Spoilers through the manga’s ending. At their peak canon-relevant forms, Izuku Midoriya (Deku) narrowly ranks first, with Tomura Shigaraki close enough that the two can reasonably switch places. This is an editorial ranking of combat effectiveness across the completed story—not an official chart, a measure of hero popularity, or a ranking of who is strongest after the ending.
How this ranking measures strength
Each character is assessed at their strongest relevant canon form, with weight given to offensive ceiling, speed and control of distance, durability or recovery, versatility, and performance against endgame-level opponents. Those factors help distinguish a sustained all-around fighter from someone whose power is especially dangerous in a narrow matchup.
There is no official ordered top-ten combat ranking in the cited materials. Bandai Namco’s MY HERO ACADEMIA: ALL’S JUSTICE character roster labels final or full-powered versions and says, “Everyone’s at the peak of their power, so dive in and find your favs!” That is promotional language about the game roster, not a canonical strength scale.
This list uses the manga-complete scope: Shueisha lists the collected series through volume 42, and VIZ’s official English-language listing includes chapter 430. The order below is a transparent judgment; matchup conditions can change the likely winner of a one-on-one fight.

The 10 strongest My Hero Academia characters
1. Izuku Midoriya (Deku)
At his final-war peak, Deku brings One For All’s accumulated power together with inherited Quirks, giving him an unusually broad combat toolkit as well as overwhelming physical ability. He ranks first because this combination makes him the strongest overall candidate when the question is peak effectiveness against the story’s ultimate threat—not because the manga or an official chart declares him the number-one fighter.
2. Tomura Shigaraki
Endgame Shigaraki is the central physical and Quirk threat of the final confrontation, and his strength, durability, and destructive danger make him a credible choice for first. He sits just below Deku here because the ranking gives weight to Deku’s combined endgame capability and role in that confrontation. Put more weight on raw durability or destructive threat, and Shigaraki can take the top spot.
3. Prime All Might
Prime All Might belongs above his injured, time-limited later incarnation. The official character profile explains that a past battle left him gravely injured and limited the time he could continue as a hero; it also describes One For All as a stockpiled, transferable power that he passed to Izuku. Treating those versions as interchangeable would blur a major difference in his combat condition.

4. All For One
All For One’s experience and access to multiple Quirks make him one of the series’ most dangerous all-time combatants. His ranking depends on the version being compared: the official roster distinguishes All For One from a Rewind form, so the name alone does not specify one fixed combat state.

Star and Stripe is a top-tier matchup threat. A ranking that prizes the potential for a decisive Quirk effect could place her higher; one that prioritizes sustained physical performance may put her lower. The official roster identifies her as a Pro Hero but does not assign her a comparative power rank.
6. Katsuki Bakugo
This placement reflects Bakugo’s final-war peak rather than an early-series baseline. His late-story speed and attack output put him among the strongest combatants, though the official roster’s inclusion of a peak version is not evidence of an official numbered ranking.

7. Endeavor
Endeavor is a strong pick among conventional Pro Heroes below the extraordinary endgame figures. His combat experience and ability to sustain a fight matter in a ranking that considers more than one spectacular attack. That steadier profile can compare favorably with unusual Quirks whose highest output is difficult to maintain.
8. Dabi
Dabi’s maximum firepower is formidable, but output and sustainability are not the same thing. The official roster lists both Dabi and “Dabi Flame of Death,” making it especially important to state which form is under discussion; this ranking considers his peak-relevant version while accounting for the cost of his output.

9. Shoto Todoroki
Todoroki’s versatile power set makes him a natural comparison with Dabi, but their ordering depends on control, stamina, and the conditions of a fight. He ranks just below Dabi here because Dabi’s maximum offensive threat is harder to ignore in a peak-form list, not because Todoroki lacks the tools to prevail in a specific matchup.

10. Fumikage Tokoyami
Tokoyami rounds out the list because Dark Shadow can make him a formidable peak-form fighter. His ceiling is condition-dependent: night and light affect how to interpret his power. This is the least certain placement in the ten, since the ranking is sensitive to those conditions and there is no official chart to settle the comparison.

“Strongest” can mean raw destructive capacity, the best chance of winning a neutral one-on-one, or the best performance across changing opponents and conditions. Those are different tests. A Quirk that can decide a fight under surprise or contact conditions does not automatically make its user the best fighter in every scenario; similarly, a high-output attack does not by itself establish stamina, recovery, or reliability.
The top two are close, while positions five through ten are more sensitive to matchup assumptions. This ranking also concerns peak ability across the full story, not post-ending capability. The manga’s conclusion is included in the scope, but the list is not a claim about every character’s condition after the ending.
