The bench directed those seeking further relief to the Delhi High Court and, according to contemporaneous reporting, said it had not decided the merits. The ruling did not amount to a final decision on the film’s certification or the legal challenge to it.
What the Supreme Court decided on July 25
The Supreme Court declined to continue the temporary block on the film’s release. The Indian Express reported that Justices Surya Kant and Joymalya Bagchi directed opponents seeking relief to approach the Delhi High Court, saying: “We have not touched the merits…We will pass an order asking the high court to take it up on Monday…Whatever arguments you have to make, go to high court”. In practical terms, the Supreme Court did not add another temporary restriction. It left opponents to seek further relief in the Delhi High Court. It did not itself rule that the film’s certification was legally sound or resolve the objections raised against release.
Why the release had been stayed
On July 10, 2025, the Delhi High Court stayed the film’s release while the Central Government considered a revision application under Section 6 of the Cinematograph Act, 1952. The court gave the government one week to decide. The Supreme Court’s official record of the July 16 hearing describes that stay as lasting until the Centre decided the revision petition, which had been brought by Maulana Arshad Madani. The July 16 Supreme Court order deferred further consideration while a committee constituted by the Ministry of Information and Broadcasting examined the revision petition. At that hearing, Mohammed Javed, an accused in the pending criminal case, raised concern that the film could affect his fair-trial rights. That concern formed part of the procedural context; it was not a finding by the Supreme Court that the film would prejudice the trial.
What happened after the Supreme Court hearing
According to The Indian Express’s August 8 report, the Centre withdrew its July 21 decision on August 1 and issued a fresh order on August 6 upholding certification. Mohammed Javed then sought an interim stay in the Delhi High Court. On August 7, the High Court refused interim relief, finding no prima facie case for it, while issuing notice on the challenge to the Centre’s August 6 decision. The August ruling was an interim decision, not a final ruling on the underlying challenge. The report set October 16, 2025, as the next hearing date; it does not establish what happened at that hearing or the case’s present status.
