User votes are a different kind of ranking
Ranker’s list of overpowered anime characters is dynamically ordered by user voting, and its accessed June 9, 2026 update shows Saitama at #1. The page displayed 59.8K voters and 270.9K votes when accessed on October 8, 2026. Those figures describe that page’s participation, not all anime fans or an expert consensus; its order can change as votes change.

Why this article does not invent a 25-character order
The available evidence does not establish the full lineup, versions, or method behind a specific 25-character ranking. It supports a clear conclusion about how these comparisons should be read, but not a defensible claim that particular characters occupy all 25 positions in a settled order. Filling those slots would turn an editorial debate into an unsupported ranking.
The strongest practical takeaway is to read any “official” cross-anime list as an editorial or community ranking unless its publisher explains a real authority and method. Check whether it defines the version of each character, weighs demonstrated feats against special abilities consistently, and separates fighting power from fame, heroism, or an in-universe title.
