Paul McCartney’s contribution to the anti-AI protest album Is This What We Want? contains almost no conventional music: it is a nearly silent recording of an empty studio. Why the album uses empty studios
The protest’s visual and musical language is deliberately literal. Instead of filling a record with performances, the contributors recorded empty studios, rehearsal rooms, and performance spaces. The resulting album imagines the infrastructure of music remaining in place while the people who create the music have been pushed out.
That message was developed by a large coalition of musicians, composers, singers, producers, conductors, and other music professionals. The campaign identifies more than 1,000 participants, including Kate Bush, Annie Lennox, Damon Albarn, Billy Ocean, Ed O’Brien, Imogen Heap, Yusuf/Cat Stevens, Riz Ahmed, Tori Amos, Hans Zimmer, and Max Richter. McCartney’s participation gave the protest an especially prominent name, but the project was not a solo statement. Its force came from presenting the threat as an industry-wide concern.
The track titles were arranged to communicate the campaign’s central warning: “The British government must not legalise music theft to benefit AI companies.” That is the campaign’s political message, not a neutral legal finding. Whether the use of copyrighted works to train AI systems is lawful depends on the facts, jurisdiction, licensing arrangements, and evolving policy and court decisions.
The UK copyright dispute behind the protest
The immediate backdrop was the UK government’s consultation on copyright and artificial intelligence, which opened on December 17, 2024. The consultation recognized that some AI systems had been trained on publicly available works that were not expressly licensed for AI training, and that creators were often not compensated for those uses. It asked how the UK could balance AI developers’ need for large quantities of training material with creators’ rights to control their work and receive payment.

- Keep the existing legal position.
- Require licensing for AI-related uses in all cases.
- Create a broad copyright exception for data mining.
- Create a data-mining exception combined with an opt-out system and transparency requirements.
The final option was initially the government’s preferred approach. Under such a model, AI developers could potentially use a wide range of material unless rights holders took steps to opt out, while transparency measures would help reveal what material had been used. Many creative-industry respondents objected that an opt-out system could be difficult to operate, especially for older works, large catalogues, and creators with limited legal or technical resources. They also argued that starting from permission to use the work could reduce its licensing value.

The consultation’s original proposal was not enacted law. In its March 18, 2026 report, the UK government said that the broad exception with an opt-out was no longer its preferred way forward. It cited strong disagreement in consultation responses, gaps in the evidence, and the rapidly changing legal and international AI landscape. The government said it would gather more evidence, examine alternative approaches, and continue work involving transparency, licensing, and creator control.
That policy change matters, but it should not be simplified into a claim that McCartney’s track alone stopped a law. The available evidence supports a change in government direction, not a provable single-cause victory for the album. McCartney and the wider campaign protested a serious proposed policy approach; the government later withdrew that approach as its preferred option while leaving the wider issue unresolved.
Why silence is an effective protest
A conventional statement about AI-generated music would have placed the argument in words. The empty-studio recordings make the argument audible through absence. Listeners encounter the room in which music should be happening, but not the performance itself.
That symbolism connects several concerns raised by artists. If AI systems can absorb large bodies of creative work without clear permission or payment, creators may lose bargaining power. If synthetic music becomes cheap and plentiful, human musicians could face greater difficulty earning from recordings, commissions, performances, and licensing. And if AI-generated material imitates recognizable styles or competes directly with human work, questions about consent, attribution, and control become more urgent.
The album does not establish that every form of AI training is illegal, nor does it resolve how copyright law should treat training data. Its argument is instead about the consequences of making access to creative work easy for technology companies while placing the burden of protection on individual creators. The silence represents the future the campaign says could follow if those concerns are ignored.
