Akane Tsunemori, meanwhile, is a former Division 1 inspector who is detained after an incident. The season’s main cases follow new inspectors Arata Shindo and Kei Ignatov, whose investigations bring them into contact with Kougami’s unit.
Where is Kougami working in Season 3?
The official Kougami character profile identifies him as a 36-year-old special investigator in the Ministry of Foreign Affairs’ Overseas Coordination Bureau Action Division. He is also described as a former Division 1 enforcer. After leaving Japan, he spent time abroad, including working as a mercenary, before returning.

His new position explains why he appears alongside the Division 1 team without rejoining it. In the official Season 3 episode synopses, the Action Division’s Kougami and Ginoza encounter new inspectors Arata Shindo and Kei Ignatov while pursuing a suspect in episode 2. By episode 8, the synopsis describes Division 1 and the Action Division cooperating as the Bifrost case continues. Kougami is therefore working with the team on shared investigations, not resuming his old post.
What happened to Akane in Psycho-Pass 3?
Akane is no longer a Division 1 inspector. Her official Season 3 character profile describes her as a former inspector and says she is currently detained because of an incident. The profile does not identify that incident or provide further details about her detention, so those specifics cannot be established from that page alone.
