It uses Swiss-style pairings, Event Points and, at larger events, a progression cut. If you want linked narrative play instead, Atomic Mass Games lists Tours of Duty separately as a campaign resource.
What Galactic Conquest means in Star Wars: Legion
Atomic Mass Games publishes Galactic Conquest as an event rules packet for running organized play. It covers players, event organizers and Consulars, as well as pairings, event points, equipment and conduct. The official index lists it separately from the game’s Core Rules and from campaign-oriented Tours of Duty materials.
That distinction answers a common ambiguity in the phrase “Galactic Conquest”: the official Legion format described here is a tournament event, not evidence of a built-in territorial campaign. A group looking for story-linked battles should look at campaign rules such as Tours of Duty or agree on community-created campaign rules; those are different from the Galactic Conquest event packet.
Check Atomic Mass Games’ Legion rules and organized-play index for the current documents. The index labels its Core Rules page as last updated June 17, 2026, while the Galactic Conquest packet reviewed here is effective January 27, 2025. Do not treat that packet as newly issued in 2026: check the index for any later event rules, errata or rulings before organizing or attending.

How the event is structured
Swiss pairings and Event Points
The first round pairs players randomly. In later Swiss rounds, players are generally paired against others with the same number of Event Points, while the organizer avoids repeat opponents within a stage where possible. The player with the most Event Points after the Swiss rounds wins. Depending on event size, the rules may then advance qualifying players into a progression cut.

The January 27, 2025 packet sets the following event-size structure. These are rules thresholds, not participation statistics; confirm them against the current packet before using them to plan an event.

Round time and expiration
A Swiss round has a base time of 150 minutes under the 2025 packet, with a specified variable-time procedure and a possible additional 15-minute completion period. When time expires, players finish the current game round and determine the result using the packet’s scoring rules. Consult the packet for the precise timing procedure rather than assuming every event handles the clock identically.
What players need to bring
Players are responsible for supplying the miniatures, cards, dice, measuring tools, tokens, army list and other game pieces needed for their own games. The packet’s equipment requirements are specific:

- Miniatures: Bring the miniatures for every unit on your roster. They must be mostly made from Asmodee North America Star Wars: Legion miniature-line parts, clearly identifiable as the units they represent, and mounted on an appropriate Atomic Mass Games base or an equivalent modeled base of the correct size and shape.
- Cards: Bring the cards included in your army list. Card proxies are not allowed.
- Dice: Official Star Wars: Legion dice are required. The packet accepts dice from Core Sets, Dice Expansions, the Essentials Kit and Asmodee North America promotional materials. Replacement dice are not allowed.
- Measuring tools: Bring both range and movement tools. A substitute must match an equivalent Atomic Mass Games-supplied tool in size and shape; ask the event organizer to approve a substitution before play.
- Tokens: Essential tokens have prescribed sizes and cannot be modified, though the organizer may check replacements. Nonessential tokens may be replaced or modified if they remain clear and do not interfere with play.
- Army list: Submit your roster before the event. You cannot change it once the event starts, and it must be built according to the Star Wars: Legion Core Rules.
The packet names Dice Expansions as one acceptable source of official dice, but you do not need another set if you already have the required dice. It also requires range and movement tools, so check that both are packed before leaving for the event.
What organizers and players should expect
Organizer and Consular responsibilities
The organizer—the person, store or convention running the event—should communicate any special event rules before play. When applicable, the organizer should also announce the Swiss-round count and progression-cut details in advance.

An event should have at least one Consular available. A Consular needs to understand Legion rules, current errata and rulings, and helps games proceed by resolving issues. The packet makes a Consular ruling final, subject to a Head Consular appeal procedure at larger events.
Conduct and open information
Atomic Mass Games’ event packet describes the game as “an open information game.” Players may ask to see non-Command Cards in an opponent’s army list. The packet expects civil conduct, a transparent game state and respectful handling of disputes; intentional deception or disruptive behavior may lead to warnings or ejection.

Galactic Conquest versus a Legion campaign
Choose the format based on what you want your games to do. Galactic Conquest is designed for an organized event with pairings, scoring and potentially a cut. A campaign format is for linked play governed by campaign rules, such as the Tours of Duty resources listed separately by Atomic Mass Games. A group’s own campaign rules may differ, so do not assume they are part of the Galactic Conquest packet.
