Mosman Park Council voted in December 2023 to apply for a State approval that could let Camelot Outdoor Cinema operate under noise conditions different from the usual limits. That was a proposal, not confirmation that the application was lodged or approved. The Town’s May 2025 venue information lists an after-9pm noise restriction but does not resolve the status of the proposed approval.
What Mosman Park Council proposed
On 19 December 2023, Mosman Park Council voted to seek approval for Mosman Park Memorial Hall, home to Camelot Outdoor Cinema, to become an approved noise venue. PerthNow reported that the Town planned to prepare an application under Western Australia’s Environmental Protection (Noise) Regulations 1997.
The proposal followed noise complaints from nearby residents. In October 2023, the Town said Luna Palace Cinemas would not operate Camelot during the 2023/24 season because of complications associated with those complaints. Luna Palace had operated the outdoor cinema for more than 20 years, according to PerthNow.
The Town said it had worked with Luna during 2023, offered financial support for noise-reducing measures, begun a regulatory review and sought advice from the Department of Water and Environmental Regulation (DWER). It also said the State Government is responsible for enforcing the Noise Regulations.

What a noise approval would—and would not—mean
News coverage described the plan as seeking “noise exemptions.” The more precise description is an application for an approved-venue pathway under the Noise Regulations. Western Australian Government guidance calls the relevant mechanism a Division 6 Approval: the Minister for Environment may approve noise emissions that exceed or vary from an assigned level, in accordance with regulation 17. The guidance explains the mechanism generally; it does not say Camelot received an approval.
The Department of Water and Environmental Regulation’s guidance, last updated 13 June 2024, says: “An Order or Approval allows the recipient to operate under noise constraints that are different than those prescribed in the Environmental Protection Act 1986 and the Environmental Protection (Noise) Regulations 1997.” That is not an exemption from all noise controls. Any approval would be governed by its conditions.

A council report quoted by PerthNow said a venue approval allows emissions to exceed assigned levels “provided events are carried out in accordance with the venue’s approval.” Mayor Paul Shaw said an approval would still set operating hours, probably limit operation to certain nights, and specify noise levels. The proposed route therefore envisaged managed conditions, not unrestricted sound.
Why the council preferred an approval application
In December 2023 reporting, two longer-term approaches were discussed: a venue-specific approval under the Noise Regulations, and rezoning the area as a special entertainment precinct.

| Approach | What it would address | What was reported in 2023 |
|---|---|---|
| Approved-venue application | Noise emissions and operating conditions for the venue under the Noise Regulations. | The Town’s recommended route; expected to require noise modelling and consultation. PerthNow reported an estimated $45,000 to prepare the application. |
| Special entertainment precinct | Planning treatment across an area, rather than conditions for one venue alone. | Reported as an alternative not preferred by the Town; PerthNow said it could take years and that the relevant State policy framework was considered behind that of other states. |
The reporting does not provide a completed legal or technical comparison of the two routes. The $45,000 figure was the Town’s reported estimate in 2023 for preparing the application, including noise modelling and extensive consultation; it is not a verified final spend. The available accounts do not establish how long a State decision would take.
What is known about Camelot’s arrangements now
The Town’s Camelot Arts Club venue-hire page, published 9 May 2025, describes an outdoor theatre with a projector, stage and AV setup, and lists silent-disco headphones. It says noise restrictions apply after 9pm and that a silent-disco option is available.

Those details describe the venue information available in 2025. They do not establish whether the 2023 State application was filed, granted, refused or made subject to conditions; nor do they identify a specific approved noise level. Headphones are one listed sound-management option, not evidence that they resolved the earlier dispute.

The sources establish the council’s December 2023 decision to apply and the Town’s later description of venue arrangements, but not the State’s final decision. They also do not establish whether the planned application was lodged or what conditions, if any, were ultimately set. A decision record or direct confirmation from the Town or DWER would be needed to settle those points.
