Those were encouraging launch signals, not proof of 1 million paying subscriptions or an immediately major revenue stream.
The larger story is what followed: Netflix’s advertising business eventually became a global, multibillion-dollar operation, even as the company stopped publishing the precise U.S. ad-tier account figures needed to measure the original claim directly.

What the original “momentum” report actually said
Netflix launched its lower-priced U.S. ad-supported plan in early November 2022. The March 2023 report arrived after only a few months of operation.
- Internal Netflix figures seen by Bloomberg reportedly put the service at about 1 million U.S. monthly active users by January 2023.
- Antenna estimated that 19% of new U.S. Netflix sign-ups in January chose the ad-supported plan—often rounded to 20% in summaries.
The 1-million figure described monthly active users, not necessarily paying accounts or households. Several people can watch through one account, and an active user is not the same measure as a subscriber. Why the early numbers mattered—and why they were limited
Netflix entered advertising after Hulu, Peacock, Disney+, and free ad-supported services such as Tubi and Pluto TV had already trained advertisers and viewers to think about streaming plans in different price tiers. Advertisers initially questioned whether Netflix could deliver enough audience and measurement at launch, while Netflix was still building its sales and technology operation.
Against that backdrop, a 19% share of new sign-ups suggested that a meaningful group of price-sensitive customers would accept commercials. It did not show that the plan had become a dominant choice across Netflix’s installed base, nor that it was already highly profitable. The audience was still small relative to Netflix’s total U.S. membership, and “momentum” referred to improving adoption and delivery against advertiser commitments.
Were people joining Netflix, or downgrading?
The distinction is central. Early reporting said most ad-tier sign-ups were either new Netflix customers or returning customers who had previously canceled, rather than existing ad-free members immediately trading down. That was favorable for acquisition, but it did not establish long-term retention, the rate of later downgrades, or revenue per account.

How Netflix compared with rival launches
Antenna’s early comparison put Netflix at 19% of new U.S. sign-ups choosing ads after roughly three months. The corresponding figures were approximately 36% for Disney+ after its third month and 21% for HBO Max after its third month.

These were not permanent market-share rankings. The services launched at different times, with different prices, catalogs, promotions, customer mixes, and plan designs. Disney+ also changed the economics of its tiers by raising the price of its ad-free option. A percentage of new sign-ups is not the percentage of a platform’s entire membership.
What the launch-era plan offered
The U.S. plan launched at $6.99 per month. That was a launch-era price, not a current 2026 quotation. It was designed to lower the entry price while inserting advertising and, at launch, had some content restrictions compared with higher-priced plans. Netflix later changed plan terms and availability, so current price, catalog access, downloads, streams, video quality, and audio features should be checked on the Netflix sign-up page before subscribing.
For viewers, the trade-off is straightforward: a lower monthly bill in exchange for commercial interruptions and potentially different features or title availability. The value depends on how much a household watches, how sensitive it is to interruptions, and whether the lower price outweighs any missing content or functionality.
From an experiment to a substantial advertising business
Netflix initially described the ad tier as serving two purposes: offering consumers a lower price and creating an additional advertising and profit stream. In its 2024 shareholder communication, the company said advertising was not expected to be a primary driver of revenue growth in 2024 or 2025. The company’s later disclosures show a materially different scale:
- Netflix reported more than $1.5 billion in advertising revenue for 2025, over 2.5 times its 2024 advertising revenue.
- Netflix said 2026 advertising revenue was expected to roughly double, and its April 2026 shareholder letter said it remained on track for approximately $3 billion for the year. That is company guidance, not an achieved full-year result. (Q4 2025 shareholder letter; Q1 2026 shareholder letter)
Advertising also contributed to revenue growth in Netflix’s first-quarter 2026 disclosure. The business had moved well beyond the small U.S. launch operation described in 2023.
Netflix built the infrastructure advertisers need
The post-launch development was not only more viewers choosing ads. Netflix built a sales, targeting, measurement, and buying system intended to make its inventory usable at major advertising budgets.

Netflix said its proprietary Ads Suite was live in the U.S. and Canada by May 2025 and later rolled out across its advertising markets. The company describes it as a first-party system for targeting, measurement, data matching, and additional buying options. (Netflix Upfront 2025)

Programmatic and data partnerships
Netflix identified integrations and relationships involving LiveRamp, Experian, Acxiom, Yahoo DSP, Snowflake, Amazon Web Services, and agency groups. Those connections support audience matching, measurement, and programmatic workflows rather than relying only on direct insertion orders.
New formats and planning tools
In its May 2026 Upfront presentation, Netflix highlighted Audience Insights and Reach Curve APIs, data-clean-room integrations, programmatic buying through Amazon DSP and Yahoo DSP, programmatic Pause Ads and live inventory, dynamic ad insertion, personalized ad-load and frequency-cap testing, and AI tools for media planning, creative adaptation, and campaign optimization. Netflix said in May 2026 that its ad-supported service reached more than 250 million global monthly active viewers, and that more than 80% of ads-plan members were actively watching each week. It also said 44% of members who saw an ad on Netflix had not seen that ad on broadcast television or other streamers.
Netflix’s Upfront materials further claimed that campaigns produced nearly twice the television norm for long-term brand building and 23% above competitor benchmarks for purchase intent. These are Netflix-reported effectiveness claims, not independent industry-wide verification. The 250-million figure is global monthly active viewers—not 250 million U.S. subscribers or households. What “U.S. momentum” means in 2026
Netflix no longer publicly supplies the original type of current U.S. ad-tier account estimate in the disclosures reviewed. It emphasizes global monthly active viewers, advertising revenue, engagement, and advertiser reach instead.
That leaves two conclusions that must be kept separate:
- The 2023 claim was credible but modest: about 1 million U.S. monthly active users and 19% of new U.S. sign-ups were encouraging early indicators, not a verified subscriber total or proof of immediate profitability.
- The broader advertising business later scaled substantially: more than $1.5 billion in 2025 advertising revenue, a company target of roughly $3 billion in 2026, and a global audience exceeding 250 million monthly active viewers show commercial momentum at the business level.
The public record does not establish the precise number of U.S. households currently on the ad-supported plan, its U.S.-only revenue, or the present split between new customers, reactivations, and downgrades. Those are different questions from whether Netflix has built a large advertising business.
What this means for subscribers and media buyers
For subscribers
- Expect a lower entry price than ad-free plans, but commercials during viewing.
- Check current U.S. plan terms directly; launch-era catalog and feature restrictions may not match today’s offering.
- Do not assume that a global monthly-viewer statistic describes the number of U.S. paying accounts.
For advertisers
- Netflix is now pitching a broader advertising stack rather than only premium video placements.
- Amazon DSP and Yahoo DSP are relevant to buyers already using those systems.
- Clean-room and first-party-data workflows are aimed at sophisticated measurement and audience matching.
- Programmatic scale can improve access while raising familiar questions about pricing, transparency, brand safety, fraud, and independent measurement.

The verdict
Netflix’s ad-supported tier did gather early U.S. momentum in the narrow sense reported in March 2023: adoption improved, and the plan attracted a notable share of new sign-ups. But the evidence was third-party or internally sourced, measured users rather than paying accounts, and showed a smaller early take-up than Disney+’s comparable launch estimate.
The more consequential result came later. Netflix turned that experimental tier into a global advertising business with substantial revenue, large claimed reach, and increasingly sophisticated sales and measurement infrastructure. That validates the long-term advertising thesis—not a precise claim about how many U.S. households use the ad plan today.
