Organised by musicologist Vishnu Narayan Bhatkhande with support from Baroda’s musical institutions and patronage, the meeting combined performances, scholarship and debate. Its programme addressed notation, publishing, music education and the representation of pitch.
What was the 1916 Baroda music conference?
The conference took place in Baroda, now Vadodara in Gujarat, at the Central Hall of the Gayan Shala, a music school established in 1886 under ruler Sayajirao Gaekwad. Musicologist Vishnu Narayan Bhatkhande organised it. Mrinal Pande’s 2016 account in Scroll.in reports that around 400 musicians attended, representing different regions, sects, castes and language communities.
It is often described as the first All India Music Conference. Its significance was not simply that musicians met in one place: the gathering made preservation and teaching a shared institutional concern, at a time when musical knowledge was largely transmitted orally within teacher-disciple relationships.
Why did Bhatkhande and Baroda’s court support it?
Sayajirao Gaekwad was interested in music education. According to Pande, he invited Bhatkhande and musician Vishnu Digambar Paluskar to Baroda, asking them to revise the Gayan Shala curriculum and devise a grading system for students and artists. Bhatkhande proposed a conference, supported by Murtaza Khan, an official in the state’s Kalawant Karkhana.

The project fit Bhatkhande’s longer effort to make Hindustani music easier to study beyond the circles in which it was taught. He travelled to meet musicians, discuss practice and texts, and develop a notation system intended to record musical knowledge. Pande reports that he collected approximately 1,800 compositions associated with major gharanas and had published 23 short pamphlets of compositions by the time of the conference. Those figures come from her 2016 account.
What did the organisers hope to preserve?
Bhatkhande’s conference paper, A Short Historical Survey of the Music of Upper India, set out an agenda for systematising and circulating musical knowledge. Pande’s summary of the paper identifies several aims:

- Develop a systematic account of the North Indian ragadari system.
- Encourage music clubs and mandalis where girls and boys could learn.
- Edit and print material that existed orally or in handwritten form, making it affordable to circulate.
- Establish a consistent notation system.
- Make the conference a continuing event rather than a one-time gathering.
These aims show that preservation meant more than writing down melodies. It also involved creating places to learn, deciding how to describe musical structures, and making texts available to readers and performers outside a narrow circle of specialists. The aims above are Pande’s summary, not verbatim quotations from Bhatkhande’s paper.
What happened at the meeting?
The programme included Gayan Shala children singing in raag Bahar and raag Bhairavi, scholarly papers and an exhibition of musical instruments. One debate concerned whether Hindustani shrutis could be arranged through Western major, minor and semitone categories and treated as equivalent to a tempered scale.

Pande reports that Indian musicians rejected that proposal. In her account, musician Zakiruddin Khan demonstrated that a primary form of Re (Rishabha) could not be produced through a tempered scale. The episode points to a central challenge in documenting music: a notation system can help preserve and communicate practice, but a system imported from elsewhere may fail to represent distinctions musicians consider essential.
The meeting also reflected Baroda’s particular social and institutional setting. Pande frames it as multilingual and broadly non-sectarian, and describes Mowla Bux Khan as helping create a professional space for music beyond temple and court settings. These are characterisations in her account, rather than independently established descriptions of every participant or musical institution of the period.

Did the conference continue?
It did not become an annual event, but Pande reports later meetings in four additional years:

According to the same 2016 account, the series ended as finances tightened and willing patrons and co-organisers became scarce. The meetings therefore did not create a permanent annual institution, but they carried forward the idea that music’s preservation could be pursued through public scholarly gatherings as well as individual teaching and performance.

What can be said confidently about its legacy?
The 1916 meeting brought together a substantial, diverse gathering by the account available and focused attention on recording repertoire, building educational opportunities, publishing texts and representing pitch. Its importance lies in treating these as connected questions: documentation could support teaching, but decisions about how to document music also shaped what could be preserved.
