The episode does not identify who tried to enter Solo’s vault. The bodies outside suggest that people had made previous attempts, and an episode recap says Solo killed them in self-defense. The idea that Silo authorities sent them is speculation, not confirmed story canon.
What happens outside Solo’s vault?
When Juliette reaches Solo, she sees several bodies outside the vault, some appearing more recent than others. The episode recap describes them as people who tried to get inside and says Solo killed them in self-defense. That establishes a history of attempted entries, but it does not establish who the people were or who they worked for. The recap’s account of the scene is the basis for that description.

Did Silo authorities send the intruders?
That is one possible explanation raised by the recap, but it is presented as a likelihood rather than a confirmed answer. The episode does not name the intruders or verify that authorities sent them. It is safest to leave their identity and affiliation unresolved.
What does Solo’s final exchange with Juliette mean?
Solo first refuses Juliette’s request for help. As she prepares to leave, he comes out and pleads with her not to go. The action shows a change in how he responds to her; reading it as a need for human connection or growing trust is an interpretation of that behavior, not an explicitly confirmed explanation.
