The strongest known Rocks Pirates belong in a top tier led by Rocks D. Xebec, Edward Newgate (Whitebeard), Charlotte Linlin (Big Mom), Kaido and Shiki. But the manga does not supply enough comparable fights to establish a definitive order among them—or to rank every named crewmate confidently. The fairest ranking separates the crew’s God Valley era from members’ later reputations and labels inference as inference.
How this ranking works
This is a portrayal-based ranking of the best-supported candidates, not an official power list. It gives most weight to direct combat evidence and outcomes, then to explicit statements, crew role and later achievements. A character’s fame after the Rocks Pirates disbanded can support a discussion of their eventual strength, but it does not prove how powerful they were during the crew’s final days.

The crew was defeated and disbanded at God Valley about 38 years before the present narrative. Because members’ careers continued afterward, any ordering that mixes their later primes with their Rocks-era selves needs to say so. Here, “top tier” means the story gives a member unusually strong prominence or later stature; the available evidence does not settle an exact pecking order within it. The strongest discussion tier
1. Rocks D. Xebec
Xebec was the captain and defining figure of the crew. That leadership makes him the natural first name in a portrayal-based list, but it is not proof that he was stronger than every subordinate in a direct fight. The evidence cited here does not establish a definitive combat ranking between him and the crew’s other top candidates.

2. Edward Newgate (Whitebeard)
Whitebeard belongs in the highest discussion tier because he became one of the crew’s most prominent members and later a legendary pirate in his own right. That later reputation is relevant when discussing his eventual standing, not a direct measurement of his strength during the Rocks era. No matched comparison in the cited material resolves his position relative to Xebec, Big Mom, Kaido or Shiki.
3. Charlotte Linlin (Big Mom)
Big Mom is another major figure whose later stature places her among the strongest candidates. Her reputation as a leading pirate after God Valley supports a high-tier portrayal, but the material does not give a comparable Rocks-era fight that would justify placing her definitively above or below the other top names.

4. Kaido
Kaido’s later prominence makes him a clear member of the highest discussion tier. It should not be treated as evidence that he held the same level of strength while sailing with Rocks: the story’s later view of him and the crew’s earlier era are different comparison points. 5. Shiki

The five names above are best read as a shared top tier. The numbered sequence is a convenient way to list them, not a claim that the manga proves the precise order.
Other known members: placement is uncertain
Chapter 957 names prominent members including Silver Axe, Captain John and Wang Zhi, also known as Ochoku. Later chapter references add Buckingham Stussy, Gloriosa, Kyo, Ganzui, Don Marlon, Barbell and Big Eater to the known roster. The chapter-indexed reference records these names across different chapters; not every membership detail has the same basis, so explicit naming should be distinguished from visual inference. For these less-documented members, the evidence does not provide enough comparable combat feats, opponents or outcomes to support a reliable exact ranking. That is a limit on what can be established, not evidence that they were weak.
- Silver Axe, Captain John and Wang Zhi/Ochoku: Named members, but the available comparisons do not establish a dependable order among them or against the top tier.

What the crew’s record does—and does not—show
The narration tally attributed to chapter 1157 records 16 raids, 76 sunken ships, 25 covered-up crimes, three violations of Article 18, one kingdom ruined, 14 ports burned and five towns leveled, as indexed by The Grand Line Archives’ chapter 1157 reference. These figures describe the crew’s activity and infamy. They do not measure any individual member’s fighting strength.

Likewise, the chapter 1155 description of Rocks assembling a “very solid lineup” is reported by the chapter-indexed source, but the exact wording may depend on translation. It should not be treated here as a verified quotation from the licensed English edition; consult the relevant edition for its precise wording. The cited source is not the official publisher.
Why a definitive full ranking would overstate the evidence
A strength list needs comparable evidence: fights against similar opponents, clear outcomes, explicit statements about strength and a consistent point in each character’s career. The chapter-indexed material identifies a roster and highlights prominent figures, but it does not provide that full set of comparisons. No official numerical strength ranking or independently verified statistical study is established by the material cited here.
That leaves a useful distinction: the five prominent figures can be discussed as a top tier based on portrayal and later standing, while the remaining members’ precise positions remain open. Fan rankings may offer interpretations, but they are not canon evidence.
