SeaWorld Orlando’s posted policy bars rollators and other wheeled walkers with seats. The U.S. Department of Justice alleges that the restriction violates the Americans with Disabilities Act (ADA), but the case has not produced a final ruling. SeaWorld says the rule addresses safety concerns and offers guests whose devices are disallowed a complimentary seatless rollator or wheelchair.
What SeaWorld Orlando’s rule prohibits
SeaWorld Orlando’s Park Policies page says rollators with seats are not permitted and defines “rollator” for this policy to include wheeled walkers with seats. The restriction is specific to devices with seats; SeaWorld says personal rollators without seats are allowed.
The park’s stated reason is that seated rollators can pose a safety concern if they are used improperly, particularly when one person is seated while another pushes the device. SeaWorld says it continued to see misuse and safety-related incidents despite reminders and earlier steps, including signed waivers. That is the park’s explanation; the policy page does not provide incident counts or independent findings.
What happens if a guest arrives with a seat-equipped rollator
SeaWorld says it will secure a device that does not meet the rule while the guest uses one of the park’s listed alternatives:

The park also says seating is available around the park. Its accessibility guide repeats the policy. These are the options SeaWorld lists; they should not be assumed to be medically equivalent or suitable for every visitor.
Why visitors and the Justice Department object
The Justice Department says it opened an investigation after receiving complaints about rollator restrictions at SeaWorld Orlando, Busch Gardens Tampa Bay and Aquatica Orlando. In a November 25, 2025 announcement, the department described complainants’ concerns that the alternatives offered did not suit their disabilities and could involve additional charges.

In its complaint, the DOJ alleges that a mother’s eight-year-old child could not use the pediatric posterior walker selected by the child’s medical team and was offered adult-sized alternatives. It also alleges that two veterans were stopped at SeaWorld Orlando: one used a wheelchair despite medical guidance, while the other chose to return home. These are accounts presented in the government’s complaint, not independently established findings.
The DOJ’s March 26, 2026 announcement quotes Assistant Attorney General Harmeet K. Dhillon: “The ADA requires equal access for people with disabilities, and theme parks such as SeaWorld are no exception.”

What the lawsuit alleges—and what SeaWorld says
On March 26, 2026, the DOJ sued United Parks & Resorts Inc. and subsidiaries, including entities operating SeaWorld Orlando and other parks. The complaint alleges that the policy denies equal access, bars manually powered mobility aids in pedestrian areas, imposes surcharges and fails to make reasonable modifications. The department seeks policy changes, staff training, damages for affected individuals and a civil penalty. These are allegations and requested remedies, not a court’s conclusions.
United Parks disputed the DOJ’s claims and said the policy responds to repeated safety incidents while providing accessible options at no cost, according to the Associated Press. SeaWorld Orlando’s current policy page describes its alternatives as complimentary.

Is the ban illegal, and how widespread is the backlash?
Whether the policy violates the ADA has not been decided in the sources available here. A docket compilation last updated October 6, 2026, lists the case as ongoing and shows a motion to dismiss filed on May 26, 2026; it does not establish that the motion was decided. The DOJ’s allegations therefore should not be presented as a final legal ruling.
The government’s investigation announcement and complaint document complaints and individual experiences, but they do not establish how many visitors oppose the policy or represent visitor opinion as a whole. The evidence supports describing documented objections and a pending ADA dispute—not quantifying a general visitor backlash.
