Spoilers for Naruto: Shippuden. This is an editorial ranking, not an official franchise list. It compares each character’s strongest demonstrated Shippuden-era form, weighing combat ability, eye techniques, stamina and limitations. A peak that depends on a borrowed eye, a temporary gift or the Rinnegan is identified rather than treated as ordinary Sharingan power.
How to read this ranking
The order reflects demonstrated overall combat ceiling, not just skill with genjutsu or the Sharingan. That distinction matters: the strongest character who has used a Sharingan is not necessarily the most specialized Sharingan fighter. Some peaks also rely on power beyond the character’s ordinary Sharingan state.
The available official material does not establish an all-time top ten or settle every close comparison. The positions below are therefore best read as a reasoned editorial order, not precise canon measurements.
The 10 strongest Sharingan users in Naruto: Shippuden
1. Madara Uchiha
Madara ranks first for his extraordinary demonstrated battlefield ceiling. There is an important qualification: the official summary for episode 645 describes him with the Rinnegan in both eyes and calls him the strongest enemy the newly reunited Team 7 had faced at that point. That is a powerful in-story comparison, but it is not proof that his Rinnegan-enhanced form is Sharingan-only, nor does it settle every possible matchup.

2. Sasuke Uchiha
Sasuke’s peak combines advanced Sharingan abilities with power that extends beyond the eye itself. He is a leading contender for strongest overall fighter on this list, but comparisons with Madara depend on which forms and story moments are being compared. This placement reflects his full demonstrated Shippuden-era combat ceiling, not a claim that every part of it comes from his Sharingan.
3. Obito Uchiha
Obito’s Sharingan is central to his threat: his space-time ability makes him exceptionally difficult to hit or contain. His later power states draw on additional sources of strength, so they should not be mistaken for an ordinary Sharingan-only peak. He ranks below Madara and Sasuke here because the list weighs the breadth of each character’s demonstrated peak, not the near-unmatched tactical advantage of one technique.

4. Kakashi Hatake
Kakashi’s familiar Sharingan was transplanted from Obito. His late dual-eye Mangekyo peak was different: the official episode 693 page describes Obito giving Kakashi the Sharingan in his left eye and later giving him the Mangekyo as a final gift. Treat that dual-eye state as a temporary, gifted peak, not a form Kakashi could maintain throughout the series. It raises his ceiling dramatically, but its exceptional, temporary nature matters in a ranking of users.
5. Itachi Uchiha
Itachi’s Mangekyo techniques make him one of the most dangerous tactical fighters here. His strength is not simply a matter of raw endurance: his health and the costs of using his Mangekyo constrain how long he can sustain a fight. He ranks below the top four because their highest demonstrated forms reach a greater overall battlefield scale, while Itachi remains among the most formidable specialists in how he applies his eyes.

6. Shisui Uchiha
Shisui’s signature Mangekyo technique, Koto Amatsukami, can influence a target’s thoughts and intentions without the target realizing anything is wrong, according to the official Naruto site’s Shisui column. That is an extraordinary tactical ability, but the cited material does not establish Shisui’s overall combat ceiling against every other candidate. His placement reflects the technique’s potential while avoiding the unsupported claim that it makes him the strongest fighter.
Keep Shisui’s own record separate from later use of his eyes: Danzo stole Shisui’s right eye, and Shisui entrusted his remaining eye to Itachi. The ability’s later use by someone else is not itself a Shisui combat feat.

7. Danzo Shimura
Danzo’s ranking depends on distinguishing his personal abilities from the advantage of possessing another person’s eye. He stole Shisui’s right eye, and his use of it gives him access to a potent Mangekyo technique that was not his own. That borrowed-eye advantage makes him dangerous, but it should not be counted as evidence that he was a more accomplished Sharingan specialist than Shisui.
8. Izuna Uchiha
Izuna belongs in a ranking of major Sharingan users because of his place in the history of the Uchiha’s Mangekyo. However, Shippuden offers less direct combat evidence for comparing his peak with the better-documented fighters above him. His position is consequently less secure than those of the principal figures whose abilities are shown in extended battles.

9. Fugaku Uchiha
Fugaku is a plausible entrant among the Uchiha associated with the Sharingan, but the series provides limited on-screen evidence of his combat ceiling. This makes any exact placement speculative. He is included as a major candidate, not because the story establishes that he outranks other users in a direct comparison.
10. Sarada Uchiha
Sarada is a Sharingan user in the wider Naruto franchise, but she is not a demonstrated Shippuden-era combatant. Under a strict interpretation of “shown in Naruto: Shippuden,” she does not belong in this ranking. The same issue applies to other characters whose meaningful Sharingan feats occur outside Shippuden. Her inclusion would make the list less faithful to its stated scope, so the tenth position is better understood as a boundary: the series does not provide enough well-documented Shippuden-era candidates for a confident, canon-grounded top ten.

- Madara’s episode 645 comparison is bounded: it describes Team 7’s strongest enemy up to that point, in a state with the Rinnegan in both eyes.
- Shisui’s Koto Amatsukami is a tactical distinction, not proof of an overall combat ranking above every other Uchiha.
- Kakashi’s late dual-eye Mangekyo is exceptional and temporary, and its power arrives as a gift from Obito.
- Borrowed eyes and non-Sharingan enhancements change the comparison. Ranking the strongest character who has used a Sharingan is not the same as ranking the most skilled Sharingan specialist.
Itachi’s words about Shisui capture the latter’s reputation better than an invented numerical score: “TRUE SHINOBI DO NOT SEEK GLORY. THEY PROTECT FROM THE SHADOWS. THAT IS THE MARK OF A TRUE NINJA. SHISUI TAUGHT ME THAT.” The official Naruto site’s Shisui column attributes the statement to Itachi and points to volume 58, chapter 550.
