Sarah Steger’s 2019 argument about casting Halle Bailey as Ariel was that representation on screen matters, but casting alone cannot change the stories a studio tells or the way it tells them. Bailey went on to play Ariel in Disney’s 2023 live-action reimagining of its 1989 animated film. The question behind Steger’s “first step” framing remains: what follows a casting choice?
What Steger meant by “the first step”
In an opinion article published by PerthNow on July 9, 2019, Steger welcomed the casting as a rare moment of a Black actor playing a Disney princess, while arguing that it was not enough on its own. The available indexed copy is a secondary transcription that attributes the piece to Steger and PerthNow, rather than the original publisher page, so its wording should be treated cautiously. Steger’s argument had two connected parts. She rejected objections based on Ariel’s appearance in the animated film, and she asked for broader change beyond the casting announcement. Her critique included Disney’s history of racial stereotypes and limited representation, as well as the gender message in the original story: Ariel gives up her voice in pursuit of love. These are Steger’s opinions about representation and storytelling, not neutral descriptions of how every viewer interprets the film.
How Bailey came to play Ariel
Disney’s 2023 film is a live-action reimagining of the 1989 animated The Little Mermaid. Both films draw on Hans Christian Andersen’s 1837 fairy tale, and David Magee wrote the new film’s screenplay, according to D23.

In a Disney-published interview, director Rob Marshall said he and producer John DeLuca first noticed Bailey after seeing her perform with Chloe x Halle at the 2019 Grammy Awards. Marshall said she later claimed the role in her audition by singing “Part of Your World” and reading scenes. He described the story’s enduring appeal this way: “The reason it stands the test of time is because everyone can relate to someone who doesn’t feel like they belong in the world they’re in.” That is Marshall’s interpretation of the story’s resonance.
Why representation mattered to Bailey
Bailey has spoken about the role’s personal meaning. In a 2023 interview with The Guardian, she reflected on what seeing a Black mermaid as a child might have meant to her: “Because I feel like, if I would have had a black mermaid, that would have been insane, that would have changed my whole perspective, my whole life, my confidence, my self-worth.” This is Bailey’s own account of representation and self-image, not a measured finding about its effect on all children. Steger’s framing is useful because it separates who gets cast from the wider choices that shape a film. A casting decision can make a previously absent image visible; the next questions concern whether the stories, characters and creative decisions also make room for fuller representation.

- Look beyond the announcement: consider which characters and perspectives receive attention across a studio’s work.
- Consider how characters are written: ask whether the story gives them agency and complexity, rather than treating presence alone as the measure of progress.
- Keep interpretation distinct from evidence: Bailey’s reflection and the documented audience videos show personal responses; they do not tell us how every viewer felt or establish a numerical impact.
The available sources do not quantify the relative importance of casting, writing or broader representation. They do show why the discussion did not end with the announcement: Bailey described what a Black Ariel could have meant to her as a child, while Steger’s critique asked what meaningful change should look like beyond one role.
