Mangetsu is the most versatile on paper, thanks to his command of all seven blades, while Zabuza has the clearest signature assassination skill. This is an editorial ranking of the classic Naruto-era swordsmen, not an official order: franchise sources describe the group’s reputation and battles but do not publish a definitive member-by-member strength list.
The Seven Ninja Swordsmen are a Kirigakure legacy group associated with seven distinctive blades, and the title passed through multiple generations. This list focuses on the classic group shown in Naruto rather than treating Boruto’s successor group as though it were the same roster. The ranking weighs demonstrated combat outcomes first, then weapon mastery and versatility; sparse evidence makes the lower placements provisional.
How this strength ranking works
Strength here means an individual fighter’s demonstrated effectiveness, not the danger posed by all seven acting together. The official Naruto retrospective describes the swordsmen joining Zabuza in the Fourth Great Ninja War, and the episode description calls the reanimated members among the group’s most powerful. Neither source ranks the individuals. The group’s fearsome reputation is context, not a substitute for comparing feats.
- Battle evidence: Who they fought and what happened matters more than reputation alone.
- Weapon and technique: A blade’s unusual ability or a fighter’s mastery of it can create advantages, but does not by itself prove a duel outcome.
- Versatility and context: Consider how well a fighter can adapt, and whether the evidence comes from manga or anime continuity.
The older swordsmen have unevenly documented combat records, so the ranking is a reasoned comparison rather than a canon power scale. The Seven Swordsmen’s combined assault is also a separate measure of threat from any one member’s one-on-one strength.

1. Kisame Hoshigaki
Kisame takes the top spot because he has the clearest high-level battle evidence among the classic swordsmen. The official Naruto recap recounts his confrontation with Might Guy: Guy defeats him, but Kisame remains committed to keeping Akatsuki’s information from his enemies. That outcome does not make Kisame unbeatable; it does show a formidable opponent capable of sustaining a consequential fight against one of the series’ strongest taijutsu specialists.
His partnership with Samehada adds a distinctive weapon-based dimension to his fighting style. Taken together, the demonstrated battle and his blade’s role give Kisame a stronger case for first than a reputation claim alone. 2. Mangetsu Hōzuki
Mangetsu earns a high provisional placement for extraordinary versatility: a detailed secondary account says he learned to wield all seven of the Mist’s blades. That breadth suggests he could adapt to different weapons and fighting situations in a way few swordsmen could. It is not evidence that he would automatically defeat Kisame, however; the account offers far less individual combat evidence for Mangetsu than the official recap supplies for Kisame.
The distinction matters: mastery of an entire arsenal supports a high estimate of skill, but it cannot settle a hypothetical duel without comparable battle outcomes. 3. Chōjūrō
Chōjūrō belongs in the comparison as a later-generation swordsman, not as a member of the classic war-era roster ranked above. His status as Sixth Mizukage and his use of Hiramekarei demonstrate that he became an important shinobi and blade wielder in a later period. Those credentials are a strong basis for placing him near the top in an all-era discussion, but they do not provide a direct, like-for-like combat comparison with Kisame or Mangetsu.
The official Boruto-era synopsis identifies Chōjūrō as Sixth Mizukage and bearer of Hiramekarei; it establishes his later role, not a strength ranking. See the official Chōjūrō and Hiramekarei synopsis.

4. Zabuza Momochi
Zabuza’s strongest case is technique rather than a clean, comparable record of victories. His Silent Killing method makes him a dangerous ambush specialist, and official Naruto retrospective text groups it with other powerful abilities in a formidable combination. His defining advantage is the ability to make terrain, concealment, and surprise part of the fight—not simply the sword in his hands.
That expertise makes Zabuza one of the most recognizable and threatening members, but it does not establish that he outranks Kisame in direct combat. 5. Fuguki Suikazan
Fuguki is difficult to place precisely because the available evidence here establishes his identity and continuity role more clearly than it establishes individual combat feats. He is associated with Samehada before Kisame, but inheriting or wielding a notable blade is not enough to conclude that he was stronger than its later bearer. His placement below the better-documented fighters is therefore provisional, reflecting the thinner basis for comparison rather than a definitive canon judgment.
6. Jūzō Biwa
Jūzō’s place depends on the version of the story being considered. Naruto Shop’s secondary account says the manga presents Fuguki as the survivor of Might Duy’s attack, while the anime adds Jūzō and Raiga as survivors and depicts further deaths. Because that continuity difference affects what can be inferred about the older generation, Jūzō’s ranking is especially tentative. The cited account is a secondary summary, not an official combat ranking.
7. Raiga Kurosuki
Raiga is also difficult to compare with the best-documented members. The secondary account places him among anime-added survivors of Might Duy’s attack, but survival in that event alone does not provide a reliable one-on-one strength comparison with Kisame, Mangetsu, or Zabuza. He rounds out this ranking because the available evidence supports less confidence in his individual placement, not because the story supplies a definitive last-place verdict.
Why the ranking is not definitive
The official sources establish the swordsmen’s stature, their role in the war, and the arrival of later generations; they do not provide a complete individual order. The secondary account adds useful detail about blades and continuity, but that detail cannot fill in missing combat outcomes. A more certain ranking would require evidence the cited sources do not establish, such as directly comparable fights across the full roster.

There is also a generational boundary. In Boruto, Shizuma and his friends—including Kagura—declare themselves the “new” Seven Swordsmen. They are successors claiming the name, not a reason to silently fold every later bearer into a ranking of Naruto’s classic group. The official synopsis describes their claim as a new group: the Boruto episode synopsis on the new Seven Swordsmen.
