Madara Uchiha is close behind; Hagoromo Ōtsutsuki, Sasuke Uchiha, and Obito Uchiha round out the upper tier. This is an editorial comparison, not an official franchise ranking: Naruto’s official sources establish key feats and story context, but do not publish a comprehensive list of the strongest eye users.
The order can shift if “strongest” means a character’s total combat power rather than the potency and use of their dōjutsu. The ranking below uses each character’s strongest relevant portrayal and distinguishes eye-related evidence from abilities or power that should not automatically be credited to the eyes.

How this ranking compares dōjutsu users
Three considerations guide the order:
- Scale and versatility: what the character is shown doing with their dōjutsu, including its effect on opponents or the battlefield.
- Combat impact: how that portrayal matters in major confrontations and conflicts.
- Power beyond the eyes: whether the character’s overall threat also depends on abilities or advantages that are not established here as dōjutsu feats.
The official Naruto site’s retrospective is an official recap of the endgame, not a technique-by-technique comparison of every character. Its descriptions support the feats noted below, but do not settle every matchup. The ranking is therefore a reasoned judgment from those portrayals, not a canon power scale.
Who is the strongest dōjutsu user in Naruto?
1. Kaguya Ōtsutsuki
Kaguya takes the top spot for the scale of the battlefield control shown in the endgame. The official retrospective depicts her transporting Team 7 and Obito into an alternate dimension, then immobilizing Naruto and Sasuke despite their Six Paths power. Those are striking demonstrations of reach and control against major opponents. The official site does not literally rank her first; this placement is an editorial conclusion based on the feats it recounts.

2. Madara Uchiha
Madara is the strongest challenger for the top position. In its episode synopsis, the official Naruto site says: “Madara now possesses the Rinnegan in both eyes, and he is the strongest, most despicable enemy the newly reunited Team 7 has ever faced.” That superlative applies to Team 7 at that point in the story; it is not a universal comparison with every character at every peak.
The official retrospective also recounts Madara’s Six Paths confrontation, Planetary Devastation, and Infinite Tsukuyomi. His two-Rinnegan endgame and the scope of the conflict make him a compelling near-top choice. The cited material does not, however, directly compare his peak form with Kaguya’s.

3. Hagoromo Ōtsutsuki
Hagoromo’s place is the least certain of the top three. The official retrospective identifies him as the Sage of Six Paths and Kaguya’s son, describes him as bearing the Rinnegan, and says Naruto and Sasuke accept his power. It also identifies Naruto and Sasuke as reincarnations of Ashura and Indra. That establishes Hagoromo’s historical importance and his connection to their endgame power, but the cited official material does not show a direct peak-form fight that settles his standing against Kaguya or Madara.
4. Sasuke Uchiha
Sasuke belongs among the leading users because the official retrospective explicitly links his new endgame abilities to power inherited from Hagoromo and shows him confronting Madara and Kaguya alongside Naruto. That is substantial evidence of his importance in the final conflict. It does not make every part of his combat strength an eye feat, and the sources cited here do not provide a complete technical inventory of his dōjutsu abilities.

5. Obito Uchiha
Obito earns the final place on this shortlist through his role in the same endgame and the way the retrospective connects him to the story’s space-time conflicts. It recounts Madara entering Kamui’s alternate time-space after taking Kakashi’s Sharingan, and describes Obito helping the team retrieve Sasuke. Those events establish relevant high-level involvement, but the official pages cited here do not compare Obito’s peak eye use directly with the other four candidates.
Who has the strongest eyes in Naruto?
If “strongest eyes” means the most impressive demonstrated dōjutsu effects, Kaguya is the best choice from the evidence in this comparison: she shifts the battlefield to an alternate dimension and restrains Six Paths-powered opponents. Madara is the closest rival, with the official episode synopsis emphasizing his two Rinnegan and calling him Team 7’s strongest enemy at that moment. That contextual line is powerful evidence for Madara’s place near the top, not proof that he outranks every other dōjutsu user in all circumstances.

Hagoromo’s exact placement is more uncertain because the cited material establishes his status and the power Naruto and Sasuke inherit, rather than directly comparing his peak abilities with theirs or with Madara’s and Kaguya’s. Sasuke and Obito are strong entries, but the official recap provides less direct comparative evidence for ranking their eyes against the top three.

The official sources cited here do not settle that matchup across every form. They give Madara a striking contextual distinction: the episode synopsis calls him the strongest enemy the newly reunited Team 7 has faced when he has the Rinnegan in both eyes. The retrospective later places Sasuke in the endgame confrontation with Madara and Kaguya and links Sasuke’s new abilities to Hagoromo’s power. Those facts support both characters’ inclusion, but they are not a like-for-like verdict on every version of either fighter.

What the ranking can—and cannot—say
The strongest conclusion is about the evidence, not a definitive universal order: Kaguya and Madara have the clearest cited endgame demonstrations for the top tier; Hagoromo’s historical role and power are clear, but his exact placement is inferential; Sasuke and Obito merit inclusion without a direct source-based comparison to every candidate. Changing the question from “who uses dōjutsu most impressively?” to “who is strongest overall?” can also change the order, because a character’s full combat package is not identical to the power of their eyes.
