Senate Vote Rescinds $1.1 Billion in CPB Funding for NPR and PBS

The Senate approved a $1.1 billion rescission of scheduled CPB funding in July 2025. The measure later became law, cutting CPB support without legally abolishing NPR or PBS.

The Senate voted on July 17, 2025, to rescind roughly $1.1 billion in federal funding scheduled for the Corporation for Public Broadcasting (CPB) in fiscal years 2026 and 2027. The House passed the measure the next day, and President Donald Trump signed it into law on July 24. The cut removed funding for CPB; it did not legally abolish NPR or PBS.

What the Senate voted to cut

The 51–48 Senate vote approved a rescission of approximately $1.1 billion previously scheduled for CPB across fiscal years 2026 and 2027. The figure refers to CPB appropriations, not a direct cut to NPR or PBS as organizations. The Senate Congressional Record documents the July 17 proceedings.

The public broadcasting provision was part of a broader rescissions package of approximately $9 billion that also targeted foreign assistance. The larger package total should not be confused with the amount rescinded from CPB. Contemporaneous Associated Press coverage describes the measure and its enactment.

When the measure became law

The Senate vote was an important step, but it was not the final legislative action. The House approved the measure on July 18, 2025, and President Donald Trump signed it on July 24, making the rescission law.

What CPB does—and what the funding loss means

CPB serves as a conduit for federal support to public broadcasting. It distributes most of its funding to locally operated public radio and television stations, while also supporting national programming. The loss therefore affects the funding structure behind public broadcasting, but its consequences are not identical for every station: exposure depends on each station’s mix of federal, state, local, philanthropic, and other support. CPB announced on August 1, 2025, that it would begin an orderly wind-down of its operations following the loss of federal funding.

A later Senate Appropriations Committee summary of the FY2026 Labor, Health and Human Services, Education bill stated that the bill provided no funding for CPB. The committee summary describes that bill’s funding provisions.

Did Congress defund PBS and NPR?

Congress rescinded funding for CPB; that action did not, by itself, legally dissolve NPR or PBS. CPB’s role in distributing support means that stations and programming connected to public broadcasting may feel consequences, but the vote should not be described as abolishing either network. Nor does the nationwide rescission establish how any particular station will fare: that depends on its own funding mix.
