Who are the most goated anime characters? There is no official cross-anime ranking, so “goated” depends on what you value. This list weighs character development, impact on the story, memorability, cultural recognition, and available fan-vote evidence. It is an editorial comparison—not a claim that one poll or metric can settle the question.
What makes an anime character “goated”?
A character can be beloved without being especially complex, or brilliantly written without topping a popularity vote. To make comparisons clearer, this list uses five related but distinct measures:
- Character development: how meaningfully the character changes, or reveals new dimensions, over the story.
- Narrative impact: how much the character shapes the plot, themes, or choices of others.
- Memorability: whether the character’s personality, design, defining moments, or relationships linger with viewers.
- Cultural recognition: how readily the character is recognized beyond the story’s immediate audience.
- Popularity evidence: whether a documented fan poll supports the character’s standing. This is evidence of preference among participants, not a direct measure of writing quality or universal opinion.
The first four are interpretive judgments; the last depends on the scope and rules of a particular vote. Because no authoritative cross-franchise poll is established here, the ranking below is a considered editorial selection rather than a statistically proven top ten.
The most goated anime characters
1. Minato Namikaze — Naruto
Minato earns the top spot here for the way his legacy carries narrative weight beyond his screen time. His reputation, choices, and family ties shape Naruto’s identity and the stakes surrounding the village. He is also the strongest documented fan favorite in this article: Minato ranked first in every region and age group in NARUTOP99, a worldwide vote limited to Naruto characters. That result supports his popularity within that poll, not a universal claim that he is anime’s greatest character.

2. Itachi Uchiha — Naruto
Itachi’s place in the story is built around reappraisal: what first looks like a clear betrayal becomes more complicated as the series reveals more about his motives and circumstances. That shift gives him strong narrative impact and memorability. He placed second in NARUTOP99, which adds franchise-specific evidence of fan preference without turning the vote into a cross-anime verdict.
3. Sakura Haruno — Naruto
Sakura’s standing is tied to her development from an inexperienced young ninja into a capable medical ninja and fighter. Her relationships and decisions also connect personal growth to the wider conflict. She placed third in NARUTOP99, a notable result in that Naruto-only vote; the result does not measure her against characters from other series.

4. A compelling rival or foil
Across anime, rivals and foils often become memorable because they test a protagonist’s values, expose weaknesses, or embody a competing answer to the story’s central conflict. Their greatness is not simply a matter of strength: the role matters when the character changes the protagonist’s choices or the audience’s understanding of the story. As there is no shared cross-series poll in the evidence available here, this is a character type rather than a named, objectively ranked pick.
5. A character whose choices reshape the story
Some of anime’s most compelling characters are defined by consequential decisions: choices that redirect a plot, affect other characters, or sharpen the work’s themes. Their impact can outweigh limited screen time or popularity evidence. This criterion also explains why a single all-time ranking is difficult: different series give characters different narrative jobs.

What the NARUTOP99 vote does—and does not—show
The clearest documented poll evidence here comes from NARUTOP99, a Naruto character vote held from December 17, 2022, through January 31, 2023, Japan Standard Time, to mark the anime’s 20th anniversary. The official results announcement reported approximately 4.6 million votes. Its top three were Minato Namikaze, Itachi Uchiha, and Sakura Haruno, in that order. The official results announcement records those dates, the approximate vote total, and the franchise-specific results.
The vote’s design matters when interpreting the word “best.” The NARUTOP99 archive lists 488 character entries and invited participants to vote for the character they considered “best,” “strongest,” or loved most; it permitted one vote per person per day. Those prompts allow voters to apply different standards, so the outcome is better understood as a large fan-preference result than as a controlled assessment of writing. Creator Masashi Kishimoto described it as the first global-scale vote after earlier character popularity surveys in Japan’s Shonen Jump magazine. In a separate report, ORICON noted that Kishimoto was surprised Minato was the most popular in every region. ORICON’s report on the results also records the poll dates and top three.

That is meaningful evidence about Naruto fans who participated. It cannot establish a ranking across all anime: the ballot included Naruto characters, not characters from other series, and the vote blended judgments of “best,” “strongest,” and most-loved.
How to judge a cross-series “greatest” list
When comparing characters from different anime, ask what kind of greatness a ranking is measuring. A popularity list should rely on comparable polls and explain who could vote and what the ballot asked. A character-writing list should make its standards explicit—such as development, narrative consequence, and thematic depth—and acknowledge that those are critical judgments. A recognition list needs evidence of recognition beyond a single fan community.
Keep those categories separate. A poll can show that participants preferred one character under its rules; it cannot, by itself, prove that character is more complex, influential, or widely recognized than every character in anime. A defensible list tells readers where evidence ends and interpretation begins.
