Spoilers through Chapter 37, dated September 17, 2026. There is no official strongest-character ranking for Boruto: Two Blue Vortex. This is an editorial power-scaling list, based on demonstrated combat capability, the range and counterability of a character’s abilities, results against capable opponents, and their condition and control in those encounters. It ranks characters at their strongest demonstrated state, not on popularity or unshown potential. The lower places are especially debatable because the series does not assign numerical power levels.
Who is the strongest in Boruto: Two Blue Vortex?
Jura takes the top spot for the scale of his threat and the combat ability he has shown. Boruto is the closest challenger: his skill, speed and Uzuhiko make him exceptionally dangerous, but Jura’s standing rests on being a formidable opponent in his own right, not simply on a comparison of their potential.
The ranking uses manga portrayals through Chapter 37 as its cutoff. It counts combat power that has been demonstrated, including unusual abilities that can change a fight, but does not treat a character’s latent ceiling as if it were a repeatable feat. It also does not rank Eida among the ten: her influence is extraordinary, but this list is about demonstrated fighting strength rather than the ability to affect people outside a conventional fight.
The 10 strongest characters, ranked
1. Jura
Jura is the strongest overall threat on this list. His power and presence make him more than a technically difficult opponent: he can pressure the strongest active fighters and force them to take him seriously as a direct combatant. The uncertainty is that his full limits—and the conditions under which he can be stopped—are not completely established. He ranks first on demonstrated threat, not on a claim that the manga has declared him unbeatable.

2. Boruto Uzumaki
Boruto combines exceptional combat skill with techniques that are difficult to answer through ordinary strength alone. Uzuhiko is the clearest example: it gives him a distinctive way to disable or destabilize an opponent rather than simply trade blows. His placement below Jura reflects the scale of the threat Jura presents, not a lack of versatility. Boruto’s most impressive showings also come from a particular combination of training, technique and judgment; they should not be confused with an official ranking or a guaranteed outcome in every matchup.
3. Daemon
Daemon’s unusual ability makes attacking him a dangerous proposition, and his physical fighting ability gives that defensive advantage real force in close combat. That combination is more valuable than a simple measure of strength: a powerful opponent may still struggle to land an effective attack. The limitation is that an ability with special conditions is not automatically a universal answer to every opponent or situation. Mikio Ikemoto has described the space-themed accessories worn by Eida and Daemon as a design choice meant to convey that they are out of place in the world and that their abilities exceed ordinary understanding; that is commentary on the design, not a technical explanation of Daemon’s power.

4. Kawaki
Kawaki’s Karma and the abilities associated with Isshiki give him an unusually dangerous toolkit, including ways to shrink objects and access a separate storage dimension. Those abilities can change the terms of an encounter, which places him above fighters who rely on conventional attacks. His rank is lower than Daemon’s because a formidable arsenal is not the same as a consistently demonstrated answer to Daemon’s defensive ability or Jura’s overall threat. Kawaki’s placement is also sensitive to how much weight a reader gives to available abilities versus results in specific encounters.
5. Himawari Uzumaki
Himawari’s connection to Kurama changes her from a promising fighter into a major combat threat. Her inherited Uzumaki and Hyuga traits combine with Kurama’s chakra, but potential alone is not enough to place her higher: this list weighs what she can demonstrate and control, not what she might eventually become. In an official Q&A, Ikemoto said, “Well, Himawari inherited both the Uzumaki and Hyuga clans’ blood, and those factors have a synergetic effect with Kurama’s chakra. It’s more like he sensed the enormity of that potential within her.” That statement explains Kurama’s perception of her potential; it does not establish that she outranks Daemon or any other fighter.

6. Code
Code’s White Karma and claw-mark ability make him dangerous through both raw combat pressure and unusual mobility. He belongs in the upper tier because his capabilities are substantial even when an opponent can exploit his decisions or deny him a clean engagement. His placement reflects a gap between threat and consistency: having a powerful set of abilities does not guarantee success against a skilled, prepared opponent.
7. Hidari
Hidari is a Divine Tree adversary with a formidable combination of inherited combat traits and the threat posed by the sentient trees. That makes him more than a standard copy of an existing fighter. Still, a dangerous ability set and a serious opponent are not the same as a proven ability to defeat the characters above him. His position is a close call among the Divine Tree fighters.
8. Matsuri
Matsuri’s place reflects the combat danger of the Divine Tree group, whose members cannot be judged only as ordinary shinobi. Her exact position is difficult to separate from the others without pretending the manga provides a clean head-to-head power scale. She ranks below Hidari here because the evidence does not justify placing her above the more convincing upper-tier combatants, not because the story has established a precise numerical difference.
9. Mamushi
Mamushi rounds out the Divine Tree threats on this list. He merits consideration as a combatant, but the ranking gives greater weight to sustained, clearly demonstrated effectiveness than to the danger implied by membership in a powerful group. His placement is therefore tentative: a distinct showing against a capable opponent could change it, but a speculative ceiling cannot.

10. Sarada Uchiha
Sarada earns the final place as a capable shinobi whose combat skill and Sharingan matter in a contest where tactics and timing can close a gap in raw power. She is a less certain inclusion than the characters ranked above her because the list prioritizes demonstrated ability to contend with the series’ top threats. She is not ranked here on a presumed future evolution or a power that has not been shown.

The top two have the clearest cases on this list, but placements from Daemon downward depend more heavily on matchup and interpretation. A fighter with an exceptional defensive ability can be difficult to compare directly with one who has broad offensive options; a Divine Tree character’s threat does not by itself prove superiority over every shinobi. The series offers encounters and abilities, not a universal scoring system, so a different ordering can be reasonable if it gives more weight to a particular matchup or to repeatability.
It is also important to keep forms of foresight distinct. Ikemoto clarified that the future glimpses Boruto sees in the scene with Amado came from Momoshiki: “That was actually due to Momoshiki, who has the ability to see pieces of the future surrounding himself. It does resemble Prescience in a way, but it’s not an established Shinjutsu, and only has a portion of Prescience’s functionality.” That is not Koji Kashin’s Prescience, and it should not be used to inflate Boruto’s combat ranking as though he possessed Koji’s ability.
