First, identify which playlist you mean
OBS and YouTube have separate playlist controls. The fix depends on where playback is happening:

YouTube’s player loop does not configure an OBS VLC playlist, and an OBS playlist setting does not change how a playlist loops in YouTube. YouTube Help explains how to loop a video or playlist in the player.
Keep an OBS VLC playlist in a fixed order
- Confirm the source type. In OBS, open the source’s properties and verify that it is a VLC Video Source, rather than a single-file Media Source or a YouTube player/browser page. Their controls differ.
- Turn off Shuffle Playlist. In the VLC Video Source properties, clear Shuffle Playlist. OBS defines this option as randomizing the media files; with it off, playback follows the file-list order. OBS documents shuffle as off by default.
- Set the list order. Arrange the entries in the VLC Video Source list in the sequence you want played.
- Choose whether to repeat. Keep Loop Playlist enabled to start the sequence again after its final item. Turn it off if playback should not repeat. Looping and shuffling are independent options; OBS documents looping as on by default.
- Save and test the restart you care about. Save the source settings, restart OBS, and check the playlist in the same scene and playback conditions. The OBS documentation describes the controls but does not promise that every externally edited playlist or folder is re-read on restart.
The VLC Video Source depends on VLC being installed. If OBS is 64-bit, OBS’s documentation says to install 64-bit VLC. See the OBS VLC Video Source documentation for the source requirements and setting definitions.

When the order or playlist contents still seem stale
A repeated shuffle sequence is not necessarily a new random order
Turning shuffle on asks the source to randomize the files, but it does not promise a fresh sequence every time the scene becomes visible or OBS restarts. A user report filed against OBS 32.1.1 describes an M3U/folder shuffle sequence that remained the same after scene reactivation. Treat that report as one case, not proof of universal behavior or a diagnosis for every version. The issue is marked closed as not planned: OBS issue 11994.
Changes made outside OBS may not appear immediately
The same issue report says edits to an underlying M3U were not reflected until the source was deleted and recreated. That is a reported workaround in that case, not a guaranteed fix for every source, playlist format, or OBS version. If you update a playlist file externally, first verify that OBS is reading the intended file and whether recreating the source resolves the stale list in your setup. The available documentation does not establish a general “update from disk on scene change” behavior.

Scene visibility is a separate behavior
The VLC Video Source has a Visibility Behaviour setting that determines what happens when the source is not visible, including stop-and-restart, pause-and-resume, or always-play behavior. This affects playback when scenes change; it is not the Shuffle Playlist control. If playback position changes on scene switches, inspect this setting as well as the playlist order.
If you need OBS to resume the current item
Keeping a fixed playlist order is different from resuming the exact file that was playing before OBS closed. The third-party OBS Media Playlist Source resource says it can save the currently playing file and offers a choice to restart at the first file or the current file. Check the resource’s compatibility notes against your OBS version before installing it; it is a separate plugin, not a built-in VLC Video Source setting.
